The Department of State (the Department) is the lead Federal agency for implementation of the 1993 Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption (the Convention) and the Intercountry Adoption Act of 2000 (IAA). Among other things, the IAA gives the Secretary of State responsibility for the accreditation of agencies and approval of persons to provide adoption services under the Convention. The IAA requires the Department to enter into agreements with one or more qualified entities under which such entities will perform the tasks of accrediting agencies and approving persons, monitoring compliance of such agencies and persons with applicable requirements, and other related duties set forth in section 202(b) of the IAA. This notice is to inform the public that on June 29, 2006, the Department exercised its authority under the IAA and entered into an agreement with the Colorado Department of Human Services under which the Department designated the Colorado Department of Human Services as an accrediting entity. In its role as an accrediting entity, the Colorado Department of Human Services will be accrediting or approving qualified adoption service providers located in and licensed by the State of Colorado to enable them to provide adoption services in cases subject to the Convention once the Convention enters into force for the United States. As the U.S. Central Authority for the Convention, the Department will monitor the performance of the Colorado Department of Human Services and approve fees charged by it as an accrediting entity. The text of the Memorandum of Agreement, signed on June 29, 2006 by Maura Harty, Assistant Secretary for Consular Affairs, U.S. Department of State and signed on June 13, 2006 by Marva Livingston Hammons, Executive Director, Department of Human Services, State of Colorado, is included at the end of this Notice. Also included at the end of the Memorandum of Agreement is its Attachment 1, Colorado Revised Statutes Sec. 26-6-104(6.5).

The Bureau of Educational and Cultural Affairs (ECA) announces an open competition for assistance awards to administer the Community College Summit Initiative Program, which will support international undergraduate students at accredited U.S. community colleges. The Bureau is launching this initiative to build on the achievements of the U.S. University Presidents Summit on International Education that was convened by the Secretary of State and the Secretary of Education in January 2006. The Program will provide quality educational programs, professional development, employment skills and a first-hand understanding of American society to underserved, non-elite international students, particularly women and students in their early/ mid-twenties from selected priority countries who already have work experience. Projected participating countries include Brazil, Egypt, Indonesia, Pakistan, South Africa, and Turkey. Community college consortia or associations of community colleges meeting the provisions described in Internal Revenue Code section 501(c) may submit proposals to cooperate with the Bureau in the administration and implementation of the 2006 Community College Summit Initiative Program. The total amount of funding available for all program and administrative costs will be $3 million. Applicants may apply to administer the entire program or a portion thereof, proportionate to the program being proposed. Please indicate the number of participants that can be accommodated at the funding level for which you are applying, based on detailed calculations of program and administrative costs. In order to maximize the number of international student participants under this program, it is the Bureau's expectation that significant institutional and private sector funding and cost sharing will be made available by cooperating institutions to help defray the cost of the scholarships.

This notice announces an International Telecommunication Advisory Committee meeting to prepare for a meeting of the Organization of American States Inter-American Telecommunication Commission (CITEL) Conference Preparatory Committee. The International Telecommunication Advisory Committee (ITAC) will meet to prepare for the July 10-12 meeting of the CITEL Conference Preparatory Committee in Costa Rica. The preparatory meeting will be held in the Washington, DC Metro area on July 6, 2006 2-4 p.m. The purpose of the meeting is to advise the Department of State on proposed Inter-American Positions to be taken by CITEL at the next International Telecommunication Union Plenipotentiary Conference. A conference bridge will be available for those outside the Washington Metro area. The Department of State (the Department) is proposing new regulations to implement the certification and declaration provisions of the 1993 Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption (the Convention) and the Intercountry Adoption Act of 2000 (the IAA) with respect to adoption and custody proceedings taking place in the United States. This proposed regulation would govern the application process for Hague Convention Certificates and Hague Convention Declarations in cases involving emigration of a child from the United States. It would also establish a process for seeking certification, for purposes of Article 23 of the Convention, that an adoption done in the United States following a grant of custody in a Convention country of origin was done in accordance with the Convention.

This rule makes technical nomenclature changes to Title 22 Code of Federal Regulations (CFR) parts 40, 41, and 42 to properly reflect the creation of the Department of Homeland Security (DHS) and its assumption of the functions of the former Immigration and Naturalization Service (INS). This rule also reflects changes to form numbers on various visa-related forms. Because the amendments are entirely technical, the State Department is not providing an opportunity for public comment under the Administrative Procedure Act ``good cause'' exemption.

Pursuant to section 9(a) of the Federal Advisory Committee Act (Pub. L. 92-463) and under the general authority of the Secretary and the Department of State, as derived from the President's constitutional authority and as set forth in sections 2656 and 2651a of Title 22 of the United States Code and other relevant statutes, this is a notice of intent to amend the charter established for the Secretary of State's Advisory Committee on Transformational Diplomacy. The Advisory Committee is to provide private sector expertise related to transformational diplomacy and other institutional challenges facing the Department of State, in particular as they concern the effective structuring, leadership and management of a global diplomacy enterprise. Members of the Advisory Committee may include private sector individuals, including former U.S. Government officials. The Educational Information and Resources Branch (ECA/A/S/A), Office of Global Educational Programs, of the Bureau of Educational and Cultural Affairs, announces an open competition to administer EducationUSA advising centers in the Middle East and North Africa. Public and private non-profit U.S. organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to offer overseas educational advising, orientation, and information services for international students and scholars in one or more of twelve locations in the Middle East and North Africa. Organizations wishing to apply for this cooperative agreement must either currently have offices in the countries covered by this agreement, or include a detailed plan in their proposal for establishing such a presence by January 1, 2007, when advising activities must begin. Maximum expected award level is $600,000, pending availability of funds. Start-up costs related to opening new advising centers (fees, purchase of equipment, etc.) must be borne by the applicant, and may not be included in the budget submission of this proposal. Applicants are encouraged to keep headquarters costs as low as possible and ensure that maximum funding flows to field offices. Please see POGI for details.

The Department of State is clarifying the coverage in the U.S. Munitions List (USML), Category VIII Aircraft and Associated Equipment to reflect decisions arising from a commodity jurisdiction conducted under section 120.4 of 22 CFR part 120. The result of the commodity jurisdiction is provided to ensure that all U.S. exporters are advised that any airframe parts and components common to the C-130 (Models A through H) and L-100 aircraft that have no current use on any other commercial aircraft are subject to the jurisdiction of the Department of State, Directorate of Defense Trade Controls (DDTC), effective 90 days from the date of publication of this notice. This 90 day period provides U.S. exporters the opportunity to complete existing transactions and to apply to DDTC for the proper export approval for new or subsequent shipments. Exporters should note that this notice addresses only airframe parts and components common to the C130 and L-100 aircraft; the Department of State is not asserting jurisdiction over the L-100 aircraft at this time. Any systems employed on the L-100 that also are employed on any other commercial aircraft will remain subject to the jurisdiction of the Department of Commerce. This is subject, however, to the requirement that any systems employed on the L-100 that are specifically designed, modified, configured, or adapted for a military application will remain subject to the jurisdiction of the Department of State. Questions concerning the appropriate jurisdiction of specific systems or subsystems should be directed to DDTC. Finally, this determination does not apply to the parts and components for the C-130J model as this aircraft differs from preceding models of the C-130 so as to be considered a separate military aircraft. All C-130J parts and components are USML-controlled.
