On April 29, 2011, the OCC, Board, FDIC, Commission, FHFA and HUD (collectively, the ``Agencies'') published in the Federal Register a joint notice of proposed rulemaking for public comment to implement the credit risk retention requirements of section 15G of the Securities Exchange Act of 1934, as added by the Dodd-Frank Wall Street Reform and Consumer Protection Act (``Credit Risk NPR'' or ``proposed rule''). Due to the complexity of the rulemaking and to allow parties more time to consider the impact of the Credit Risk NPR on affected markets, the Agencies have determined that an extension of the comment period until August 1, 2011, is appropriate. This action will allow interested persons additional time to analyze the proposed rules and prepare their comments.

The preliminary plan also identifies specific regulatory actions rules that HUD will be undertaking to address regulations that the Department has identified as being outdated, ineffective, or excessively burdensome. These surveys provide HUD with a way to estimate Section 8 Fair Market Rents (FMRs) in areas not covered by the American Community Survey annual reports and in areas where FMRs are believed to be incorrect. The affected public would be those renters random selected to be surveyed and Section 8 voucher holders. The change in this request from what has been approved is to include the use of cell phones, mail surveys and web-based surveys. The burden on the respondent and on those contacted but screened out is to less than in the previous requests because fewer surveys are being conducted. Minor changes have been made to the survey instrument to make it clearer .

On May 12, 2011, HUD posted an amendment to the NOFA which provided the funding available as a result of enactment of the HUD appropriations Act, the Department of Defense and Full-Year Continuing Appropriations Act, 2011, Public Law 112-10, approved April 15, 2011, and other technical corrections. Based on the enactment of the FY 2011 HUD appropriations, approximately $2 million is available for the Asthma Interventions in Public and Assisted Multifamily Housing Program. The notice also amended the deadline date for applications as a result of the technical corrections. The new deadline date for this NOFA is 11:59:59 p.m. June 14, 2011. The purpose of the Asthma Interventions in Public and Assisted Multifamily Housing program is to fund demonstration projects to improve asthma control among children and others currently residing in Federally assisted multifamily housing developments that are administered by local public housing authorities (i.e., public housing) as well as privately owned multifamily housing that is subsidized by HUD (e.g., Project-based Section 8, section 202, and section 811 housing). Based on the enactment of the FY2011 HUD appropriations, approximately $95.5 million is available for the programs in this NOFA. Of this amount, approximately $47.5 million is available for the Lead-Based Paint Hazard Control Program and $48 million for the Lead Hazard Reduction Demonstration Grant Program. The notice also amended the deadline date for applications and made other technical corrections to the NOFA. As a result of these technical corrections, the new deadline date for this NOFA is 11:59:59 p.m. June 10, 2011. The purpose of the Lead-Based Paint Hazard Control Grant Program and the Lead Hazard Reduction Demonstration Grant Program is to assist states, Native American Tribes, cities, counties/parishes, or other units of local government in undertaking comprehensive programs to identify and control lead-based paint hazards in eligible privately owned rental or owner-occupied housing with the exception that the Lead Hazard Reduction Demonstration Grant Program is targeted to urban jurisdictions with the greatest lead-based paint hazard control needs. HUD announces the availability on its Web site of the applicant information, submission deadlines, funding criteria, and other requirements for HUD's FY2011 Section 4 Capacity Building for Community Development and Affordable Housing Grants. Specifically, this NOFA announces the availability of approximately $49.9 million is made available under the Department of Defense and Full-Year Continuing Appropriations Act, 2011, Public Law 112-10, approved April 15, 2011. Of these funds at least $5 million shall be made available for rural capacity building activities. Purpose: Through funding of national intermediaries, the Section 4 Capacity Building program enhances the capacity and ability of community development corporations (CDCs) and community housing development organizations (CHDOs) to carry out community development and affordable housing activities that benefit low-income families. Background: The competition is limited to the organizations identified in the Department of Defense and Full-Year Continuing Appropriations Act, 2011. Public Law 112-10, approved April 15, 2011. These organizations are: Enterprise Community Partners, Inc. (formerly The Enterprise Foundation), the Local Initiatives Support Corporation (LISC), and Habitat for Humanity International. On April 14, 2011, HUD posted the Notice of Funding Availability (NOFA) for the Fiscal Year (FY) 2010 Fair Housing Initiatives Program (FHIP) Enforcement Testing Technical Assistance (TA) Program to Grants.gov. The NOFA announced the availability of information on applicant eligibility, submission deadlines, funding criteria, and other program and application requirements. The purpose of the program is to provide technical assistance to one or more entities to develop a course on Fair Housing Testing, and to conduct technical assistance to promote a greater and more consistent use of Testing Methodologies among FHIP organizations. Testing represents the most effective investigative tool in uncovering and corroborating claims of unlawful discrimination. Improving the quality and consistency of testing used by FHIP organizations will increase the persuasiveness and acceptance of tests in litigation. This is designed to provide FHIP organizations with the necessary tools to conduct, understand, and analyze testing with the stated goal of contributing to the Department's enforcement efforts. Notice of Availability of the Final Environmental Impact Statement for the Yesler Terrace Redevelopment Project

The Department of Housing and Urban Development (HUD) gives notice to the public, agencies, and Indian Tribes that the Seattle Housing Authority and the City of Seattle Human Services Department (Community Development Block Grant Administration Unit) have prepared a Final Environmental Impact Statement (FEIS) for the Yesler Terrace Redevelopment Project, located in the City of Seattle, King County, Washington. The project proponent is the Seattle Housing Authority (SHA). The FEIS is a joint National Environmental Policy Act (NEPA) and Washington State Environmental Policy Act (SEPA) document. The proposed action is subject to compliance with NEPA because funds from the public housing programs under Title I of the United States Housing Act of 1937 (HOPE VI, Capital Funds, Demolition/Disposition) will be used for this project (24 CFR 58.1(b)(6)(i)). This notice is given in accordance with Council on Environmental Quality regulations at 40 CFR parts 1500-1508, and with state and local SEPA regulations. The City of Seattle Human Services Department (City HSD) and SHA, acting jointly as lead agencies, have prepared the FEIS under the authority of the City HSD as the Responsible Entity for compliance with NEPA in accordance with 42 U.S.C. 1437x and HUD regulations at 24 CFR 58.4, and under SHA's role as SEPA lead agency. SEPA Compliance and Action: The FEIS satisfies requirements of SEPA (RCW 43.21C and WAC 197-11), which requires that all state and local government agencies consider the environmental impacts of projects before acting on those projects. Under SEPA, it is anticipated that the SHA Board of Commissioners will adopt a resolution approving a Development Plan for Yesler Terrace, and adopting the FEIS for SEPA purposes. The Consolidated Appropriations Act, 2010, directs Public and Indian Housing to ``provide renewal funding for each Public Housing Agency (PHA) based on Voucher Management System (VMS) leasing and cost data for the most recent Federal fiscal year and by applying the most recent Annual Adjustment Factors as established by the Secretary.'' The Department of Defense and Full-Year Continuing Appropriations Act, 2011, continues this requirement. This Notice announces Renewal Funding AAFs in response to that directive which was first applicable when FY2010 Renewal Funding AAFs were published. Consumer Price Index (CPI) data, similar to those used for ``Contract Rent AAFs'', are used, but semi-annual CPI data replaces annual CPI data. This makes the Renewal Funding AAFs six months more current than the CPI data used to derive Contract Rent AAFs. These CPI are the most current data available and reflect the economic circumstances most relevant to the Housing Choice Voucher (HCV) program in 2011 and the assumptions of the 2011 budget. Like the Contract Rent AAFs, these factors are based on a formula using residential rent and utility cost changes.
