Modified Base (1% annual-chance) Flood Elevations (BFEs) are finalized for the communities listed below. These modified BFEs will be used to calculate flood insurance premium rates for new buildings and their contents.

This document corrects the table to a proposed rule published in the Federal Register of January 16, 2008. This correction clarifies the table representing the flooding source(s), location of referenced elevation, the effective and modified elevation in feet and the communities affected for Pulaski County, Arkansas, and Incorporated Areas; specifically, for flooding sources ``Good Earth Drain, Isom Creek, Kinley Creek, Little Maumelle River, Nowlin Creek, South Loop, South Split, Taylor Loop Creek and Tributary 4 to Little Maumelle River,'' than was previously published.

This rule identifies communities, where the sale of flood insurance has been authorized under the National Flood Insurance Program (NFIP), that are scheduled for suspension on the effective dates listed within this rule because of noncompliance with the floodplain management requirements of the program. If the Federal Emergency Management Agency (FEMA) receives documentation that the community has adopted the required floodplain management measures prior to the effective suspension date given in this rule, the suspension will not occur and a notice of this will be provided by publication in the Federal Register on a subsequent date.

The Federal Emergency Management Agency (FEMA) is requesting individuals who are interested in serving on the National Advisory Council (NAC) to apply for appointment. As provided for in the Department of Homeland Security Appropriations Act of 2007, the Secretary of Homeland Security established the NAC to ensure effective and ongoing coordination of Federal preparedness, protection, response, recovery, and mitigation for natural disasters, acts of terrorism, and other man-made disasters. The NAC consists of 33 members, all of whom are experts and leaders in their respective fields. One-third of the membership was appointed for a one (1) year term-expiring on June 15, 2008. Accordingly, the following discipline areas for the one (1) year expiring terms will be open for applications and nominations: Emergency management, emergency response, health scientist, standards setting, infrastructure protection, communications, disabilities, local government official (non-elected), and tribal elected official. Title: Implementation of Coastal Barrier Resources Act. OMB Number: 1660-0010. Abstract: When an application for flood insurance is submitted for buildings located in CBRS communities, one of the following types of documentation must be submitted as evidence of eligibility: (a) Certification from a community official stating the building is not located in a designated CBRS area, (b) A legally valid building permit or certification from a community official stating that the building's start of construction date preceded the date that the community was identified in the system or c) Certification from the governmental body overseeing the area indicating that the building is used in a manner consistent with the purpose for which the area is protected. Affected Public: Individuals or households; businesses or other for profits; not-for-profit institutions; farms; Federal Government; and State, local or tribal governments. Number of Respondents: 60.
