FEMA will submit the information collection abstracted below to the Office of Management and Budget (OMB) for review and clearance in accordance with the requirements of the Paperwork Reduction Act of 1995. In accordance with the Privacy Act of 1974, the U.S. Department of Homeland Security (DHS) proposes to establish a new DHS system of records titled, ``DHS/Cybersecurity and Infrastructure Security Agency (CISA)-005 Administrative Subpoenas for Cybersecurity Vulnerability Identification and Notification System of Records.'' This system of records allows DHS/CISA (``Agency'') to receive and collect customer or subscriber contact information from electronic communications service providers to identify and notify entities at risk of security vulnerabilities relating to critical infrastructure information systems and devices. This newly established system will be included in DHS's inventory of record systems.
Security Zone; Christina River, Newport, DE

The Coast Guard is proposing to establish a security zone for the protection of Very Important Persons (VIPs) as they transit by vehicle on the route 141 bridge over the Christina River near Newport, Delaware. The security zone will be enforced intermittently and only during times of a protected VIP transit over the bridge and will restrict vessel traffic while the zone is being enforced. This proposed rulemaking would prohibit persons and vessels from entering or remaining within the security zone unless authorized by the Captain of the Port Delaware Bay or a designated representative. We invite your comments on this proposed rulemaking.
