National Instant Criminal Background Check System Regulation
The United States Department of Justice (``the Department'') is publishing this final rule to amend the regulations implementing the National Instant Criminal Background Check System (``NICS'') pursuant to the Brady Handgun Violence Prevention Act (``Brady Act''). This final rule authorizes tribal criminal justice agencies to access the NICS Index for purposes of issuing firearm-related permits and licenses, authorizes criminal justice agencies to access the NICS Index for purposes of disposing of firearms in their possession, and updates the storage location of NICS Audit Log records relating to denied transactions.
Request for Expressions of Interest From Manufacturers and Developers in Forthcoming Gun Safety Technology Challenge and Request for Information
The National Institute of Justice (NIJ) is requesting manufacturers and developers of firearms that incorporate advanced safety technologies or firearms accessories utilizing advanced safety technologies that are intended to modify firearms to submit an expression of interest in the forthcoming Gun Safety Technology Challenge (``Challenge'') and provide information about their products or technology. Through the Challenge, NIJ will seek an objective demonstration through testing and evaluation of the reliability of firearms and firearms accessories available today that are typically known by various terms such as smart guns, user-authorized handguns, childproof guns, and personalized firearms. These firearms or firearms accessories can be understood to utilize integrated components that exclusively permit an authorized user or set of users to operate or fire the gun and automatically deactivate it under a set of specific circumstances, reducing the chances of accidental or purposeful use by an unauthorized user. NIJ is interested in receiving information regarding which firearms and firearms accessories that incorporate advanced safety technologies that would be made available by industry for testing and evaluation in the Challenge. This information will help inform NIJ regarding the scope of the notional test methods and test procedures for firearms and firearms accessories required for the Challenge, as described below.

Privacy Act of 1974; Computer Matching Agreement
In accordance with the Privacy Act of 1974 (5 U.S.C. 552a), as amended by the Computer Matching and Privacy Protection Act of 1988 (Pub. L. 100-503), Office of Management and Budget (OMB) Guidelines on the Conduct of Matching Programs 54 FR 25818 (June 19, 1989), OMB Bulletin 89-22, ``Instructions on Reporting Computer Matching Programs to the Office of Management and Budget (OMB), Congress and the Public,'' and OMB Circular No. A-130, Revised November 28, 2000, ``Management of Federal Information Resources,'' the Department of Justice (DOJ) is issuing a public notice of its intent to conduct a computer matching program with the Internal Revenue Service (IRS), Department of the Treasury. Under this matching program, entitled Taxpayer Address Request, the IRS will provide information relating to taxpayers' mailing addresses to the DOJ for purposes of enabling DOJ to locate debtors to initiate litigation and/or enforce the collection of debts owed by the taxpayers to the United States.
Procedures for Completing Uniform Periodic Reports in Non-Small Business Cases Filed Under Chapter 11 of Title 11
The Department of Justice, through its component, EOUST, is issuing this notice of proposed rulemaking (Rule) pursuant to Section 602 of the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 (BAPCPA). The BAPCPA requires the Department to issue rules requiring uniform periodic reports (Periodic Reports) by debtors in possession or trustees in cases under chapter 11 of title 11. The BAPCPA requires the Rule to strike the best achievable practical balance between the reasonable needs of the public for information about the operational results of the Federal bankruptcy system, undue burden, and appropriate privacy concerns and safeguards.
