Pursuant to Section 10 (a)(2) of the Federal Advisory Committee Act (FACA) (Pub. L. 92-463), as amended, and Section 166 (h)(4) of the Workforce Investment Act (WIA) [29 U.S.C. 2911(h)(4)], notice is hereby given of the next meeting of the Native American Employment and Training Council (Council), as constituted under WIA.

The Department of Labor, as part of its continuing effort to reduce paperwork and respondent burden, conducts a preclearance consultation program to provide the general public and federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA95) [44 U.S.C. 3506(c)(2)(A)]. This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirements on respondents can be properly assessed. Currently, the Employment and Training Administration is soliciting comments concerning the collection of data regarding the Youth Build Reporting System (expires April 30, 2014). A copy of the proposed information collection request (ICR) can be obtained by contacting the office listed below in the addressee section of this notice.

The purpose of this notice is to announce the annual list of labor surplus areas for Fiscal Year (FY) 2012.

Pursuant to section 10 of the Federal Advisory Committee Act (Pub. L. 92-463; as amended 5 U.S.C., App. 2), notice is hereby given to announce an open meeting of the Advisory Committee on Apprenticeship (ACA) being held on September 22-23, 2011, in Hanover, Maryland. The ACA, an advisory board to the Secretary of Labor, is a discretionary Committee established by the Secretary of Labor, in accordance with the provisions of the Federal Advisory Committee Act (FACA), as amended 5 U.S.C., App. 2, and it's implementing regulations (41 CFR parts 101-6 and 102-3). All meetings of the ACA are open to the public. Time and Date: The meeting will begin at approximately 8:30 a.m. Eastern Time on Thursday, September 22, 2011, and continue until approximately 5 p.m. The meeting will reconvene on Friday, September 23, 2011, at approximately 8:30 a.m. Eastern Time and adjourn at approximately 12 noon. Place: The meeting location is the International Finishing Trades Institute, 7230 Parkway Drive, Hanover, Maryland 21076.

The Department of Labor (DOL or the Department) is prepared to conduct an evaluation to provide rigorous estimates of the net impacts of services and training provided by YouthBuild program sites funded by the Department and by the Corporation for National and Community Service (CNCS or the Corporation). The Department has determined that it is in the public interest to use a random assignment impact methodology for the study. In the DOL-funded and CNCS-funded sites randomly selected to participate in this evaluation, all applicants for services and training under the YouthBuild program during a 12-18 month enrollment period will be required to participate in the study in order to be considered for services or training. Due to the random assignment methodology of the study, some eligible applicants will be enrolled in the study but will not be able to enroll in the YouthBuild program for 24 months after their enrollment in the study. At that time, those youth randomly assigned to the control group can re-apply to the YouthBuild program. The Department is soliciting comments concerning the Department's plan to carry out the study.

Announcement regarding the Virgin Islands triggering ``on'' Tier Three of Emergency Unemployment Compensation 2008 (EUC08). Public law 111-312 extended provisions in public law 111-92 which amended prior laws to create a Third and Fourth Tier of benefits within the EUC08 program for qualified unemployed workers claiming benefits in high unemployment states. The Department of Labor produces a trigger notice indicating which states qualify for EUC08 benefits within Tiers Three and Four and provides the beginning and ending dates of payable periods for each qualifying state. The trigger notice covering state eligibility for the EUC08 program can be found at: https:// ows.doleta.gov/unemploy/claimsarch.asp. Based on data published July 8, 2011, by the Bureau of Labor Statistics, the following trigger change has occurred for the Virgin Islands' EUC08 program: The estimated three month average, seasonally adjusted total unemployment rate for the Virgin Islands rose to meet or exceed the 6.0% threshold to trigger ``on'' in Tier Three of the EUC 2008 program. The payable period in Tier Three for the Virgin Islands began July 24, 2011, and claimants there will be eligible for up to an additional 13 weeks of benefits.
