The National Institute of Justice (NIJ) is hosting a Certification Programs Workshop to introduce NIJ standards for law enforcement, corrections, and public safety equipment to organizations interested in testing, accreditation, and certification of such equipment to NIJ standards. The specific standards to be discussed address the following equipment: Bomb Suits. CBRN Protective Ensembles. Holsters. Metal Detectors. Offender Tracking Systems. Restraints. Vehicular Digital Multimedia Evidence Recording Systems. Manufacturers of these types of equipment and certification bodies are invited to participate in this workshop. All participants are strongly encouraged to come prepared to ask questions and to voice suggestions and concerns. The workshop will be held on Wednesday, December 8, 2010 from 8 a.m. to 5 p.m. at the Hotel Monaco, 700 F Street, NW., Washington, DC 20004. The meeting room is the Paris Ballroom. Space is limited at this workshop, and as a result, only 70 participants will be allowed to register. We request that each participating organization limit their representatives to no more than two. The National Institute of Corrections (NIC) announces the availability of funds in fiscal year 2011 for a cooperative agreement to fund the production of seven live satellite/Internet broadcasts. All of the proposed satellite/Internet programs are three-hour nationwide broadcasts. This agreement also includes the production of twelve to fifteen short video vignettes (less than 5 minutes each) to support the content of the satellite/Internet broadcasts or to be used by NIC to enhance other training projects.

This rule will amend part 0 of title 28 of the Code of Federal Regulations to reflect the establishment of the Office of Tribal Justice as a distinct component of the Department of Justice. The Office of Tribal Justice was created by the Attorney General to provide a channel for Tribes to communicate their concerns to the Department, to help coordinate policy on Indian affairs both within the Department and with other Federal agencies, and to ensure that the Department and its components work with Tribes on a government-to-government basis. This rule, which sets forth the Office's organization, mission and functions, amends the Code of Federal Regulations in order to reflect accurately the Department's internal management structure.

Pursuant to 18 U.S.C. 841(d) and 27 CFR 555.23, the Department must publish and revise at least annually in the Federal Register a list of explosives determined to be within the coverage of 18 U.S.C. 841 et seq. The list covers not only explosives, but also blasting agents and detonators, all of which are defined as explosive materials in 18 U.S.C. 841(c). This notice publishes the 2010 List of Explosive Materials.

This rule amends 28 CFR part 0 to delegate the Attorney General's certification authority under 18 U.S.C. 249, relating to hate crimes, to the Assistant Attorney General for the Civil Rights Division, and, in limited circumstances, to the Assistant Attorney General for the Criminal Division.
