This notice amends the notice of a major disaster declaration for the State of Georgia (FEMA-1973-DR), dated April 29, 2011, and related determinations.

The Federal Emergency Management Agency, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on a proposed extension, without change, of a currently approved information collection. In accordance with the Paperwork Reduction Act of 1995, this notice seeks comments concerning the need to continue collecting information from individuals and States in order to provide and/or administer disaster assistance through the Federal Assistance to Individuals and Households Programs.

Under the Pre-Disaster Mitigation (PDM) Program and the Hazard Mitigation Grant Program (HMGP), the Federal Emergency Management Agency (FEMA) may provide funding to eligible applicants for eligible, feasible, and cost-effective activities that have the purpose of reducing or eliminating risks to life and property from hazards and their effects. One such activity is the construction and installation of safe rooms to protect populations from extreme wind events (e.g., hurricane, tornado). FEMA has prepared a draft Programmatic Environmental Assessment (PEA) to address the potential impacts to the human environment resulting from the installation and construction of safe rooms. The purpose of the PEA is to facilitate FEMA's compliance with the National Environmental Policy Act (NEPA) by providing a framework to address the potential environmental impacts of this project type.

The Federal Emergency Management Agency (FEMA) will submit the information collection abstracted below to the Office of Management and Budget for review and clearance in accordance with the requirements of the Paperwork Reduction Act of 1995. The submission will describe the nature of the information collection, the categories of respondents, the estimated burden (i.e., the time, effort and resources used by respondents to respond) and cost, and the actual data collection instruments FEMA will use.

Comments are requested on the proposed Base (1% annual-chance) Flood Elevations (BFEs) and proposed BFE modifications for the communities listed in the table below. The purpose of this proposed rule is to seek general information and comment regarding the proposed regulatory flood elevations for the reach described by the downstream and upstream locations in the table below. The BFEs and modified BFEs are a part of the floodplain management measures that the community is required either to adopt or to show evidence of having in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP). In addition, these elevations, once finalized, will be used by insurance agents and others to calculate appropriate flood insurance premium rates for new buildings and the contents in those buildings.

This notice provides corrections to that table, to be used in lieu of the information published at 72 FR 73732. The table provided here represents the flooding sources, location of referenced elevations, effective and modified elevations, and communities affected for Racine County, Wisconsin, and Incorporated Areas. Specifically, it addresses the following flooding sources: Bartlett Branch, Chicory Creek, East/West Canal, Fonk's Tributary, Kilbourn Road Ditch, Lamparek Creek, Nelson Creek, North Cape Lateral, Pike River, Root River, Sorenson Creek, Union Grove Industrial Tributary, Unnamed Tributary No. 18 to Kilbourn Road Ditch, Unnamed Tributary No. 2 to West Branch Root River Canal, Unnamed Tributary No. 37 to Des Plaines River, Unnamed Tributary No. 38 to Des Plaines River, Unnamed Tributary No. 39 to Des Plaines River, Unnamed Tributary to Unnamed Tributary No. 2 to West Branch Root River Canal, and Waxdale Creek.

Base (1% annual-chance) Flood Elevations (BFEs) and modified BFEs are made final for the communities listed below. The BFEs and modified BFEs are the basis for the floodplain management measures that each community is required either to adopt or to show evidence of being already in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP).
