The Advisory Committee on Historical Diplomatic Documentation will meet on December 14th and December 15th at the Department of State, 2201 ``C'' Street, NW., Washington, DC. Prior notification and a valid government-issued photo ID (such as driver's license, passport, U.S. government or military ID) are required for entrance into the building. Members of the public planning to attend must notify Margaret Morrissey, Office of the Historian (202-663-3529) no later than December 10, 2009, to provide date of birth, valid government-issued photo identification number and type (such as driver's license number/ State, passport number/country, or U.S. government ID number/agency or military ID number/branch), and relevant telephone numbers. If you cannot provide one of the specified forms of ID, please consult with Margaret Morrissey for acceptable alternative forms of picture identification. In addition, any requests for reasonable accommodation should be made no later than December 7, 2009. Requests for reasonable accommodation received after that time will be considered, but might be impossible to fulfill. The Committee will meet in open session from 1:30 p.m. through 2:30 p.m. on Monday, December 14, 2009, in the Department of State, 2201 ``C'' Street, NW., Washington, DC, in Conference Room 1205, to discuss declassification and transfer of Department of State records to the National Archives and Records Administration and the status of the Foreign Relations series. The remainder of the Committee's sessions from 2:45 p.m. until 5 p.m. on Monday, December 14, 2009, and 9 a.m. until 12 p.m. on Tuesday, December 15, 2009, will be closed in accordance with Section 10(d) of the Federal Advisory Committee Act (Pub. L. 92-463). The agenda calls for discussions of agency declassification decisions concerning the Foreign Relations series and other declassification issues. These are matters properly classified and not subject to public disclosure under 5 U.S.C. 552b(c)(1) and the public interest requires that such activities be withheld from disclosure. Bureau of Educational and Cultural Affairs (ECA) Request for Grant Proposals: Study of the United States Institutes on U.S. Foreign Policy for East Asian Student Leaders

The Branch for the Study of the United States, Office of Academic Exchange Programs, Bureau of Educational and Cultural Affairs, invites proposal submissions for the design and implementation of ``The Study of the U.S. Institute on U.S. Foreign Policy for East Asian Student Leaders'' to take place over the course of five weeks beginning in July, 2010, pending availability of funds. The Institute will take place at an accredited post-secondary education institution, and will provide a group of up to 20 East Asian undergraduates with an academic program examining U.S. Foreign Policy. The program should also give the students a deeper understanding of U.S. society and culture, while enhancing their leadership skills.

This amendment is necessary to implement legislation that created additional immigrant and nonimmigrant classifications as described herein. Additionally, the Department is amending or removing existing classifications that have changed as a result of new legislation or the expiration of legislative provisions that had temporarily authorized them.

The meeting agenda will be as follows: 1 until 1:15 Opening Remarks; 1:15-2:45 Export Control Reform; 2:45-3:00 Break; 3-3:45 Draft revision to ITAR Section 126.4; 3:45-4:45 Draft revision to ITAR Section 129; 4:45-5 Concluding Remarks. The Office of Academic Exchange Programs of the Bureau of Educational and Cultural Affairs announces an open competition to administer the FY2010 Near East and South Asia Undergraduate Exchange Program. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) in the United States may submit proposals to organize and carry out academic exchange activities for students from underrepresented sectors in the Middle East, North Africa and South Asia (eligible countries and locales are listed below in the Purpose section). The recipient organization will be responsible for the following aspects of the program: Placement of no less than 115 foreign students at accredited U.S. institutions (90 for one academic year, 25 for one semester), student travel to the U.S., orientation, enrichment programming, advising, monitoring and support, pre-return activities, evaluation, and follow-up with program alumni. It is anticipated that the total amount of funding for FY2010 administrative and program costs will be $3,500,000 pending availability of funds.

The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for two grants for summer institutes for youth. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3), including accredited, post-secondary U.S. educational institutions, may submit proposals to provide a three- to four-week U.S.-based institute for one of the two institute options in the summer of 2010 for up to 45 teenagers aged 16-18. One institutethe Benjamin Franklin Transatlantic Fellows Summer Instituteis for participants from Europe, the European countries of Eurasia, and the United States. The other institutethe Benjamin Franklin Summer Institute with Asiais for participants from Afghanistan, Pakistan, Tajikistan, Turkmenistan, Uzbekistan, and the United States. U.S. Embassies in all the participating countries will select the foreign participants, and the U.S. grant recipients will select the American participants. Both institutes will focus on leadership development, critical thinking, diplomacy, community activism, and the media as ways that young adults can unite around their common goals. Support for individual or small group follow-on projects in the home communities of the exchange alumni will complete the program.
