Special Local Regulation: Fort Lauderdale Air Show; Atlantic Ocean, Fort Lauderdale, FL
The Coast Guard will enforce a special local regulation on May 7, 8, and 9, 2021, from 9:00 a.m. to 6:00 p.m. each day to provide for the safety of life on certain navigable waters during the Fort Lauderdale Air Show. During the enforcement period, all non-participant persons and vessels will be prohibited from entering, transiting, anchoring in, or remaining within the regulated area unless authorized by the Captain of the Port Miami or a designated representative. The operator of any vessel in the regulated area must comply with instructions from the Coast Guard or designated representative.

Safety Zone; San Diego Bay, San Diego, CA
The Coast Guard is establishing a temporary safety zone for all navigable waters within a 100-yard radius of the USS BONHOMME RICHARD while being towed through San Diego Bay, San Diego, CA. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards associated with the dead ship tow of the USS BONHOMME RICHARD as it is transiting from Pier 2 Naval Base San Diego to the San Diego Bay Channel Entrance. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port San Diego.
DHS Data Privacy and Integrity Advisory Committee
The DHS Data Privacy and Integrity Advisory Committee will meet on Friday, May 14, 2021, via virtual conference. The meeting will be open to the public.
Suspension of Community Eligibility
This rule identifies communities where the sale of flood insurance has been authorized under the National Flood Insurance Program (NFIP) that are scheduled for suspension on the effective dates listed within this rule because of noncompliance with the floodplain management requirements of the program. If the Federal Emergency Management Agency (FEMA) receives documentation that the community has adopted the required floodplain management measures prior to the effective suspension date given in this rule, the suspension will not occur. Information identifying the current participation status of a community can be obtained from FEMA's CSB available at www.fema.gov/ flood-insurance/work-with-nfip/community-status-book. Please note that per Revisions to Publication Requirements for Community Eligibility Status Information Under the National Flood Insurance Program, notices such as this one for scheduled suspension will no longer be published in the Federal Register as of June 2021 but will be available at National Flood Insurance Community Status and Public Notification [bond] FEMA.gov. Individuals without internet access will be able to contact their local floodplain management official and/or State NFIP Coordinating Office directly for assistance.
Drawbridge Operation Regulation; River Rouge, Detroit, MI
The Coast Guard is modifying the operating schedule that governs the National Steel Corporation Railroad Bridge, mile 0.40, the Delray Connecting Railroad Bridge, mile 0.34, and the Delray Connecting Railroad Bridge, mile 0.80, over the River Rouge. Delray Connecting Railroad Company, the owner and operator of these three bridges, has requested to stop continual drawtender service and to operate the two bridges only while trains are crossing the bridge, leaving them in the open position at all other times, while the third bridge would open upon signal if a 4-hour advance notice is received.
Regulated Navigation Area; Biscayne Bay Causeway Island Slip, Miami Beach, FL
The Coast Guard is proposing to establish a Regulated Navigation Area over certain navigable waters of the Biscayne Bay Causeway Island Slip, immediately west of the Coast Guard Base Miami Beach, Miami Beach, FL. This action is necessary to provide for the safety of life and federal property on this navigable water. This proposed rulemaking would require all persons and vessels to transit the Regulated Navigation Area at a speed that creates minimum wake, seven miles per hour or less, to safeguard damage to Coast Guard assets, disrupting operations, and/or injuring Coast Guard personnel. Additionally, this proposed rulemaking would prohibit vessels from passing other vessels making way within the regulated area. We invite your comments on this proposed rulemaking.
Assistance to Firefighters Grant Program
Pursuant to the Federal Fire Prevention and Control Act of 1974, as amended, the Administrator of FEMA is publishing this notice describing the fiscal year (FY) 2020 Assistance to Firefighters Grant (AFG) Program application process, deadlines, and award selection criteria. This notice explains the differences, if any, between these guidelines and those recommended by representatives of the national fire service leadership during the annual meeting of the Criteria Development Panel, which was held December 11, 2019. The application period for the FY 2020 AFG Program was January 4, 2021 through February 12, 2021, and was announced on the AFG website at: https:// www.fema.gov/ grants/preparedness/firefighters, as well as at www.grants.gov.
Security Zone: Electric Boat Shipyard, Groton, CT
The Coast Guard is proposing to modify the security zone boundaries surrounding the Electric Boat Shipyard in Groton, Connecticut. The proposed amendment to the Security Zone is due to the expanding operations at Electric Boat Shipyard. We invite your comments on this proposed rulemaking.
Special Local Regulations; Mystic Sharkfest Swim, Mystic River, Mystic, CT
The Coast Guard is proposing to issue special local regulations for an annual Mystic Sharkfest Swim event on the Mystic River. This proposed rule is intended to ensure the protection of the maritime public and event participants from the hazards associated with this marine event. When enforced, these special local regulations would restrict vessels from transiting the regulated area during this annually recurring events. We invite your comments on this proposed rulemaking.
Intent To Request Extension From OMB of One Current Public Collection of Information: TSA Customer Comment Card
The Transportation Security Administration (TSA) invites public comment on one currently approved Information Collection Request (ICR), Office of Management and Budget (OMB) control number 1652-0030 abstracted below that we will submit to OMB for an extension in compliance with the Paperwork Reduction Act (PRA). The ICR describes the nature of the information collection and its expected burden. This collection allows customers to provide feedback to TSA about their experiences with TSA's processes and procedures, to request information or request assistance at the TSA checkpoint, and to report security threats and vulnerabilities.
Port Access Route Study: Northern New York Bight
The Coast Guard is seeking additional information related to the notice of study that was published on June 29, 2020, regarding the Northern New York Bight Port Access Route Study (NNYBPARS). Following a review of the comments and materials received, we identified several areas of additional inquiry related to the study. We invite your comments and responses to the proposed questions and information requests.

Comments are requested on proposed flood hazard determinations, which may include additions or modifications of any Base Flood Elevation (BFE), base flood depth, Special Flood Hazard Area (SFHA) boundary or zone designation, or regulatory floodway on the Flood Insurance Rate Maps (FIRMs), and where applicable, in the supporting Flood Insurance Study (FIS) reports for the communities listed in the table below. The purpose of this notice is to seek general information and comment regarding the preliminary FIRM, and where applicable, the FIS report that the Federal Emergency Management Agency (FEMA) has provided to the affected communities. The FIRM and FIS report are the basis of the floodplain management measures that the community is required either to adopt or to show evidence of having in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP). In addition, the FIRM and FIS report, once effective, will be used by insurance agents and others to calculate appropriate flood insurance premium rates for new buildings and the contents of those buildings.

The Federal Emergency Management Agency (FEMA), as part of its continuing effort to reduce paperwork and respondent burden, invites the general public to take this opportunity to comment on an extension, without change, of a currently approved information collection. In accordance with the Paperwork Reduction Act of 1995, this notice seeks comments concerning Disaster Assistance Registration and COVID-19 Funeral Assistance Registration.
Information Collection Request to Office of Management and Budget; OMB Control Number: 1625-0018
In compliance with the Paperwork Reduction Act of 1995, the U.S. Coast Guard intends to submit an Information Collection Request (ICR) to the Office of Management and Budget (OMB), Office of Information and Regulatory Affairs (OIRA), requesting an extension of its approval for the following collection of information: 1625-0018, Official Logbook; without change. Our ICR describes the information we seek to collect from the public. Before submitting this ICR to OIRA, the Coast Guard is inviting comments as described below.
Security Zone; San Juan, Puerto Rico
The Coast Guard is revising an existing, moving security zone for the Port of San Juan, San Juan, Puerto Rico. The revision expands the existing moving security zone to a 200-yard radius around all cruise ships entering, departing, or anchored in the Port of San Juan. While the cruise ships are moored at the Port of San Juan, the security zone remains a 50-yard radius around the cruise ships. This action continues to prohibit persons and vessels from entering, anchoring, mooring or transiting in the security zone, unless authorized by the Coast Guard Captain of the Port of San Juan or a designated representative. This action is necessary to better meet the safety and security needs of the Port of San Juan.
Drawbridge Operation Regulation; Fox River, Oshkosh, WI
The Coast Guard proposes to authorize the Canadian National Railroad Bridge, mile 55.72, across the Fox River to operate remotely. The request was made by the bridge owner. This proposed rule will re- establish remote operations of the bridge and will not change the operating schedule of the bridge.
Drawbridge Operation Regulation; Okeechobee Waterway, Indiantown, FL
The Coast Guard proposes to modify the operating schedule that governs the Seaboard System Railroad Bridge, across the Okeechobee Waterway, mile 28.2, at Indiantown, Florida. This proposed change would allow the swing bridge to be remotely operated, change the start and end times for advance notification for an opening during the overnight hours and update the name of the bridge. The Coast Guard is seeking comments from the public regarding the proposed changes.
Drawbridge Operation Regulation; Indian Creek, Miami Beach, FL
The Coast Guard proposes to modify the operating schedule that governs the 63rd Street Bridge, across Indian Creek, mile 4.0, at Miami Beach, Florida. A request was made to place the drawbridge on a weekend operating schedule to alleviate vehicle congestion due to on-demand bridge openings. This proposed change would place the bridge on an operating schedule during the weekend at specified times. The Coast Guard is seeking comments from the public regarding this proposed change.

Request for Applicants for Appointment to the Aviation Security Advisory Committee
The Transportation Security Administration (TSA) is requesting applications from individuals who are interested in being appointed to serve on the Aviation Security Advisory Committee (ASAC). All applicants must represent one of the constituencies specified below in order to be eligible for appointment. ASAC's mission is to provide advice and recommendations to the TSA Administrator on improving aviation security matters, including developing, refining, and implementing policies, programs, rulemaking, and security directives pertaining to aviation security, while adhering to sensitive security guidelines.
