Labor Organization Annual Financial Reports: LM Form Revisions
The Department of Labor (Department) proposes to promulgate a rule that updates and revises our regulations in order to improve the Form LM-2 and establish a Form LM-2 Long Form (LF), in the interest of labor organization financial integrity and transparency. Strengthening Wage Protections for the Temporary and Permanent Employment of Certain Aliens in the United States
The Department of Labor (DOL or the Department) is amending Employment and Training Administration (ETA) regulations governing the prevailing wages for employment opportunities that United States (U.S.) employers seek to fill with foreign workers on a permanent or temporary basis through certain employment-based immigrant visas or through H-1B, H-1B1, or E-3 nonimmigrant visas. Specifically, DOL is amending its regulations governing permanent labor certifications and Labor Condition Applications (LCAs) to incorporate changes to the computation of wage levels under the Department's four-tiered wage structure based on the Occupational Employment Statistics (OES) wage survey administered by the Bureau of Labor Statistics (BLS). The primary purpose of these changes is to update the computation of prevailing wage levels under the existing four-tier wage structure to better reflect the actual wages earned by U.S. workers similarly employed to foreign workers. This update will allow DOL to more effectively ensure that the employment of immigrant and nonimmigrant workers admitted or otherwise provided status through the above-referenced programs does not adversely affect the wages and job opportunities of U.S. workers.

Notice of Initial Determination Revising the List of Products Requiring Federal Contractor Certification as to Forced or Indentured Child Labor
This initial determination proposes to revise the list (E.O. List) required by the ``Prohibition of Acquisition of Products Produced by Forced or Indentured Child Labor'' in accordance with the Department of Labor's ``Procedural Guidelines for the Maintenance of the List of Products Requiring Federal Contractor Certification as to Forced or Indentured Child Labor'' (the Procedural Guidelines). The E.O. List identifies products by their country of origin that the Department of Labor (DOL), in consultation and cooperation with the Departments of State and Homeland Security (the three Departments), has a reasonable basis to believe might have been mined, produced, or manufactured by forced or indentured child labor. This notice proposes to add one new line item (bricks from Cambodia) to the E.O. List. DOL invites public comment on this initial determination. The three Departments will consider all public comments prior to publishing a final determination revising the E.O. List.

Request for Information on Proposed Transfer of Ticket to Work Program From the Social Security Administration to the U.S. Department of Labor
The Social Security Administration's (SSA) Ticket to Work and Self-Sufficiency Program (Ticket program) is intended to assist adult disability beneficiaries in becoming employed, yet relatively few disability beneficiaries have successfully participated in the program. In order to strengthen the Ticket program, the President's Budget for Fiscal Year 2021 includes a legislative proposal to improve program structure and coordination and transfer administration of the program to the Department of Labor (DOL), in order to better integrate the program into the public workforce system and better serve disability beneficiaries who want to work. This request for information (RFI) seeks public input regarding how the proposed changes to the Ticket program would impact disability beneficiaries who want to work and the systems that currently serve their employment and related needs, and to identify critical considerations for designing and implementing an improved program.

Paid Leave Under the Families First Coronavirus Response Act
The Secretary of Labor (``Secretary'') is promulgating revisions and clarifications to the temporary rule issued on April 1, 2020, implementing public health emergency leave under Title I of the Family and Medical Leave Act (FMLA) and emergency paid sick leave to assist working families facing public health emergencies arising out of the Coronavirus Disease 2019 (COVID-19) global pandemic, in response to an August 3, 2020 district court decision finding certain portions of that rule invalid. Both types of emergency paid leave were created by a time-limited statutory authority established under the Families First Coronavirus Response Act (FFCRA), and are set to expire on December 31, 2020. The FFCRA and its implementing regulations, including this temporary rule, do not affect the FMLA after December 31, 2020.
