The Consolidated and Further Continuing Appropriations Act of 2015, authorizes the Secretary to carry out a demonstration testing the effectiveness of combining vouchers for homeless youth under Family Unification Program authorized under section 8(x) of the United States Housing Act of 1937 (``the Act'') with assistance under the Family Self-Sufficiency (FSS) program authorized under section 23 of the Act. The Secretary was authorized to establish alternative requirements to those contained in section 8(x) of the Act to facilitate the demonstration. This notice provides an alternative requirement to facilitate the operation of this demonstration. Specifically, this notice extends the 18-month time limit to match the length of the FSS contract, typically five years. Implementation of this demonstration will be through a notice issued by the Office of Public and Indian Housing.

The competition requires teams of graduate students from multiple disciplines to submit plans in response to a real life affordable housing design issue. The goals of this competition are: To encourage research and innovation in quality affordable housing design that strengthens the social and physical fabric of low and moderate-income communities and neighborhoods, to raise practitioner and future practitioner capacity to produce more livable and sustainable housing for low and moderate-income people through disseminating best practices, and to foster cross-cutting team-work within the design and community development process.
Federal Housing Administration (FHA): Removal of 24 CFR 280-Nehemiah Housing Opportunity Grants Program

Through this rule, HUD removes the regulations for its Nehemiah Housing Opportunity Grants Program (NHOP). Under NHOP, HUD was authorized to make grants to nonprofit organizations to be used to provide loans to families purchasing homes constructed or substantially renovated in accordance with a HUD-approved program. In 1990, authority for NHOP was repealed by the National Affordable Housing Act. HUD removed obsolete NHOP regulations in 1996 but maintained regulatory provisions deemed necessary for the administration of existing NHOP grants. Currently, HUD administers only one NHOP grant agreement. As a result, HUD has determined that the remaining NHOP regulations are unnecessary. The existing grant and loans made under NHOP will continue to be governed by the regulations that existed immediately before the effective date of this final rule.
