The Performance Review Board
On October 18, 2018, the Department of Housing and Urban Development published a notice announcing the establishment of two Performance Review Boards to make recommendations to the appointing authority on the performance of its senior executives. The notice inadvertently omitted a member included in the Deputy Secretary's September 24, 2018, memorandum appointing individuals to the Performance Review Board. Today's notice amends the October 18, 2018, notice by adding Nelson Bregon to the Departmental Performance Review Board to review career SES performance. For the convenience of the reader, the entire corrected list of membership on the Departmental Performance Review Boards is provided. Pamela H. Patenaude (Chair), Patricia Hoban-Moore, Felicia Purifoy, Danielle Bastarache, John Benison, Nelson Bregon, Virginia Sardone, Bryan Greene, Ivery Himes, George Tomchick, and Kurt Usowski will serve as members of the Departmental Performance Review Board to review career SES performance. Seth D. Appleton, Maren Kasper, John Bravacos, Ralph Gaines, and Joseph Grassi will serve as members of the Departmental Performance Review Board to review noncareer SES performance. Notice of Certain Operating Cost Adjustment Factors for 2019
This notice establishes operating cost adjustment factors (OCAFs) for project-based assistance contracts issued under Section 8 of the United States Housing Act of 1937 and renewed under the Multifamily Assisted Housing Reform and Affordability Act of 1997 (MAHRA) for eligible multifamily housing projects having an anniversary date on or after February 11, 2019. OCAFs are annual factors used to adjust Section 8 rents renewed under section 515 or section 524 of MAHRA.
Manufactured Home Procedural and Enforcement Regulations; Clarifying the Exemption for Manufacture of Recreational Vehicles
This rulemaking revises the exemption for the manufacture of recreational vehicles to clarify which recreational vehicles qualify for an exemption from HUD's Manufactured Home Construction and Safety Standards and Manufactured Home Procedural and Enforcement regulations. HUD is adopting a recommendation of the Manufactured Housing Consensus Committee (MHCC) but expanding the definition of recreational vehicle and modifying it to require certification with the updated ANSI standard, A119.5-15.
Family Self-Sufficiency Performance Measurement System (“Composite Score”)
This notice describes and responds to comments on a performance measurement system that HUD plans to implement for Public Housing Agencies (PHAs) that receive HUD Family Self-Sufficiency (FSS) program coordinator grants. The desired effect of this notice is to notify the public regarding the criteria for evaluating FSS programs.

Notice of HUD Vacant Loan Sales (HVLS 2019-1)
This notice announces HUD's intention to competitively offer multiple residential reverse mortgage pools consisting of approximately 1,150 reverse mortgage notes secured by properties with a loan balance of approximately $230 million. The sale will consist of due and payable Secretary-held reverse mortgage loans. The mortgage loans consist of first liens secured by single family, vacant residential properties, where all borrowers are deceased, and no borrower is survived by a non- borrowing spouse. This notice also generally describes the bidding process for the sale and certain persons who are ineligible to bid. This is the third sale offering of its type and the sale will be held on December 12, 2018.
