Meeting of the Compact Council for the National Crime Prevention and Privacy Compact

The purpose of this notice is to announce a meeting of the NationalCrime Prevention and Privacy Compact Council (Council) created by the NationalCrime Prevention and Privacy Compact Act of 1998 (Compact). Thus far, the Federal Government and 27 states are parties to the Compact, which governs the exchange of criminal history records for licensing, employment, and similar purposes. The Compact also provides a legal framework for the establishment of a cooperative federal-state system to exchange such records. The United States Attorney General appointed 15 persons from federal and state agencies to serve on the Council. The Council will prescribe system rules and procedures for the effective and proper operation of the Interstate Identification Index System. Matters for discussion are expected to include: (1) Standards to Invoke Noncriminal Justice Record Checks in the Matter of Emergencies and Disasters. (2) Proposed Changes to the Security and Management Outsourcing Standard. (3) Access to Department of Homeland Security Information by Federal, State, and Local Criminal Justice, Intelligence, and Authorized Noncriminal Justice Agencies: Update on the Progress to Date with Interoperability. The meeting will be open to the public on a first-come, first- seated basis. Any member of the public wishing to file a written statement with the Council or wishing to address this session of the Council should notify Mr. Gary S. Barron at (304) 625-2803, at least 24 hours prior to the start of the session. The notification should contain the requestor's name and corporate designation, consumer affiliation, or government designation, along with a short statement describing the topic to be addressed and the time needed for the presentation. Requesters will ordinarily be allowed up to 15 minutes to present a topic. Dates and Times: The Council will meet in open session from 9 a.m. until 5 p.m., on November 19-20, 2008.

The Department of Justice, through its component, EOUST, is issuing this final rule (rule) pursuant to Section 602 of the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 (BAPCPA).\1\ The BAPCPA requires the Department to issue rules requiring uniform forms for final reports (Uniform Forms) by trustees in cases under chapters 7, 12, and 13 of title 11. The BAPCPA requires the rule to strike the best achievable practical balance between (1) the reasonable needs of the public for information about the operational results of the Federal bankruptcy system, (2) economy, simplicity, and lack of undue burden on persons with a duty to file these reports, and (3) appropriate privacy concerns and safeguards.

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) is announcing the fall meeting of the Federal Advisory Committee on Juvenile Justice (FACJJ), which will be held in San Diego, CA October 19-21, 2008. Dates and Locations: The meeting will be held at the Courtyard Marriot San Diego-Old Town, 2345 Jefferson Street, San Diego, CA 92110 at the following times: Sunday, October 19, 2008, 4 to 5:15 p.m,; Monday, October 20, 2008, 8:30 a.m. to 12:15 p.m. and 1:45 to 5:30 p.m; and Tuesday, October 20, 2008; 8 to 11 a.m.. The meeting is open to the public. On Sunday, October 19th, there will be a meeting of the FACJJ steering sub-committee from 5:30 to 8 p.m. that will be open to the public. However, the FACJJ sub-committee and work group meetings scheduled for Sunday, October 19, 2008 from 3 to 4 p.m. and on Monday, October 20, 2008 from 12:15 p.m. to 1:45 p.m are closed to the public.

DEA is withdrawing a proposed rule that was published in the Federal Register on September 24, 2007 (72 FR 54226) and is terminating the rulemaking. The proposed rule would have revised the DEA regulations with respect to the listing in schedule III of a synthetic isomer of tetrahydrocannabinols (THC) contained in a specific formulation of a drug product approved by the U.S. Food and Drug Administration (FDA). Specifically, the proposed rule would have revised the DEA regulation so that it would also include generic drug products approved by the FDA under section 505(j) of the Food, Drug, and Cosmetic Act (FDCA) (21 U.S.C. 355) that cite the drug product currently listed in schedule III as the reference listed drug. In view of the comments DEA received in response to the proposed rule, DEA has decidedin lieu of finalizing the proposed ruleto proceed with the process set out in 21 U.S.C. 811 for transferring each such generic drug individually to schedule III.
