The Department of State announces meetings of the U.S. International Telecommunication Advisory Committee (ITAC). The purpose of the Committee is to advise the Department on policy and technical issues with respect to the International Telecommunication Union (ITU). The purpose of these meetings is to prepare for the Americas Regional Preparatory Meeting for the World Telecommunication Development Conference (WTDC-06), which will take place in Lima, Peru from August 9-11, 2005. An ITAC meeting will be held on Thursday, July 7, 2005, at the State Department from 10 am to 12 pm to begin preparations for the meeting of the Americas Regional Preparatory Meeting for the ITU World Telecommunication Development Conference. Four additional meetings are scheduled to prepare for this Regional Preparatory Meeting on July 14, July 21, July 28 and August 4; all will be held from 10 am to 12 pm at the Department of State in Room 2533A. Members of the public may attend these meetings and are welcome to participate in the discussions, subject to the discretion of the Chair. Directions to meeting location may be determined by calling the ITAC Secretariat at (202) 647-2592. By this notice, the Department adopts as final with minor modification, the proposed rule published in the Federal Register on June 27, 2002. This rule amends the Department's Exchange Visitor Program regulations set forth at 22 CFR 62.20 by extending the duration of program participation for professors and research scholars from the current three years to five years. In addition, this rule implements a limitation on the eligibility of an extension for the professor and research scholar categories and implements a two-year bar for repeat participation to encourage and foster the purpose of the Mutual Educational and Cultural Exchange Act of 1961 (``Fulbright-Hays Act''). Additional minor modifications have been made throughout Sec. 62.20 for administrative purposes due to the implementation of the Student and Exchange Visitor Information System (SEVIS).

Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999 (64 FR 56014), Delegation of Authority No. 236 of October 19, 1999 (64 FR 57920), as amended, and Delegation of Authority No. 257 of April 15, 2003 (68 FR 19875), I hereby determine that the objects to be included in the exhibition, ``The Mysterious Bog People,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to loan agreements with the foreign lenders. I also determine that the exhibition or display of the exhibit objects at the Carnegie Museum of Natural History, Pittsburgh, Pennsylvania, from on or about July 9, 2005, to on or about January 22, 2006, the Natural History Museum of Los Angeles County, Los Angeles, California, from on or about March 16, 2006, to on or about September 10, 2006, the Milwaukee Public Museum, Milwaukee, Wisconsin, from on or about October 22, 2006, to on or about January 21, 2007, and at possible additional venues yet to be determined, is in the national interest.
