Announcement regarding the Virgin Islands triggering ``off'' Tier Three of Emergency Unemployment Compensation 2008 (EUC08). Public Law 111-312 extended provisions in Public Law 111-92 which amended prior laws to create a Third and Fourth Tier of benefits within the EUC08 program for qualified unemployed workers claiming benefits in high unemployment states. The Department of Labor produces a trigger notice indicating which states qualify for EUC08 benefits within Tiers Three and Four and provides the beginning and ending dates of payable periods for each qualifying state. The trigger notice covering state eligibility for the EUC08 program can be found at: https:// ows.doleta.gov/unemploy/claimsarch.asp. Based on data published January 25, 2011, by the Bureau of Labor Statistics, the following trigger change has occurred for the Virgin Islands' EUC08 program: The seasonally-adjusted total unemployment rate for the 3- month period ending December 2010 for the Virgin Islands fell below the 6.0% threshold to remain ``on'' Tier Three of the EUC08 program. The payable period for the Virgin Islands in Tier Three of the EUC08 program concluded February 26, 2011. As a result, the maximum potential entitlement of 47 weeks will decrease to a maximum potential entitlement of 34 weeks in the EUC08 program.

This notice announces a change in benefit period eligibility under the EB program for Alaska. The following changes have occurred since the publication of the last notice regarding the State's EB status: Based on data released by the Bureau of Labor Statistics on January 25, 2011, the three month average, seasonally adjusted total unemployment rate for Alaska met or exceeded the 8.0% threshold to enter a high unemployment period (HUP) in the EB program. As a result, Alaska's payable period in (HUP) began February 13, 2011, and eligibility for claimants has been increased from a maximum potential entitlement of 13 weeks to a maximum potential entitlement of 20 weeks in the EB program. App. 2), the North American Agreement on Labor Cooperation (NAALC), and the Labor Provisions of U.S. Free Trade Agreements, the Secretary of Labor has determined that the reestablishment of the charter of the National Advisory Committee for Labor Provisions of U.S. Free Trade Agreements is necessary and in the public interest and will provide information that can not be obtained from other sources. The committee shall provide its views to the Secretary of Labor through the Bureau of International Labor Affairs of the U.S. Department of Labor, which is the point of contact for the NAALC and the Labor Provisions of U.S. Free Trade Agreements. The committee is to be comprised of twelve members, four representing the labor community, four representing the business community, and four representing the public. The committee should provide advice on issues within the scope of the NAALC and the labor provisions of the free trade agreements, including cooperative activities and the labor cooperation mechanism of each free trade agreement as established in the labor provisions and the corresponding annexes. The committee may be asked to provide advice on these and other matters as they arise in the course of administering the NAALC and the labor provisions of other free trade agreements. The committee shall be comprised of twelve members, four representing the labor community, four representing the business community, and four representing the public. Unless already employees of the United States Government, no members of the Committee shall be deemed to be employees of the United States Government for any purpose by virtue of their participation on the Committee. Members of the Committee will not be compensated for their services or reimbursed for travel expenses.

The U.S. Department of Labor (USDOL), Veterans' Employment and Training Service (VETS) supports local Stand Down events that assist homeless Veterans. A Stand Down is an event held in a local community where homeless Veterans are provided with a wide variety of social services. VETS is now accepting applications for grant awards to fund Stand Down events in FY 2011. Stand Down funding is a non-competitive grant awarded on a first-come, first-served basis until available funding is exhausted. Under this announcement, VETS anticipates that up to $600,000 will be available to award approximately seventy grants in each of the three fiscal years covered by this solicitation. The Federal fiscal year is the accounting period of the federal government. It begins on October 1st and ends on September 30th of the next calendar year. A maximum of $10,000 per multi-day event or $7,000 for a one-day event can be awarded. Availability of Stand Down grant funding each fiscal year will be dependent upon Congressional appropriation. Stand Down grant funding is awarded for a specific event on a specific date. Organizations planning Stand Down events in subsequent fiscal years must submit a complete, new application for grant funding if desired, and should not assume the application will automatically be approved. Applications for Stand Down funds will be accepted from State Workforce Agencies, State and local Workforce Investment Boards, Veterans Service Organizations (VSOs), local public agencies, and non- profit organizations including community and faith-based organizations. The USDOL is not authorized to award grant funds to organizations that are registered with the Internal Revenue Service (IRS) as a 501(c)(4) organization. All applications for Stand Down grant funding must be submitted to the appropriate State Director for Veterans' Employment and Training (DVET) at least ninety (90) days prior to the event. Events approved for grant funding in any fiscal year must be held prior to December 31st of the following fiscal year. For example, all Stand Down events awarded funding for FY 2011 (October 1, 2010 through September 30, 2011) must be held on or before December 31, 2011. Stand Down grant awards are contingent upon a Federal appropriation or a continuing resolution each Federal fiscal year. Therefore, applications submitted after July 1st for events to be held after September 30th may be held for consideration for funding contingent upon Federal funding availability. Grant applicants should not obligate requested grant funding toward Stand Down expenses unless officially notified of a grant award.
