This notice serves to remove a specific routine use from certain Department of Justice (DOJ) Privacy Act systems of records notices. On January 31, 2001, at 66 FR 8425-32, the following routine use language was added to all DOJ Privacy Act notices published prior to that date, in accordance with a DOJ regulation published at 28 CFR 16.300-01. [Disclosure ] ``To a former employee of the Department for purposes of: Responding to an official inquiry by a federal, state, or local government entity or professional licensing authority, in accordance with applicable Department regulations; or facilitating communications with a former employee that may be necessary for personnel-related or other official purposes where the Department requires information and/ or consultation assistance from the former employee regarding a matter within that person's former area of responsibility.'' This routine use is hereby deleted from the following Privacy Act Systems of Records Notices included in the publication of January 31, 2001, at 66 FR 8425-8432:

Pursuant to the provisions of the Privacy Act of 1974, 5 U.S.C. 552a, notice is given that the Foreign Claims Settlement Commission proposes to modify all of its Privacy Act Systems of Records, as identified in the list set forth below, to include a new routine use that allows disclosure to former employees for purposes of responding to official inquiries by government entities or professional licensing authorities in accordance with the Department of Justice regulation governing access under such circumstances, 28 CFR 16.300-01. The new routine use also allows disclosure to former employees when the Department requires information and/or consultation assistance from the former employee that is necessary for personnel-related or other official purposes regarding a matter within that person's former area of responsibility. In accordance with 5 U.S.C. 552a(e)(4) and (11), the public is given a 30-day period in which to comment; and the Office of Management and Budget (OMB), which has oversight responsibility under the Privacy Act, requires a 40-day period in which to conclude its review of the systems. Therefore, please submit any comments by October 9, 2007. The public, OMB, and the Congress are invited to submit any comments to David E. Bradley, Chief Counsel, Foreign Claims Settlement Commission, Washington, DC 20579 (Room 6002, Bicentennial Building). In accordance with 5 U.S.C. 552a(r), the Commission has provided a report to OMB and the Congress. Accordingly, pursuant to the provisions of 5 U.S.C. 552a, the Foreign Claims Settlement Commission hereby publishes notice of its proposal to supplement the list of Routine Uses of the Records Maintained in each of its below-listed Privacy Act Systems of Records, including the Categories of Users and the Purposes of Such Uses, by including the following additional Routine Use: ``The Commission may disclose relevant and necessary information to a former employee of the Commission for purposes of: responding to an official inquiry by a federal, state, or local government entity or professional licensing authority, in accordance with applicable Department of Justice regulations; or facilitating communications with a former employee that may be necessary for personnel-related or other official purposes where the Commission requires information and/or consultation assistance from the former employee regarding a matter within that person's former area of responsibility.''

Pursuant to the provisions of the Privacy Act of 1974 (5 U.S.C. 552a), the United States Marshals Service (USMS), Department of Justice, is issuing public notice of its proposal to modify a system of records entitled, ``U.S. Marshals Service (USMS) Employee Assistance Program (EAP) Records, JUSTICE/USM-015.'' This notice was last published in the Federal Register in full on November 8, 1999, at 64 FR 60832, 47; and modified in part on January 31, 2001, at 66 FR 8425 and on January 25, 2007, at 72 FR 3410.

This notice establishes final 2007 aggregate production quotas for controlled substances in schedules I and II of the Controlled Substances Act (CSA). The DEA has taken into consideration comments received in response to a notice of the proposed revised aggregate production quotas for 2007 published May 3, 2007 (72 FR 24608).

Pursuant to the requirements of 5 U.S.C. 4314(c)(4), the Department of Justice announces the membership of its 2007 Senior Executive Service (SES) Standing Performance Review Boards (PRBs). The purpose of a PRB is to provide fair and impartial review of SES performance appraisals, bonus recommendations and pay adjustments. The PRBs will make recommendations regarding the final performance ratings to be assigned, SES bonuses and/or pay adjustments to be awarded.

The Federal Bureau of Investigation proposes to amend its Terrorist Screening Records System, Justice/FBI-019, maintained by the Terrorist Screening Center, to make several changes to its existing notice. Public comments are invited.
