Industry Advisory Panel: Notice of Charter Renewal

The Under Secretary for Management has approved the renewal of the charter for the Bureau of Overseas Buildings Operations' Industry Advisory Panel for an additional two-year period. The panel meets quarterly in the Harry S Truman Building, U.S. Department of State, located at 2201 C Street, NW., 23rd Street entrance in Washington, DC. The majority of each meeting is devoted to an exchange of ideas between the Department's Bureau of Overseas Buildings Operations' senior management and the panel members on design, operations, security, and building maintenance. The meetings are open to the public and are subject to advance registration and provision of required security information. Procedures for registration are included with each meeting announcement.
Suggestions for Updated 2009-2011 Plan of Action for Working Group on Environmental Cooperation Established Pursuant to the United States-Morocco Joint Statement on Environmental Cooperation

The Department of State is soliciting ideas and suggestions for environmental cooperation projects between the United States and Morocco. The United States and Morocco are in the process of developing an updated 2009-2011 Plan of Action pursuant to the United States- Morocco Joint Statement on Environmental Cooperation issued in 2004. The Joint Statement outlines broad areas of environmental cooperation to assist Morocco in complying with its obligations under the United States-Morocco Free Trade Agreement. It is envisioned that the 2009- 2011 Plan of Action will focus on the following themes: (1) Institutional and policy strengthening for effective implementation and enforcement of environmental laws, (2) biodiversity conservation and improved management of protected areas, and other ecologically important ecosystems, (3) improved private sector environmental performance, and (4) environmental education, transparency, and public participation in environmental decision-making and enforcement.

Changes to and Further Assignment of Functions Under Section 208 of Title 18 of the United States Code

Delegations of Authority No. 175 and 245-1 delegated authority from the Secretary of State to the Deputy Secretary of State and the Deputy Secretary of State for Management and Resources all authorities vested in the Secretary of State, to include issuing waivers pursuant to 18 U.S.C. 208 to Department of State employees. In 2003, the Deputy Secretary of State redelegated authority to the Legal Adviser to issue certain waivers under 18 U.S.C. 208(b)(1) and (3). In 2006, the Deputy Secretary of State delegated to the Legal Adviser and the Under Secretary for Management the authority to issue financial interest waiver determinations to (1) Seventh Floor principals when the waiver is applicable for a specific activity, when a principal is seeking employment by an international organization, or when the waiver does not exceed six months; and (2) other Department employees (including advisory committee members) under any circumstances. This notice informs the public of the further delegation of authority from the Deputy Secretary for Management and Resource to the Legal Adviser and the Under Secretary for Management to issue all waivers under 18 U.S.C. 208(b)(1) and (3), except for waivers to the Secretary of State.

The Department of State hereby gives notice that, on September 18, 2009, it received from Otay-Tijuana Venture, L.L.C., an application for a Presidential permit to authorize the construction, operation, and maintenance of a new international pedestrian bridge called the San Diego-Tijuana Airport Cross Border Facility (CBF) on the U.S.-Mexico border near San Diego, California and Tijuana, Baja California, Mexico. According to the application, Otay-Tijuana Venture, L.L.C., is a company created under Delaware law and consists of companies owned by American and Mexican investors with experience in real estate, corporate investing, and airport operations. Otay-Tijuana Venture, L.L.C. states that it is undertaking the project as a for-profit, commercial activity. According to the application, the CBF would enable ticketed airline passengers to travel between Mexico's Tijuana International Airport (TIJ) and San Diego, California, via an enclosed, elevated pedestrian bridge. The CBF will consist of: a main building on the U.S. side of the border housing U.S. Customs and Border Protection (CBP) inspection facilities along with shops and services to accommodate travelers; an approximately 525-foot pedestrian bridge from the main building on the U.S. side connecting into TIJ's passenger terminal on the Mexican side; and parking facilities and areas for car rentals and potentially bus service on the U.S. side. According to the application, the CBF would allow passengers to bypass San Diego's congestion-prone ports of entry and avoid driving through the City of Tijuana.
