The Department is soliciting public comments on the subject proposal. The study is designed to gather statistically accurate information on outcomes realized by clients of HUD-funded housing counseling agencies seeking assistance to either purchase a home (pre-purchase clients) or to resolve or prevent a mortgage delinquency (foreclosure mitigation clients). Up to 30 agencies receiving HUD-funding for housing counseling will be recruited to participate voluntarily in the study, with the goal of recruiting 1,000 pre-purchase and 1,000 foreclosure mitigation counseling clients. Each client participating in the study will be asked to complete a baseline questionnaire at the time they are enrolled in the study. Each counseling agency participating will be asked to complete service tracking surveys, for client each time that client is assisted, and counselor information surveys.

The Department is soliciting public comments on the subject proposal. Survey a sample of housing authorities and households recently admitted or on the waiting list for public housing or Housing Choice Vouchers to assess inequities and inefficiencies in the current rent system relating to subsidizing rents, setting rents/payment standards, and verifying income. The information collected will provide the needed information regarding PHA and tenant perceptions of alternative rent structures and their feasibility/practicality of incorporating them at a later date. The information shall be collected, analyzed and evaluated to provide recommendations for effective reforms on topics including but not limited to: Setting income eligibility guidelines, reporting tenant income, setting minimum and flat rents, and relating the rents and waiting period of unassisted tenants to rent setting and term limit policy, setting payment standards, and evaluating factors for an allocation formula of incremental vouchers.
Project Design and Cost Standards for the Section 202 and Section 811 Programs

This final rule revises HUD's regulations that govern the project design and cost standards for HUD's section 202 supportive housing for the Elderly and section 811 Persons with Disabilities programs. This rule allows project sponsors to use HUD funds for dishwashers in individual supportive housing units for the elderly and in independent living projects for persons with disabilities. The current regulation excludes dishwashers from the list of permitted project amenities. By providing access to dishwashers, a standard amenity in today's housing market, HUD endeavors to maintain the quality of life for elderly and disabled residents, and, further, the use of dishwashers will help promote healthy living conditions, and assist independent living. This rule will also clarify the applicability of the project design and cost standards to section 811 group homes. This final rule follows publication of an August 15, 2007, proposed rule on which HUD received one comment, which was fully supportive of the rule. HUD is adopting the August 15, 2007, proposed rule without change.

On March 19, 2008, HUD published its Notice of Fiscal Year (FY) 2008 Notice of Funding Availability Policy Requirements and General Section to HUD's FY2008 NOFAs (General Section). HUD published the General Section in advance of the individual NOFAs to give prospective applicants sufficient time to understand policy and program requirements that apply to the majority of HUD's programs in advance of the publication of the program section NOFAs, to register early with Grants.gov in order to facilitate their application submission process, and to gain a better understanding of the Grants.gov application receipt and validation process. Today's publication contains the 36 funding opportunities that constitute HUD's FY2008 SuperNOFA. Today's publication also provides a revised Appendix A that lists the programs contained in the FY2008 SuperNOFA and corrects two items contained in the General Section published on March 19, 2008.

The new system is titled Litigation and Enforcement Information System (LEIS).
