This SLR temporarily encompasses all navigable waters, from surface to bottom, on a pre-determined course in the northern portion of the San Diego Main Ship Channel from Shelter Island Basin, past the Embarcadero, crossing the Federal navigable channel and ending off of Coronado Island.

This notice lists communities where the addition or modification of Base Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area (SFHA) boundaries or zone designations, or the regulatory floodway (hereinafter referred to as flood hazard determinations), as shown on the Flood Insurance Rate Maps (FIRMs), and where applicable, in the supporting Flood Insurance Study (FIS) reports, prepared by the Federal Emergency Management Agency (FEMA) for each community, is appropriate because of new scientific or technical data. The FIRM, and where applicable, portions of the FIS report, have been revised to reflect these flood hazard determinations through issuance of a Letter of Map Revision (LOMR), in accordance with Federal Regulations. The currently effective community number is shown in the table below and must be used for all new policies and renewals.

The Coast Guard has periodically updated this regulation to account for changes in these marine events. Through this final rule, the current list of recurring marine events requiring special local regulations is updated with revisions, additional events, and the removal of events that no longer take place in the Fifth Coast Guard District area of responsibility. When these special local regulations are enforced, certain restrictions are placed on marine traffic in specified areas to promote safety on the water around marine events.

The survey will collect information from the public regarding applications of artificial intelligence (AI), including facial recognition. DHS has already used or piloted AI-based technologies in several of its key functions, including customs and border protection, transportation security, and investigations. However, AI in general and facial recognition in particular are not without public controversy, including concerns about bias, security, and privacy. Therefore, understanding how the public perceives these technologies, and then designing and deploying them in a manner responsive to the public's concerns, is critical in gaining public support for DHS's use of these technologies.

The District Bridge Manager has determined that the waterway at mile 30.7, is an Advance Approved Waterway per the regulation. The railroad bridge at mile, 30.7 is being converted to a fixed bridge and the highway bridge at mile, 37.8 was removed from the waterway. The drawbridge operating regulation for the Ogeechee River is no longer applicable or necessary.

In accordance with the Privacy Act of 1974, the U.S. Department of Homeland Security (DHS) proposes to modify and reissue the current DHS system of records notice titled, ``DHS/Office of the Citizenship and Immigration Services Ombudsman (CISOMB)-001 Virtual Ombudsman System'' and rename it as, ``DHS/CISOMB-001 Case Assistance Analytics and Data Integration (CAADI) System.'' This system of records enables the DHS Office of the Citizenship and Immigration Services Ombudsman (CIS Ombudsman) to perform its statutory mission, which is to: (1) Assist individuals and employers who are experiencing difficulty resolving immigration benefit-related matters with U.S. Citizenship and Immigration Services (USCIS); (2) identify systemic problems and challenges with the delivery of immigration benefits; and (3) propose changes in the administrative practices of USCIS to mitigate those problems and challenges. This updated system will be included in the DHS inventory of records systems.

The first safety zone will be a 100-yard radius around any vessel, barge, or dredging equipment engaged in dredging operations. The safety zones are necessary to protect persons and vessels from hazards associated with dredging, drilling, and blasting operations for overall widening of the uppermost turning basin of the Piscataqua River.
