Privacy Act of 1974; System of Records
Under the Privacy Act of 1974, as amended, the Department of Housing and Urban Development (HUD), Office of Administration is issuing a public notice of its intent to establish a Privacy Act System of Records titled "Freedom Of Information Act (FOIA) Management System (FMS2)". The FMS2 tracking system will provide HUD with the ability to collect information and inquiries directly from the public and provide responses. HUD will use FMS2 to monitor the status of internal and external FOIA requests, which helps to run a robust and effective FOIA tracking system by offering the ability to prioritize and expedite incoming requests.

The AFHMP forms collect information on the advertising and outreach activities of owners/developers of HUD Multifamily, Single Family, and Condominium/ Cooperative Housing projects to attract applicants/buyers that are least likely to apply due to their race, color, national origin, religion, sex (including sexual orientation and gender identity), disability, or familial status. Strengthening the Section 184 Indian Housing Loan Guarantee Program; Delay of Effective and Compliance Dates
The Department of Housing and Urban Development (HUD) published in the Federal Register on March 20, 2024, a final rule to strengthen its Section 184 Indian Loan Guarantee Program by, among other things, clarifying rules for Tribes, lenders, servicers, and other participants. The final rule established an effective date of June 18, 2024. To provide time for HUD to develop and implement a comprehensive handbook for the Section 184 Program and to allow Tribes, lenders, servicers, and other participants time to conform their policies, procedures, and systems to comply with HUD's March 20, 2024, final rule, this rulemaking delays that effective date to December 31, 2024, and establishes a compliance date of March 1, 2025.
Privacy Act of 1974; System of Records
Under the Privacy Act of 1974, as amended, the Department of Housing and Urban Development (HUD), Office of Single-Family Program Development is issuing a public notice of its intent to amend the system of records for the Single-Family Housing Enterprise Data Warehouse (SFHEDW). This amendment updates the system of records location, system manager, authority, purpose, policies and practices for storage, retrieval, retention and disposal of records and safeguards. The existing scope, objectives, business processes, and uses remain unchanged.
Announcement of Funding Awards
In accordance with the Department of Housing and Urban Development Reform Act of 1989, this announcement notifies the public of funding decisions made by the Department in competitions for funding under the Notices of Funding Opportunity (NOFOs) and Notices for the following program(s): FY 2022 Housing Opportunities for Persons with AIDS (HOPWA) Program, FY2021 Youth Homeless Demonstration Program, and FY 2021 Continuum of Care Grants.
HOME Investment Partnerships Program: Program Updates and Streamlining; Public Listening Sessions
HUD will host three, two-part virtual public listening sessions to allow interested persons an opportunity to learn about and provide comments on the "HOME Investment Partnerships Program: Program Updates and Streamlining" proposed rule. The Part 1 listening sessions will address the topics of community housing development organizations, maximum subsidy amounts, green building incentives, homebuyer housing, and community land trusts. The Part 2 listening sessions will address the topics of rental housing, tenant-based rental assistance, and tenant protections.
Credit Watch Termination Initiative Termination of Direct Endorsement (DE) Approval
This notice advises of the cause and effect of termination of Direct Endorsement (DE) approval taken by HUD's Federal Housing Administration (FHA) against HUD-approved mortgagees through the FHA Credit Watch Termination Initiative. This notice includes a list of mortgagees that have had their DE Approval terminated.
Certification of Tribal Housing Counselors
HUD's Housing Counseling Program provides counseling to individuals seeking information about financing, maintaining, renting, or owning a home. Established by the Dodd-Frank Wall Street Reform and Consumer Protection Act, entities and individual counselors that participate in the Housing Counseling Program are required to be certified by HUD as competent to provide counseling services. In 2016, HUD implemented such housing counselor certification requirements for most HUD programs but agreed to conduct consultation with Tribes before implementing them for Tribes. On January 26, 2023, HUD published a proposed rule that provides an alternative regulatory standard for the counselor certification that accounts for the unique status of Tribal land and housing programs in Indian country and recognizes the importance of Tribal expertise. After consulting with Tribes and considering public comments received in response to the proposed rule, this final rule adopts the proposed rule with minor changes.

Removal of Obsolete Regulations for Section 236 of the National Housing Act
This rule removes HUD's obsolete regulations under the Rental and Cooperative Housing for Lower Income Families Program under section 236 of the National Housing Act ("Section 236"), as amended. HUD has determined that the provisions regulating Section 236 insured projects and Section 236 Rental Assistance Payment ("RAP") projects are obsolete and unnecessary because there are no remaining properties or projects subject to these regulations, and no new agreements are being established under these programs.
Privacy Act of 1974; System of Records
Under the Privacy Act of 1974, as amended, the Department of Housing and Urban Development (HUD), Office Single-Family Program Development, is issuing a public notice of its intent to modify the system of records for the "Single Family Mortgage Insurance Origination System (SFMIOS)". SFMIOS combines the features of the: Computerized Homes Underwriting Management System (CHUMS)/Loan Application Management System (LAMS), Federal Housing Administration (FHA) and Connection (FHAC). The purpose of these modifications is to update the system of records name, systems manager, authority for maintenance of the system and routine uses. This notice also includes record source categories, which were erroneously omitted from the prior notice. The updates are explained in the Supplementary Infomation section of this notice.
