Bureau of Educational and Cultural Affairs (ECA) Request for Grant Proposals: Future Leaders Exchange Civic Education Workshop
The Office of Citizen Exchanges, Youth Programs Division of the Bureau of Educational and Cultural Affairs announces an open competition to conduct the Spring 2006 Civic Education workshop for the Future Leaders Exchange (FLEX) program. Overall goals of the workshop are: (1) To expose high school students from Eurasia to Federal political processes and citizen participation in government at the national level; (2) to examine the concept of effective leadership in society through looking at positive and negative examples and role models; (3) to instill in students the importance of tolerance and respect for individual differences in a civil society; and (4) to provide students with specific tools they can take home to aid in the transformation of their home countries to democratic and civil societies. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to develop and conduct a one-week workshop in Washington, DC, in spring 2006 that focuses on the basic tenets of the Constitution and the fundamental elements of a civil society, including the relationship between the Federal government and State and local governments, and the rule of law in a civil society.

Announcement of Meetings of the International Telecommunication Advisory Committee
The International Telecommunication Advisory Committee announces meetings in preparation for the December meeting of the International Telecommunication Union Telecommunication Development Advisory Group (TDAG) and December meetings of the Organization for Economic Cooperation and Development/Committee for Information, Computer and Communications Policy (OECD/ICCP) Working Party on Telecommunications and Information Services Policies (TISP) and Working Party on the Information Economy (WPIE). Members of the public will be admitted to the extent that seating is available, and may join in the discussions, subject to the instructions of the Chair. Truman Building Room 2533A to prepare for meetings of the OECD/ICCP Working Parties ITU-D Telecommunication Development Advisory Group (TDAG), on Wednesday, November 16, and Wednesday, November 30, 2005, all meetings 2-3 p.m. The International Telecommunication Advisory Committee (ITAC) will meet at the U.S. Department of State, Harry S. Truman Building Room 2533A to prepare for meetings of the ITU-D Telecommunication Development Advisory Group (TDAG), on Thursday, November 3, Thursday, November 10, and Thursday, November 17, 2005, all meetings 10 a.m.noon.
Electronic Passport
This rule amends the passport regulations to incorporate changes related to introduction of the electronic passport. The rule defines ``electronic passport,'' includes a damaged electronic chip as an additional basis for possible invalidation of a passport and provides for no fee issuance of a replacement passport if an electronic chip fails.

International Trafficking in Persons: Interagency Sharing of Information and Coordination of Activities
This rule implements Section 105 of the Trafficking Victims Protection Act of 2000, as amended by the Trafficking Victims Protection Reauthorization Act of 2003. In particular, this rule establishes guidelines to carry out the sharing of information on all matters relating to grants, grant policies, or other significant actions regarding the international trafficking in persons, to the extent permitted by law. The intended effect of this rule is to enhance interagency communication on policies and programs that address international trafficking in persons.
Announcement of Meetings of the International Telecommunication Advisory Committee
The International Telecommunication Advisory Committee announces meetings of ITAC Study Group A to debrief the recent meeting of ITU-T Study Group 3 (Charging and accounting) and prepare for ITU-T Study Group 2 (Operational aspects of service provision, networks and performance). Members of the public may participate, and may join in the discussions. The International Telecommunication Advisory Committee (ITAC) will meet on Wednesday, October 19, 2005, 2-4 p.m. There is one item on the agenda, a debrief of the outcome of the recently-completed meeting of ITU-T Study Group 3. The International Telecommunication Advisory Committee (ITAC) will meet by conference call on October 20, 2005 at 2 p.m. to discuss a contribution to ITU-T Study Group 2.
