The Employment and Training Administration is issuing this notice to announce the receipt of a ``Certification of Non-Relocation and Market and Capacity Information Report'' (Form 4279-2) for the following: Applicant/Location: Lakewood Truckers Paradise, Inc., Halifax, North Carolina. Principal Product: The loan, guarantee, or grant applicant has plans to convert an existing truck stop with facilities for the sale of gasoline and diesel fuel, repair and maintenance of trucks, and a restaurant, to a Petro truck stop franchise, which will operate such facilities, along with a convenience store that will be added to the site. The NAICS industry code for this enterprise is 447110 (gasoline stations with convenience stores).

The Employment and Training Administration (ETA) of the Department of Labor (Department or DOL) is issuing this notice to clarify the locations where applications may be filed and are being processed, respectively, for the permanent labor certification and major temporary foreign labor certification programs administered by ETA's Division of Foreign Labor Certification; to clarify key procedures within each program that may be impacted by ETA's transition from region-based to center-based review; and to provide initial guidance for employers filing applications for certification under the new E-3 worker visa program for Australian professionals seeking to temporarily work in the United States. Recent reforms in several of these programs, as well as the streamlining and centralization of operations and filing procedures to better serve the needs of stakeholders, have required periodic changes to filing locations. This notice describes and further clarifies current filing requirements for each major program. A chart attached to this notice provides users with a convenient, one-stop reference on program-specific filing requirements. This chart will be updated and published in the Federal Register and posted on DOL's Web site.

The Department of Labor, as part of its continuing effort to reduce paperwork and respondent burden, conducts a preclearance consultation program to provide the general public and Federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA95) [44 U.S.C. 3506(c)(2)(A)]. This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirements on respondents can be properly assessed. The Employment and Training Administration (ETA) is soliciting comments on revised reporting requirements for the Trade Adjustment Assistance (TAA) program. These changes are necessary to collect data to comply with the Trade Reform Act of 2002 and to be able to calculate a set of common performance measures of the outcomes achieved by the TAA program.

The Department of Labor, as part of its continuing effort to reduce paperwork and respondent burden, conducts a pre-clearance consultation program to provide the general public and Federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA95) (44 U.S.C. 3506(c)(2)(A)). This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirements on respondents can be properly assessed. The Employment and Training Administration (ETA) and the Veterans' Employment and Training Service (VETS) are soliciting comments on revised reporting requirements for the Labor Exchange Reporting System (LERS). These changes are necessary to reflect program and service changes implemented under the Jobs for Veterans Act and include data elements necessary for assessing state progress against a set of common performance measures beginning July 1, 2005.

The following change has occurred since the publication of the last notice regarding the State's EB status: Alaska's 13-week insured unemployment rate for the week ending April 9, 2005, fell below the 6.0 percent threshold and was less than 120 percent of the average for the corresponding 13-week period for the prior two (2) years, causing Alaska's EB period that began March 6, 2005, to trigger ``off'' effective June 4, 2005.

Pursuant to section 10(a)(2) of the Federal Advisory Committee Act (FACA) (Pub. L. 92-463), as amended, and section 166(h)(4) of the Workforce Investment Act (WIA) (29 U.S.C. 2911(h)(4), notice is hereby given of the next meeting of the Native American Employment and Training Council as constituted under WIA. Time and Date: The meeting will begin at 9 a.m. e.d.t. (eastern daylight time) on Thursday, July 14, 2005, and continue until 5 p.m. e.d.t. that day. The period from 3 p.m. to 5 p.m. e.d.t. on July 14 will be reserved for participation and presentation by members of the public. The meeting will reconvene at 9 p.m. e.d.t. on Friday, July 15, 2005, and adjourn at approximately 12 p.m. e.d.t. on that day.
