The Coast Guard has issued a temporary deviation from the operating schedule that governs the SE 17th Street (Brooks Memorial) Bridge, across the Atlantic Intracoastal Waterway (AICW), mile 1065.9, at Fort Lauderdale, FL. The City of Fort Lauderdale requested the Coast Guard consider placing additional opening restrictions during weekday rush hour periods to assist with vehicle congestion. This deviation will test a change to the drawbridge operating schedule to determine whether a permanent change to the schedule is needed. The Coast Guard is seeking comments from the public regarding these proposed changes.

The project area lies within Federal waters on the Outer Continental Shelf, specifically in the Bureau of Ocean Energy Management Renewable Energy Lease Area OCS-A 0487, approximately 16 nautical miles south of Martha's Vineyard, MA. This action protects life, property, and the environment during construction of each facility. When a safety zone is being enforced, only attending vessels and vessels with authorization are permitted to enter or remain in the safety zone.

Our regulation for the Southern California Annual Firework Events for the San Diego Captain of the Port Zone identifies the regulated area for this event. During the enforcement period, no spectator shall anchor, block, loiter, nor impede the transit of participants or official patrol vessels in the regulated area unless cleared to do so by or through an official patrol vessel.

This rulemaking continues to limit vessel speeds near the area and prohibit vessels from being inside the RNA during construction hours unless authorized by the Captain of the Port Sector Eastern Great Lakes or a designated representative. Through this notice, the Department of Homeland Security (DHS) announces that the Secretary of Homeland Security (Secretary) is terminating the designation of Nepal for Temporary Protected Status (TPS). The designation of Nepal is set to expire on June 24, 2025. After reviewing country conditions and consulting with appropriate U.S. Government agencies, the Secretary has determined that Nepal no longer continues to meet the conditions for its designation for TPS. The Secretary therefore is terminating the TPS designation of Nepal as required by statute. This termination is effective August 5, 2025. After August 5, 2025, nationals of Nepal (and aliens having no nationality who last habitually resided in Nepal) who have been granted TPS under Nepal's designation will no longer have TPS.

This action is necessary to provide for the safety of life on these navigable waters during an annual boat docking contest. This rulemaking prohibits persons and vessels from entering the regulated area unless authorized by the Captain of the Port, Sector Virginia or a designated representative.

This final rule amends the Coast Guard's mariner credentialing regulations by correcting inadvertent errors made within the November 2024 final rule. Within the 2024 final rule, the Coast Guard unintentionally deleted two existing paragraphs from the Code of Federal Regulation (CFR) and accidently reverted language in other existing paragraphs to previous versions. This correcting amendment reverts the language and adds those paragraphs back into the CFR as they appeared before the accidental deletion, and as edited by subsequent regulatory changes. These corrections do not create, remove, or modify any obligation under these regulations.
