Regulated Navigation Area; Cuyahoga River, Cleveland, OH
The Coast Guard is issuing an Interim Final Rule establishing a Regulated Navigation Area (RNA) for certain waters of the Cuyahoga River in Cleveland, Ohio. This action is necessary to provide for the safety of life on these navigable waters near the "Irishtown Bend" in Cleveland, Ohio, during a bank stabilization construction project from December 2, 2024, with an anticipated completion date of all waterside work on July 11, 2025. This rulemaking would limit vessel speeds near the area and prohibit vessels from being inside the RNA during construction hours unless authorized by the Captain of the Port Sector Eastern Great Lakes or a designated representative. We invite your comments on this rulemaking.
Electronic Submission of Mariner Course Completion Data
The Coast Guard is requiring Coast Guard-approved training providers to electronically submit student course completion data to the Coast Guard within 5 business days of completion. The National Maritime Center will use this information to validate mariner course completion as part of an application for a Merchant Mariner Credential. In addition, the Coast Guard is replacing gendered titles for certain officer and rating endorsements in keeping with Coast Guard policy of using gender-neutral language whenever possible. We expect these changes to improve the Coast Guard's verification process of mariner credential applications and to appropriately conform terms that should be gender neutral.
Safety Zone; Gulf of Mexico and South Bay, Boca Chica Beach, TX
The Coast Guard is establishing two temporary safety zones to protect personnel, vessels, and the marine environment from potential hazards created by commercial spaceflight activities. One safety zone is in the navigable waters of South Bay, TX and the other is in the navigable waters of the Gulf of Mexico, within 12 nautical miles of the first. Special Local Regulations; Marine Events Within the Eleventh Coast Guard District
The Coast Guard will enforce a special local regulation on the waters of Mission Bay, CA, during the Mission Bay Parade of Lights on December 14, 2024. This special local regulation is necessary to provide for the safety of the participants, crew, sponsor vessels of the event, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port Sector San Diego or their designated representative.
Safety Zone; Hackensack River, Kearny and Secaucus, NJ
The Coast Guard is establishing a temporary safety zone for certain waters of the Hackensack River. This action is necessary to provide for the safety of life on these navigable waters near the Portal Bridge during construction between November 2024 and December 2025. Safety Zone; San Pedro Bay, Los Angeles, CA
The Coast Guard is establishing a temporary moving safety zone around the M/V ZHEN HUA 26 while it transits through San Pedro Bay to and from APM Terminal Berth LA 401. This safety zone is necessary to protect personnel, vessels, and the marine environment from potential hazards associated with oversized cargo transfer operations of three ship-to-shore gantry cranes, which will extend more than 200 feet out from the transiting vessels. Entry of persons or vessels into this safety zone is prohibited unless specifically authorized by the Captain of the Port (COTP) Los Angeles-Long Beach, or their designated representative.
Safety Zones; Delaware River Dredging, Marcus Hook, PA
The Coast Guard is establishing two temporary safety zones on the waters of the Delaware River, in portions of Marcus Hook Range and Anchorage 7, off Marcus Hook, PA. The safety zones temporarily restrict vessel traffic from transiting or anchoring in portions of the Delaware River while maintenance dredging is being conducted within the Delaware River. The safety zones are needed to protect personnel, vessels, and the marine environment from hazards created by dredging operations. The Coast Guard is establishing a temporary moving security zone for navigable waters within a 500-yard radius of certain vessels carrying cargo requiring an elevated level of security in the Corpus Christi Ship Channel and the La Quinta Channel. The temporary security zone is needed to protect the vessels, the cargo, and the surrounding waterway from terrorist acts, sabotage, or other subversive acts, accidents, or events of a similar nature. Issuance of Maritime Security (MARSEC) Directive 105-5; Cyber Risk Management Actions for Ship-to-Shore Cranes Manufactured by People's Republic of China Companies
The Coast Guard announces the availability of Maritime Security (MARSEC) Directive 105-5, which outlines cyber risk management requirements for ship-to-shore cranes manufactured by People's Republic of China (PRC) companies. These requirements are in addition to those previously promulgated via MARSEC Directive 105-4. The Directive contains security-sensitive information and, therefore, cannot be made available to the general public. Owners or operators of ship-to-shore (STS) cranes manufactured by PRC companies should immediately contact their local Coast Guard Captain of the Port (COTP) or District Commander for a copy of MARSEC Directive 105-5.
Shipping Safety Fairways in the Gulf of Maine
The Coast Guard seeks comments regarding the possible establishment of shipping safety fairways ("fairways") in the Gulf of Maine identified in the Approaches to Maine, New Hampshire, and Massachusetts Port Access Route Study. Drawbridge Operation Regulation; Atlantic Intracoastal Waterway; West Palm Beach, FL
The Coast Guard proposes to modify the operating schedule that governs the Flagler Memorial (SR A1A) Bridge, mile 1021.8, the Royal Park (SR 704) Bridge, mile 1022.6, and the Southern Boulevard (SR 700/80) Bridge, mile 1024.7, across Atlantic Intracoastal Waterway (AICW), at West Palm Beach, FL. Palm Beach County and the communities surrounding the bridges have requested the Coast Guard consider placing additional weekday restrictions during peak traffic hours to assist with alleviating vehicle congestion. This proposed modification will allow the drawbridges to operate in concert and determine whether a permanent change to the schedules is needed. We invite your comments on this proposed rulemaking.

Great Lakes Pilotage Advisory Committee; Vacancies; Correction
The Coast Guard published a notice on October 22, 2024, regarding two vacancies on the Great Lakes Pilotage Advisory Committee (Committee). The Great Lakes Pilotage Advisory Committee provides advice and makes recommendations to the Secretary of Homeland Security via the Commandant of the U.S. Coast Guard on matters relating to Great Lakes pilotage. The October 22 notice contained incorrect vacancy descriptions. This document corrects those errors.

Drawbridge Operation Regulation; Sacramento River, Rio Vista, CA
The Coast Guard is temporarily modifying the operating schedule that governs the draw of the California Department of Transportation Rio Vista (State Route 12) highway bridge across the Sacramento River, mile 12.8, at Rio Vista, CA. The Coast Guard will enforce a safety zone in Virginia for portions of Claytor Lake to protect personnel, vessels, and the marine environment from potential hazards created by hazardous debris within the waterway due to a tropical storm. TWIC-Reader Requirements; Second Delay of Effective Date
The Coast Guard is further delaying the effective date for certain facilities affected by the final rule entitled "Transportation Worker Identification Credential (TWIC)Reader Requirements," published in the Federal Register on August 23, 2016. On March 9, 2020, the Coast Guard published a rule, delaying the implementation date to May 8, 2023. In December 2022, Congress statutorily extended the earliest implementation to no sooner than May 8, 2026. With this final rule, we are delaying the implementation date for certain facilities to May 8, 2029. This rule will not affect facilities receiving vessels certificated to carry more than 1,000 passengers.

Drawbridge Operation Regulation; Dutch Kills, Queens County, NY
The Coast Guard is temporarily modifying the operating schedule that governs the Hunters Point Ave Bridge across Dutch Kills, mile 1.4, at Queens County, NY. NYCDOT installed a temporary work platform at Hunters Point Ave Bridge on May 6, 2024 to perform blasting and painting operations. The work platform prevents the bridge from opening to marine traffic. Until the bridge operations are complete the bridge must remain in the closed position.

Certificate of Alternative Compliance for the Delta Marine Industries Shipyard Hull #107050
The Coast Guard announces that the Chief, Prevention Division, Thirteenth District has issued a certificate of alternative compliance from the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), for The Delta Marine Industries Shipyard Hull #107050. We are issuing this notice because its publication is required by statute. Due to the construction and placement of the masthead light, Delta Marine Industries Shipyard Hull #107050 cannot fully comply with the light, shape, or sound signal provisions of the 72 COLREGS without interfering with the vessel's design and construction. This notification of issuance of a certificate of alternative compliance promotes the Coast Guard's marine safety mission.
Drawbridge Operation Regulation; Atlantic Intracoastal Waterway, Beaufort, SC
The Coast Guard proposes to modify the operating schedule that governs the Lady's Island (Woods Memorial) Bridge across the Atlantic Intracoastal Waterway (AICW) (Beaufort River), mile 536.0, at Beaufort, SC. South Carolina Department of Transportation (SCDOT) has requested the Coast Guard consider changing the operating schedule to remove the seasonal operating schedule. The Coast Guard is temporarily modifying the operating schedule that governs the Indiantown Road Bridge across the Atlantic Intracoastal Waterway (AICW), mile 1006.2, at Jupiter, FL. The bridge is currently operating under a temporary final rule (TFR) allowing the drawbridge to remain closed to navigation during designated times daily including weekends, to alleviate vehicle traffic congestion caused by the replacement of an adjacent bridge. Based on observed roadway traffic, it has been determined that bridge closures on the weekend and Federal holidays is not necessary.
Safety Zone; Empire Wind 1 Wind Farm Project Area, Outer Continental Shelf, Lease OCS-A 0512, Offshore New York and New Jersey, Atlantic Ocean
The Coast Guard proposes to establish 55 temporary safety zones around the construction of each facility during the development of the Empire Wind 1 Wind Farm project area within federal waters on the Outer Continental Shelf, specifically in the Bureau of Ocean Energy Management Renewable Energy Lease Area OCS-A 0512, approximately 12 nautical miles south of Long Island, NY. This action protects life, property, and the environment during construction of each facility from March 1, 2025, to February 29, 2028. When enforced, only attending vessels and vessels with authorization are permitted to enter or remain in the temporary safety zones.
Great Lakes Pilotage Advisory Committee; Vacancies
The U.S. Coast Guard is accepting applications to fill two vacancies on the Great Lakes Pilotage Advisory Committee (Committee). The Great Lakes Pilotage Advisory Committee provides advice and makes recommendations to the Secretary of Homeland Security via the Commandant of the U.S. Coast Guard on matters relating to Great Lakes pilotage, including review of proposed Great Lakes pilotage regulations and policies.
