In light of the President's Proclamation Declaring a National Emergency Concerning the Novel Coronavirus Disease (COVID-19) (Presidential Proclamation 9994) under the National Emergencies Act on March 13, 2020, and the President's Executive Order entitled ``National Emergency Authority to Temporarily Extend Deadlines for Certain Estimated Payments'' authorizing the Secretary of the Treasury to exercise the authority under section 318(a) of the Tariff Act of 1930, issued on April 18, 2020, the Secretary of the Treasury, in consultation with the designee of the Secretary of Homeland Security (U.S. Customs and Border Protection (CBP)), is amending the CBP regulations to temporarily postpone the deadline for importers of record with a significant financial hardship to deposit certain estimated duties, taxes, and fees that they would ordinarily be obligated to pay as of the date of entry, or withdrawal from warehouse, for consumption, for merchandise entered in March or April 2020, for a period of 90 days from the date that the deposit would otherwise have been due but for this emergency action. This temporary postponement does not permit return of any deposits of estimated duties, taxes, and/ or fees that have been paid. This temporary postponement also does not apply to entries, or withdrawals from warehouse, subject to certain specified trade remedies, and any entry summary that includes merchandise subject to those trade remedies is not eligible under this rule.

Extension of Import Restrictions on Archaeological Material and Imposition of Import Restrictions on Ecclesiastical Ethnological Material From El Salvador

This document amends the U.S. Customs and Border Protection (CBP) regulations to reflect an extension of import restrictions on certain archaeological material from the Republic of El Salvador (El Salvador). The document further amends the Designated List contained in T.D. 95-20, which describes the types of articles to which the import restrictions apply, to reflect the addition of certain ecclesiastical ethnological material. The import restrictions, which were last extended by CBP Dec. 15-05, were due to expire on March 8, 2020, unless extended. The Assistant Secretary for Educational and Cultural Affairs, United States Department of State, has determined that conditions continue to warrant the imposition of import restrictions on archeological material from El Salvador. Additionally, the Assistant Secretary for Educational and Cultural Affairs, United States Department of State, has made the requisite determinations for adding import restrictions on certain categories of ecclesiastical ethnological material from the Colonial period through the first half of the twentieth century. On March 2, 2020, the Government of the United States and the Government of El Salvador entered into a Memorandum of Understanding (MOU) that supersedes the existing agreement that first became effective on March 8, 1995. Pursuant to the new MOU, the import restrictions for archaeological material will remain in effect for an additional five years until March 2, 2025. The new MOU further covers import restrictions on ecclesiastical ethnological material until March 2, 2025.

This document announces that U.S. Customs and Border Protection (CBP), in consultation with the U.S. Fish and Wildlife Service (FWS), is reopening and modifying the National Customs Automation Program (NCAP) test pertaining to the submission of certain import data and documents for commodities regulated by FWS (``FWS test'') through the Automated Commercial Environment (ACE). Two of the modifications in this notice apply to the streamlining of the submission of data and documents for test participants using certain filing options under the FWS test (specifically, filing options 2 and 4). The other modifications are administrative, specifically, updating contact information for CBP and FWS.

This document announces further modifications to the January 31, 2020, decision of the Secretary of Homeland Security (DHS) to direct all flights to the United States carrying persons who have recently traveled from, or were otherwise present within, the People's Republic of China (excluding the special autonomous regions of Hong Kong and Macau) to arrive at one of the United States airports where the United States Government is focusing public health resources. This document adds to the existing restrictions by directing all flights to the United States carrying persons who have recently traveled from, or were otherwise present within, the Islamic Republic of Iran to arrive at one of the United States airports where the United States Government is focusing public health resources. Nothing in this notification is intended to amend or modify the existing restrictions announced in the Federal Register on February 4, 2020 and February 7, 2020.

This final rule amends the U.S. Customs and Border Protection (CBP) regulations to reflect the imposition of import restrictions on certain archaeological and ethnological material from Ecuador. These restrictions are being imposed pursuant to an agreement between the United States and Ecuador that has been entered into under the authority of the Convention on Cultural Property Implementation Act. The final rule amends CBP regulations by adding Ecuador to the list of countries which have a bilateral agreement with the United States that imposes cultural property import restrictions. The final rule also contains the designated list that describes the types of archaeological and ethnological material to which the restrictions apply.
