The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs announces an open competition for the Youth Leadership and Teacher Professional Development Program with Bosnia and Herzegovina. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to conduct U.S.-based exchange activities on civic education, leadership, and community service for high school students and teachers from Bosnia and Herzegovina. The Bureau will be supporting two exchanges for 21 participants each during the course of 2012; each exchange will be three to four weeks in duration. Applicants should apply to implement both exchanges. The Office of Public Affairs (OPA) of the U.S. Embassy in Sarajevo will recruit, screen, and select the participating secondary school students and teachers. The Department of State has publically released its Service Contract Inventory for FY10. Section 743 of Division C of the FY 2010 Consolidated Appropriations Act, Public Law 111-117, requires Department of State, and other civilian agencies, to submit an annual inventory of service contracts. A service contract inventory is a tool for assisting an agency in better understanding how contracted services are being used to support mission and operation, and whether the contractors' skills are being utilized in an appropriate manner. The Department followed OMB guidance, provided by memorandum titled `Service Contract Inventories', to prepare the inventory.

The Department of State issued a Presidential permit to the General Services Administration on January 18, 2011, authorizing that agency to expand, renovate, operate, and maintain the commercial and pedestrian border crossing called ``Nogales-Mariposa'' in the vicinity of Nogales, Arizona, at the International Boundary between the United States and Mexico. The IPCC was established as an intergovernmental body under the auspices of the United Nations Environment Programme (UNEP) and the World Meteorological Organization (WMO) in 1988. In accordance with its mandate and as reaffirmed in various decisions by the Panel, the major activity of the IPCC is to prepare comprehensive and up-to-date assessments of policy-relevant scientific, technical, and socio- economic information for understanding the scientific basis of climate change, potential impacts, and options for mitigation and adaptation. More information about the IPCC can be found at https://www.ipcc.ch. The IPCC develops a comprehensive assessment spanning all the above topics approximately every six years. In addition to these comprehensive assessments, the IPCC periodically develops Special Reports on specific topics. The Preparation of Special Reports follows the same procedures as for the Assessment Reports. Governments develop and approve plans for reports, and nominate scientists and experts as lead authors and reviewers. Authors prepare the reports, which go through several stages of review, following which member governments at a session of the IPCC accept them. Member governments also approve the executive summaries of the reports (known as a ``summary for policy makers'') in detail at the time that they accept the overall report. The SRREX is being developed under the leadership of the IPCC Working Group II. This report will exclusively focus on events and disasters that are related to climate change. The IPCC 4th Assessment Report identified and demonstrated the usefulness of taking a risk perspective in order to identify ways in which civil society can promote sustainable development while reducing the risk of climate-related damages and taking advantage of opportunities that climate change will offer. This Special Report aims to assess policies, measures and tools and practice for managing the risk of extreme events to advance effective adaptation. All IPCC reports go through two broad reviews: a ``first-order draft'' for experts, and a ``second-order draft'' for experts and governments. The IPCC Secretariat has informed the U.S. Department of State that the second-order draft of the SREX is available for expert and government review on February 7. The approved outline of the report has a total of nine chapters. The early sections of the report discusses new dimensions in disaster risk, exposure, vulnerability and resilience, the determinants of risk, and changes in climate extremes and their associated impacts on the natural environment, human systems and ecosystems. The following section of the report discusses risk management at the local, national and international including cross-scale integrations. The report then outlines synergies between disaster risk management and climate adaptation as critical components for a resilient and sustainable future. The report closes with cases studies on extreme events, vulnerable populations and settings, and management approaches. As part of the U.S. Government Review of the SREX, the U.S. Government is soliciting comments from experts in relevant fields of expertise. The Global Change Research Program will coordinate collection of U.S. expert comments and the review of the report by panels of Federal scientists and program managers in order to develop a consolidated U.S. Government submission. Expert comments received within the comment period will be considered for inclusion in the U.S. Government submission. The Office of Citizen Exchanges of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for one cooperative agreement for the National Security Language Initiative for Youth (NSLI-Y), which provides overseas foreign language instruction for American high school students and those recently graduated. Public and private non-profit organizations, meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3), may submit proposals to cooperate with ECA in the overall administration of NSLI-Y organizational responsibilities and the implementation of overseas language programs of two different durations for approximately 610 total individual participant scholarships according to the duration and language distribution detailed in the Project Objectives, Goals and Implementation (POGI). NSLI-Y programs funded by this award will take place between June 2012 and June 2013. NSLI-Y is an important component of a multi-agency USG initiative to increase American citizens' ability to engage with people throughout the world who speak Arabic, Chinese (Mandarin), Indic (Hindi), Korean, Persian (Tajiki or Farsi), Russian and Turkish. Please note: ECA reserves the right to add or subtract languages and countries based on the needs of the Department, security considerations at the time of implementation and the overall objectives of the program. The Bureau anticipates that the single award recipient will manage the comprehensive organizational and administrative responsibilities of this program as well as the identification of qualified sub-award recipients known as ``implementing organizations'' to implement the overseas language programs.
