The Educational Information and Resources Branch, Office of Global Educational Programs, Bureau of Educational and Cultural Affairs (the Bureau) announces an open competition for a survey of International Educational Exchange Activity in the United States. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to conduct a statistical survey (census) of foreign nationals enrolled in institutions of higher learning in the United States. The survey must provide detailed individual student profile data and country-specific aggregate data that enumerate the numbers of foreign students and scholars from a given country affiliated with individual U.S. institutions. In addition, the report should include information about first-time enrollments to facilitate the analysis of enrollment trends. The survey, which should be conducted in the most cost-effective way possible, should identify the number of foreign students and scholars studying, conducting research, or teaching at all accredited universities and colleges in the United States during the 2007/2008 academic year (fall 2007 through summer 2008). Finally, the report should also include data about the number of American students studying abroad in credit-bearing programs of all types (year-long, semester, short-term and summer). Proposals should describe the methodology that will be used to collect the data and how the material will be analyzed and presented to the public. To the extent possible, cooperation is encouraged with the Department of Homeland Security on data comparison and sharing. Proposals must also include plans to establish an advisory board to provide assistance in identifying and framing policy issues that may need to be addressed by policy makers.

Notice is hereby given that the Department of State is amending the International Traffic in Arms Regulations (ITAR) regarding Somalia at 22 CFR 126.1 to make it United States policy to consider on a case-by-case basis licenses, or other approvals, for exports of defense articles and defense services destined for Somalia that conform to the provisions of United Nations Security Council resolution 1744, which amends United Nations Security Council resolution 733. The United States will deny licenses, other approvals, exports or imports of defense articles and defense services destined for or originating in Somalia that do not conform to the provisions of the resolution.

The Department of State announces the renewal of the Charter for the Advisory Committee to the U.S. Section of the Inter-American Tropical Tuna Commission (IATTC) for an additional two years. The Advisory Committee to the U.S. Section of the IATTC may be terminated only by law. In accordance with the provisions of the Federal Advisory Committee Act (Pub. L. 92-463), a new Charter must be issued on a biennial basis from the date the current Charter was approved and filed with Congress and the Library of Congress. The IATTC was established pursuant to the Convention for the Establishment of an Inter-American Tropical Tuna Commission, signed in 1949. The purpose of the IATTC is to conserve and manage the fisheries and associated resources of the eastern tropical Pacific Ocean. The United States is represented to the IATTC by the U.S. Section, which includes four Presidentially-appointed Commissioners and a Department of State representative. The General Advisory Committee to the United States Section of the IATTC was established pursuant to Section 4 of the Tuna Conventions Act of 1950 (16 U.S.C. 953, as amended), the implementing statute for the IATTC Convention. The goal of the Advisory Committee is to serve the U.S. Section to the IATTC, including the Department of State, as advisors on matters relating to international conservation and management of stocks of tuna and dolphins in the eastern tropical Pacific Ocean, and in particular to provide recommendations on the development of U.S. policy associated with such matters. The Committee is composed of representatives of the major U.S. tuna harvesting, processing, and marketing sectors, as well as recreational fishing and environmental interests, formulating specific policy recommendations for the U.S. Section to the IATTC. The Advisory Committee will continue to follow the procedure prescribed by the Federal Advisory Committee Act (FACA). Notice of meetings is published in the Federal Register in advance as required by FACA and meetings are open to the public unless a determination is made in accordance with Section l0 of the FACA that a meeting or a portion of the meeting should be closed to the public.

In June 1992, the United States signed, and later ratified in October, the United Nations Framework Convention on Climate Change (UNFCCC). Pursuant to the national communication reporting requirements under Articles 4.2 and 12 of the Convention and to guidelines later adopted by the UNFCCC Conference of the Parties (COP), the United States submitted the first U.S. Climate Action Report (USCAR) to the UNFCCC Secretariat in 1994, the second in 1997 and the third in 2002. The U.S. Government has prepared an initial draft of the fourth national communication for public review, and provided notice in the Federal Register on May 4, 2007 soliciting public input on the draft text of the national communication prior to finalization of the document. The purpose of this announcement is to notify interested members of the public that the Department of State is extending the deadline for submitting comments on the draft text to June 1.

The Educational Information and Resources Branch of the Office of Global Educational Programs in the Bureau of Educational and Cultural Affairs announces an open competition for a program of Educational Adviser Training and Support Services. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code Section 26 U.S.C. 501(c)(3) may submit proposals to develop training programs and provide support services for Department of State-affiliated overseas educational advisers. Overseas educational advisers are part of the Department of State's network of over 450 EducationUSA centers that promote U.S. higher education in 170 countries around the world. Centers exist in a variety of locations including: U.S. embassies and consulates, Fubright Commissions, Binational Centers, Non-governmental organizations, universities and libraries. Overseas educational advisers provide timely and objective information to foreign audiences on U.S. study opportunities at accredited academic institutions and guide students and professionals in selecting programs appropriate to their needs. Project proposals should be structured to focus on the following: 1. Short-term training in the U.S. for mid- and senior-level advisers. 2. Web-based training for beginning level advisers. 3. Adviser project development. 4. Logistical support for adviser attendance at international education conferences and workshops including the NAFSA: Association of International Educators conference to be held in Washington DC in May/ June 2008. 5. InsuranceFunded programs should normally use Bureau insurance The training component of the proposal should include two U.S.- Based Training program (USBT) sessions for mid-level advisers and one Professional Advising Leadership (PAL) program for senior-level advisers. The USBT for mid-level educational advisers should be approximately three weeks in duration and must include workshops on advising issues of concern, visits to a variety of U.S. academic institutions outside of the Washington, DC metropolitan area and attendance at a national or regional NAFSA: Association of International Educators Conference or similar professional development opportunity. The Professional Advising Leadership (PAL) program should be designed for senior-level advisers. Advisers applying for a PAL fellowship will have at least four years of advising experience. Applicants will formulate a proposal outlining a project that will be of benefit to the adviser's center, region and the profession as a whole. Proposals may fall into these four broad areas: short-term training, conference attendance, specific individualized research, on- site shadowing/internship, or a combination of two or more (based on time and logistics requirements). The Bureau anticipates awarding one grant to administer this program.

The United States Department of State, Bureau of Educational and Cultural Affairs, announces revisions to the original RFGP announced in the Federal Register on Thursday, April 19, 2007 (Federal Register Vol. 72, No. 75): IV.3e.1. Applicants must provide a detailed budget for administrative expenses only. Administrative costs are those costs that include applicant's staff salaries, benefits, telephone, fax, printing, office supplies, etc. All overhead costs associated with the program (for supervision, financial management, and other overhead expenses) are to be included in the proposal and should be controlled, reduced, or shared. The costs of support/central office in any parent agency (whether covered through an indirect costs' rate or as a direct cost) should be limited or cost shared to the extent possible. Concrete plans to streamline operations covered by overhead and non-program staff functions should be described in proposal submissions. (See Budget Guidelines in the PSI document.)
