The White House and the U.S. Departments of Labor and Justice issue this call for papers to evaluate whether an offender's sustained participation in and completion of any pre-release program in a correctional system or post-release service or program through faith- based and community organizations impacts ex-offender recidivism. We are seeking paper concepts for recently completed papers or papers that will be completed prior to the conference. We encourage contributions by researchers from academia, state or local agencies, business organizations, labor associations, research consulting firms and other relevant organizations. Context: Each year more than 650,000 inmates are released from Federal and State prisons and return to their communities and families. Released prisoners face many challenges that contribute to a return to criminal activity, re-arrest, and re-incarceration. Joblessness among ex-prisoners has been linked to recidivism rates.\1\

Purpose: The Office of Disability Employment Policy (ODEP) announced a competition to fund a cooperative agreement to establish the National Technical Assistance Center on Transition and Employment for Youth with Disabilities within a 24-month period of performance. This solicitation was previously published in the Federal Register (72 FR 26836) on May 11, 2007. ODEP has since determined that $150,000 should be added to the total amount being awarded; accordingly, this document serves as notification that up to $1,850,000 is now available to fund this cooperative agreement. 3. Combating Exploitive Child Labor Through Education in Bolivia, Cambodia, Colombia, the Democratic Republic of the Congo, the Dominican Republic, Indonesia, Morocco, the Philippines, Togo, and Uganda

The U.S. Department of Labor, Bureau of International Labor Affairs, will award up to USD 46.494 million through 10 or more Cooperative Agreements to one or more qualifying organizations and/or Associations to combat exploitive child labor in the following 10 countries: Bolivia (up to $3.344 million), Cambodia (up to $4 million), Colombia (up to $5.1 million), Democratic Republic of the Congo (up to $5.5 million), the Dominican Republic (up to $4 million), Indonesia (up to $5.55 million), Morocco (up to $3 million), the Philippines (up to $5.5 million), Togo (up to $5 million), and Uganda (up to $5.5 million). Projects funded under this solicitation will seek to sustainably withdraw and prevent children from entering exploitive labor through the provision of direct educational services and other project interventions, and ensure direct beneficiaries' enrollment, retention, and completion of the education and/or training program(s) in which they are enrolled. Projects will also seek to build capacity in target countries to eliminate exploitive child labor and promote educational alternatives for children. Projects funded aim to complement and expand upon existing projects and programs aimed at eliminating exploitive child labor, particularly the worst forms of child labor, and improving basic education in the target countries. Applicants must respond to the entire Scope of Work outlined in this solicitation for each country for which an application is submitted.

The Department of Labor, as part of its continuing effort to reduce paperwork and respondent burden, conducts a pre-clearance consultation program to provide the general public and Federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA95) [44 U.S.C. 3506(c)(2)(A)]. This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirements on respondents can be properly assessed. Workforce Investment Act; Lower Living Standard Income Level

Under Title I of the Workforce Investment Act (WIA) of 1998 (Pub. L. 105-220), the Secretary of Labor annually determines the Lower Living Standard Income level (LLSIL) for uses described in the law. WIA defines the term ``Low Income Individual'' as one who qualifies under various criteria, including an individual who received income for a six-month period that does not exceed the higher level of the poverty line or 70 percent of the LLSIL. This issuance provides the Secretary's annual LLSIL for 2007 and references the current 2007 Health and Human Services ``Poverty Guidelines.''
Power Presses

Mechanical power press safety is regulated under OSHA's mechanical power presses standard. OSHA adopted the standard in 1971, basing it upon the 1971 edition of American National Standards Institute (ANSI) B11.1, the industry consensus standard for mechanical power presses. This ANSI standard has been updated a number of times since OSHA adopted the 1971 version. The most recent edition was issued in 2001. Hydraulic and pneumatic power presses are not covered by OSHA's current standard. The original standard also did not address the use of presence-sensing-device initiation (PSDI) systems. When a press is equipped with PSDI, the press cycle will not initiate until the PSDI system senses that the danger zone is clear. OSHA updated the mechanical power presses standard on March 14, 1988, (53 FR 8353), to permit the use of PSDI systems. However, it requires an OSHA-approved third party to validate the PSDI system at installation and annually thereafter. Since the adoption of this provision, no third party has sought OSHA's approval. Consequently, PSDI systems are not being used with mechanical power presses. OSHA is seeking comments on whether and how the mechanical power presses standard should be amended, including whether the requirements pertaining to the use of PSDI systems should be revised and whether the scope of the standard should be expanded to cover other types of presses.
