The Coast Guard is establishing a temporary safety zone for certain waters of Lake Erie. This safety zone is intended to restrict vessels from a portion of Lake Erie during the 28th Annual Lake Erie Open Water Swim. This temporary safety zone is necessary to protect swimmers from vessels operating in the area. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Buffalo.

In accordance with the Privacy Act of 1974, the Department of Homeland Security is modifying and reissuing a current Department of Homeland Security system of records titled, ``Department of Homeland Security/United States Coast Guard-029 Notice of Arrival and Departure System of Records.'' This system of records notice was previously re- issued in the Federal Register on November 27, 2015. The Department is providing a further update based on comments received in response to the November 2015 update. This system of records allows the United States Coast Guard (Coast Guard) to facilitate the effective and efficient entry and departure of vessels into and from the United States, and assist with assigning priorities for complying with maritime safety and security regulations. As part of the Department's ongoing effort to promote transparency regarding its collection of information, the Coast Guard is updating its November 2015 system of records notice to explain its changes to the routine uses. Additional updates to this notice were explained in the November 2015 update. Further, this notice includes non-substantive changes to simplify the formatting and text of the previously published notice. The Coast Guard has re-issued this systems of records notice in its entirety for clarity and transparency. The Coast Guard also issued a Notice of Proposed Rulemaking (NPRM) to clarify the exemptions for this system at 80 FR 74018 (Nov. 27, 2015). Concurrently with this modified system of records notice, the Coast Guard has issued a Final Rule. Responses from the Coast Guard to comments to the NPRM for this system may be found in the Final Rule elsewhere in this issue of the Federal Register. This modified system will be included in the Department of Homeland Security's inventory of record systems.

The Department of Homeland Security (DHS), Science & Technology (S&T) Directorate invites the general public to comment on the DHS S&T Industry Outreach Information data collection forms for the Public-Private Partnerships (P3) who resides within the Research and Development Partnerships Group (RDP). S&T/RPD/P3 is responsible for coordinating the collection of Industry Information,. This authority charges the P3 Office with the collection of relevant information of companies, including their contact and product information. Any and all information provided by companies is completely voluntary; companies are not required to submit any requested information. The DHS/S&T/RDP/P3 invites interested persons to comment on the following form and instructions for the S&T/RDP/PPP: DHS S&T Industry Outreach Information Form. Interested persons may receive a copy of the Forms by contacting the DHS S&T PRA Coordinator. This notice and request for comments is required by the Paperwork Reduction Act of 1995.

As a result of a biennial review of this system, the Department of Homeland Security/Federal Emergency Management Agency is updating this system of records notice to update the system location, remove the use of the term vendors for clarity as it is interchangeable with contractors in this instance, and replace the use of the term National Processing Service Center (NPSC) with the new term Regional Service Center (RSC). Additionally, this notice includes non-substantive changes to simplify the formatting and text of the previously published notice. This modified system will be included in the Department of Homeland Security's inventory of record systems.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the US40-322 (Albany Avenue) Bridge which carries US 40 and US 322 across the NJICW (Inside Thorofare), mile 70.0, at Atlantic City, NJ. The deviation is necessary to facilitate the 7th Annual Atlantic City Triathlon. This deviation allows the bridge to remain in the closed-to-navigation position.

The U.S. Coast Guard is asking NOSAC to help the agency identify existing regulations, guidance, and collections of information (that fall within the scope of the Committee's charter) for possible repeal, replacement, or modification. This tasking is in response to the issuance of Executive Orders 13771, ``Reducing Regulation and Controlling Regulatory Costs; 13777, ``Enforcing the Regulatory Reform Agenda;'' and 13783, ``Promoting Energy Independence and Economic Growth.'' The full Committee is scheduled to meet by teleconference on August 3, 2017, to discuss this tasking. This teleconference will be open to the public. The U.S. Coast Guard will consider NOSAC recommendations as part of the process of identifying regulations, guidance, and collections of information to be repealed, replaced, or modified pursuant to the three Executive Orders discussed above.

This tasking is in response to the issuance of Executive Orders 13771, ``Reducing Regulation and Controlling Regulatory Costs; 13777, ``Enforcing the Regulatory Reform Agenda;'' and 13783, ``Promoting Energy Independence and Economic Growth.'' The full Committee is scheduled to meet by teleconference on August 9, 2015, to discuss this tasking. This teleconference will be open to the public. The U.S. Coast Guard will consider MEDMAC recommendations as part of the process of identifying regulations, guidance, and collections of information to be repealed, replaced, or modified pursuant to the three Executive Orders discussed above.

The Coast Guard is establishing a temporary safety zone within Milwaukee Harbor in Milwaukee, Wisconsin. This safety zone is intended to restrict vessels from certain portions of Milwaukee Harbor due to an air and water show. This temporary safety zone is necessary to protect the surrounding public and vessels from the hazards associated with the air and water show.

The Coast Guard is establishing a temporary safety zone in the Captain of the Port, Sault Sainte Marie zone. This safety zone is intended to restrict vessels from certain portions of Lake Huron during firework displays in East Moran Bay. This temporary safety zone is necessary to protect spectators and vessels from the potential hazards associated with the fallout from the aerial displays.

The Coast Guard will enforce the safety zone for the Miesfeld's Lakeshore Weekend fireworks display on Lake Michigan and Sheboygan Harbor, Wisconsin in the vicinity of the south pier, from 9 p.m. through 10 p.m. on July 28, 2017. This action is necessary and intended to ensure safety of life on navigable waters immediately prior to, during, and after the fireworks display. During the enforcement period, entry into, transiting, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port Lake Michigan or a designated on-scene representative.

The Coast Guard is establishing a temporary safety zone on the Oswego River, Oswego, NY. This safety zone is intended to restrict vessels from portions of the Oswego River during the Oswego County Paddlefest on July 22, 2017. This temporary safety zone is necessary to protect mariners and vessels from the navigational hazards associated with a large scale paddle event. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Buffalo.

The Coast Guard will enforce a special local regulation during the Wheeling Dragon Boat Race on the Ohio River, from miles 90.4 to 91.5, for all navigable waters of the river. This regulation is needed to protect vessels transiting the area and event spectators from the hazards associated with the Wheeling Dragon Boat Race. During the enforcement period, entry into, transiting, or anchoring in the regulated area is prohibited to all vessels not registered with the sponsor as participants or official patrol vessels, unless specifically authorized by the Captain of the Port Marine Safety Unit Pittsburgh (COTP) or a designated representative.

The Coast Guard is establishing a temporary safety zone for navigable waters of Lake Erie at North Coast Harbor, Cleveland, OH during the Cleveland Triathlon swim event on July 23, 2017. This temporary safety zone is necessary to protect personnel, vessels, and the marine environment from the navigational hazards associated with the large scale swimming event. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Buffalo.

The Coast Guard announces the availability of draft Navigation and Inspection Circular (NVIC) 05-17; Guidelines for Addressing Cyber Risks at Maritime Transportation Security Act (MTSA) Regulated Facilities, and requests public comment on the draft. This NVIC proposes to clarify the existing requirements under MTSA to incorporate analysis of computer and cyber risks and guidance for addressing those risks. This NVIC would provide guidance on incorporating cybersecurity risks into an effective Facility Security Assessment (FSA), as well as additional recommendations for policies and procedures that may reduce cyber risk to operators of maritime facilities. Operators may use this document as a benchmark to develop and implement measures and activities for effective self-governance of cyber risks.

The Coast Guard will enforce the special local regulation for the annual Bayview Mackinac Race, from 10 a.m. to noon on July 22, 2017. This special local regulation is necessary to safely control vessel movements in the vicinity of the race and provide for the safety of the general boating public and commercial shipping. During this period, no person or vessel may enter the regulated area without the permission of the Coast Guard Patrol Commander (PATCOM).

The Coast Guard is establishing a temporary safety zone on the Main Branch of the Chicago River, Chicago, IL. This action is necessary and intended to ensure safety of life on the navigable waters of the United States immediately prior to, during, and after a bridge based pyrotechnics display. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Lake Michigan.

The Coast Guard is establishing a special local regulation in the Coast Guard Captain of the Port Columbia River Zone for recurring marine events. During the recurring events, these regulated areas would be activated and would restrict vessels from portions of the waterway. These events were previously published as safety zones, temporary safety zones or individual regulated areas and have been revised and consolidated into a single as special local regulation in order to expedite public notification of events and ensure the protection of the maritime public from hazards associated with the annual events.

The Coast Guard has issued a temporary deviation from the operating schedule that governs Seattle Department of Transportation's (SDOT) Fremont Bridge, across the Lake Washington Ship Canal, mile 2.6, at Seattle, WA. The deviation is necessary to accommodate heavy pedestrian crossing the bridge during the Lake Union 10K Run event. This deviation allows the bridge to remain in the closed-to-navigation position and need not open to maritime traffic.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the Hawthorne Bridge, mile 13.1, crossing the Willamette River at Portland, OR. This deviation is necessary to accommodate the Oregon Brewers' Parade event. The deviation allows the bridge to remain in the closed-to-navigation position to allow safe roadway movement of event participants.

This interim rule establishes a security zone encompassing certain waters of the Potomac River. This action is necessary to prevent waterside threats and incidents immediately before, during and after events held at the Trump National Golf Club at Potomac Falls, VA. This rule prohibits vessels and people from entering the security zone and requires vessels and persons in the security zone to depart the security zone, unless specifically exempt under the provisions in this rule or granted specific permission from the Coast Guard Captain of the Port Maryland-National Capital Region or designated representative. The regulation will enhance the safety and security of persons and property, while minimizing, to the extent possible, the impact on commerce and legitimate waterway use. This document provides notice that U.S. Customs and Border Protection (``CBP'') has issued a final determination concerning the country of origin of a digital radiography system, (also commonly referred to as an x-ray system), known as the Carestream DRX-Ascend Digital Radiography system. Based upon the facts presented for purposes of U.S. Government procurement, CBP has concluded that the United States is the country of origin of the fully assembled and installed DRX-Ascend Digital Radiography system.

This action is necessary and intended to ensure safety of life on the navigable waters of the United States immediately prior to, during, and after a high speed competition involving personal water craft. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Lake Michigan.
