Commencement of Claims Program
This notice announces the commencement by the Foreign Claims Settlement Commission (``Commission'') of a program for adjudication of certain categories of claims of United States nationals against the Government of Libya, as defined below, which were settled under the ``Claims Settlement Agreement Between the United States of America and the Great Socialist People's Libyan Arab Jamahiriya'' (``Claims Settlement Agreement'') effective August 14, 2008.
Privacy Act of 1974; System of Records
Pursuant to the Privacy Act of 1974 (5 U.S.C. 552a), the Foreign Claims Settlement Commission (Commission), Department of Justice, proposes to establish a new system of records to enable the Commission to carry out its statutory responsibility to receive, examine, adjudicate and render final decisions with respect to claims for compensation of U.S. nationals referred to the Commission by the Department of State under 22 U.S.C. 1623(a)(1)(C) (``Claims Referred by the Department of State''). The Claims Referred by the Department of State System will include documentation provided by the claimants as well as background material that will assist the Commission in the processing of their claims. The system will also include the final decision of the Commission regarding the claim.
Commencement of Iraq Claims Adjudication Program
This notice announces the commencement by the Foreign Claims Settlement Commission (``Commission'') of a program for adjudication of a certain category of claims of United States nationals against the Government of Iraq, as defined below, which were settled under the ``Claims Settlement Agreement Between the Government of the United States of America and the Government of the Republic of Iraq,'' dated September 2, 2010 (``Claims Settlement Agreement'').
Completion of Claims Adjudication Program
This notice announces the completion date of the claims adjudication programs referred to the Foreign Claims Settlement Commission (``Commission'') by the Department of State by letters dated December 11, 2008 (the ``Libya I program''), and January 15, 2009 (the ``Libya II program''), involving claims of United States nationals against the Government of Libya that were settled under the ``Claims Settlement Agreement Between the United States of America and the Great Socialist People's Libyan Arab Jamahiriya.'' By prior notice, the Commission announced the commencement of the Libya I program on March 23, 2009, with a completion date of March 23, 2010 (74 FR 12148), and announced the commencement of the Libya II program on July 7, 2009, with a completion date of July 7, 2011 (74 FR 32193). The completion date specified in this Notice supersedes the previously announced completion dates.
