On March 31, 2015, the Department of Labor (DOL) will submit the Occupational Safety and Health Administration (OSHA) sponsored information collection request (ICR) titled, ``Occupational Exposure to Hazardous Chemicals in Laboratories Standard,'' to the Office of Management and Budget (OMB) for review and approval for continued use, without change, in accordance with the Paperwork Reduction Act of 1995 (PRA), 44 U.S.C. 3501 et seq. Public comments on the ICR are invited.

The Employment and Training Administration (ETA), U.S. Department of Labor, announces the availability of approximately $27 million in grant funds authorized by the Workforce Investment Act and the Second Chance Act of 2007 for Training to Work 3Adult Reentry. ETA plans to award approximately 20 grants of up to $1,360,000 each to serve male and female ex-offenders, referred to in the FOA as returning citizens. This FOA provides the opportunity for organizations to develop and implement career pathways programs in demand sectors and occupations for men and women, including veterans, and people with disabilities, who are at least 18 years old and who are enrolled in work release programs. The purpose of this program is to assist returning citizens transition back into their communities by gaining industry-recognized credentials and securing employment. The Department of Labor (Department), as part of its continuing effort to reduce paperwork and respondent burden, conducts a preclearance consultation program to provide the public and Federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 [44 U.S.C. 3506(c)(2)(A)]. This program helps ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirements on respondents can be properly assessed. Currently, ETA is soliciting comments concerning the collection of data about the Unemployment Insurance Weekly Claims data collection, which expires October 31, 2015.

In this notice, OSHA grants a permanent variance to Traylor/ Skanska/Jay Dee Joint Venture from the provisions of OSHA standards that regulate work in compressed air environments at 29 CFR 1926.803.

On February 3, 2015, the Department of Labor (DOL or the Department) published a Request for Information (RFI) in response to Executive Order 13563 on improving regulation and regulatory review, and Executive Order 13610 on identifying and reducing regulatory burden. The RFI invited public comment on how the Department can improve any of its significant regulations by modifying, streamlining, expanding, or repealing them. The comment period ended on February 25, 2015, and was subsequently extended to March 18, 2015. This extension further extends the date to comment on the RFI.

This direct final rule amends the Department of Labor's ``participant-level fee disclosure'' regulation. The amendment makes a technical adjustment to a timing requirement in the current regulation. As amended, the regulation provides plan administrators with flexibility as to when they must furnish annual disclosures to participants and beneficiaries.

This document contains final regulations that amend the regulations regarding excepted benefits under the Employee Retirement Income Security Act of 1974, the Internal Revenue Code, and the Public Health Service Act to specify requirements for limited wraparound coverage to qualify as an excepted benefit. Excepted benefits are generally exempt from the requirements that were added to those laws by the Health Insurance Portability and Accountability Act and the Affordable Care Act.

The Employment and Training Administration (ETA) plans to award four intermediary organization grants of $5,000,000 each and approximately 10 community organization grants of up to $1,050,000 each, totaling approximately $30,500,000 to provide services to youth between the ages of 14 to 24 that have been involved in the Juvenile Justice System and never convicted in the adult criminal system. Face Forward 3-Intermediary and Community grants will build on existing promising practices to assist youth participants, such as earning industry-recognized credentials in demand occupations and sectors, participating in self-exploration activities, providing on- the-job training (OJT) and work-based learning opportunities, participating in career planning and management activities, and strengthening industry and employer connections to ensure that the training program directly aligns with the skills and credentials needed to secure employment.
