Federal Register Notice of Intent To Prepare an Environmental Assessment; Notice of Intent To Prepare an Environmental Assessment and To Conduct Scoping Meetings and Notice of Floodplain and Wetland Involvement; Enbridge Pipelines (Southern Lights) L.L.C. (LSr Project)
Enbridge Pipelines (Southern Lights) L.L.C. has applied to the United States Department of State for a Presidential Permit for the proposed construction, connection, operation, and maintenance at the border of the United States of facilities for the export and import of petroleum to and from a foreign country (LSr Project). The Department of State receives and considers applications for Presidential Permits for such energy-related pipelines pursuant to authority delegated to it by the President under Executive Order 13337 of April 30, 2004 (69 FR 25299). To issue a Permit, the Department of State must find that issuance would serve the national interest. The Department intends to consult extensively with concerned Federal and State agencies on this application, and invites public comment to assist it in arriving at its determination. In accordance with Section 102(C) of the National Environmental Policy Act of 1969 (NEPA) (42 U.S.C. 4332(C)) and implementing regulations promulgated by the Council on Environmental Quality (40 CFR parts 1500-1508) and the Department of State (22 CFR part 161), including in particular 22 CFR 161.7(c)(1), the Department of State intends to prepare an environmental assessment (EA) to determine if there are any potential significant impacts and to address alternatives to the proposed action. The purpose of this Notice of Intent is to inform the public about the proposed action, announce plans for scoping meetings, invite public participation in the scoping process, and solicit public comments for consideration in establishing the scope and content of the LSr Project EA. As the proposed project may involve an action in a floodplain or wetland, the EA will also include a floodplain and wetlands assessment and floodplain statement of findings.

In addition, Enbridge proposes to construct an additional pipeline concurrently and within a portion of the same pipeline corridor adjacent to the Alberta Clipper Project between Clearbrook, MN and Superior, WI. This project is not subject to a Presidential Permit or other Department of State jurisdiction. However, because the two projects will be constructed in the same corridor, the Department of State will accept comments on potential issues relevant to the construction of this facility.
Amendment to the International Traffic in Arms Regulations: United States Munitions List
The Department of State, in consultation with the Departments of Defense and Commerce, is amending the text of the United States Munitions List (USML), Category XVSpacecraft Systems and Associated Equipment to clarify the coverage and to alter one of the five performance characteristics that define radiation-hardened microelectronic circuits that are subject to the licensing jurisdiction of the International Traffic in Arms Regulations (ITAR).
Culturally Significant Objects Imported for Exhibition Determinations: “Piranesi as Designer”
Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, Delegation of Authority No. 236 of October 19, 1999, as amended, and Delegation of Authority No. 257 of April 15, 2003 [68 FR 19875], I hereby determine that the objects to be included in the exhibition ``Piranesi as Designer'', imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at the Cooper-Hewitt, National Design Museum, Smithsonian Institution, New York, New York, from on or about September 14, 2007, until on or about January 20, 2008, and at possible additional exhibitions or venues yet to be determined, is in the national interest. Notice of Receipt of Application for a Presidential Permit to Construct a New Cattle Crossing to the East of an Existing Cattle Crossing Near San Luis, AZ
Notice is hereby given that the Department of State has received an application for a Presidential permit authorizing the construction of a new cattle crossing (the ``San Luis Cattle Crossing'') at the United States-Mexican border 2,500 feet (approximately half a mile) east of an existing cattle crossing near San Luis, Arizona. The closing of the existing cattle crossing and its relocation to a new location approximately half a mile to the east is necessitated by construction of the new San Luis II commercial border crossing (scheduled to begin in the summer of 2007) at the location of the existing cattle crossing. This application has been filed by the Greater Yuma Port Authority (GYPA), the original applicant for the San Luis II commercial border crossing project. A Presidential permit for the San Luis II commercial border crossing was issued by the Department of State, effective June 30, 2007, to the General Services Administration (GSA). The Department of State has determined that, under Executive Order 11423, as amended, a separate Presidential permit is required for the San Luis cattle crossing since it would constitute a new piercing of the border. The Department of State's jurisdiction with respect to this application is based upon Executive Order 11423, dated August 16, 1968, as amended, which authorizes the Secretary of State to receive all applications for permits for the construction, connection, operation or maintenance at the borders of the United States of ``border crossings for land transportation * * * to or from a foreign country'' whether or not in conjunction with ``facilities for the transportation of persons or things, or both, to or from a foreign country.'' According to the application, the relocation of the existing San Luis cattle crossing would primarily involve the dismantling of the existing cattle pens (most of which are on the Mexican side of the border) and their construction or reassembly at the new site. The Department is in possession of an Environmental Assessment (EA) prepared in connection with the Department's evaluation of the Presidential permit application for the San Luis II commercial border crossing and intends to also use that EA in connection with its evaluation of the San Luis cattle crossing. The Department has determined, however, that this EA does not adequately address the issues of the odor and manure that would be generated at the proposed new cattle crossing site, as well as the issue of water and sewage services at the new cattle crossing site. In light of that determination, the GYPA has submitted to the Department of State an EA addendum that specifically addresses these environmental concerns. As provided in E.O. 11423, the Department is circulating the GYPA application, along with the EA and the EA Addendum, to concerned agencies for comment.

This system allows interviewers to enter responses directly into a computer, which instantaneously feeds the information from each station to a mainframe computer. Meeting of the Environmental Affairs Council (EAC) of the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR)
The Department of State and the Office of the United States Trade Representative (USTR) are providing notice that, as set forth in Chapter 17 (Environment) of the Dominican Republic-Central America- United States Free Trade Agreement (CAFTA-DR), the United States and the other CAFTA-DR Parties (``CAFTA-DR Parties'' or ``the Parties'') intend to hold the second meeting of the Environment Affairs Council (the ``Council'') in Guatemala City, Guatemala on July 24, 2007. The Council will hold an information session for members of the public on July 24, 2007, at 2 p.m., at the Guatemala City Marriott Hotel, 7 Avenue 15-45, Zona 9, Guatemala City, Guatemala 01009. The purpose of the Council meetings is detailed below under SUPPLEMENTARY INFORMATION. Announcement of Meetings of the International Telecommunication Advisory Committee
This notice announces meetings of the International Telecommunication Advisory Committee (ITAC) to prepare advice on U.S. positions for a meeting of the Advisory and Study Groups of the International Telecommunication UnionDevelopment Sector (ITU-D), to prepare advice on U.S. positions for a meeting of the Radio Assembly of the International Telecommunication UnionRadiocommunication Sector (ITU-R), and to prepare advice on U.S. positions for a meeting of the Advisory Group of the International Telecommunication Union Telecommunication Standardization Sector (ITU-T).
