If the Federal Emergency Management Agency (FEMA) receives documentation that the community has adopted the required floodplain management measures prior to the effective suspension date given in this rule, the suspension will not occur and a notice of this will be provided by publication in the Federal Register on a subsequent date. Also, information identifying the current participation status of a community can be obtained from FEMA's Community Status Book (CSB). The CSB is available at https:// www.fema.gov/fema/csb.shtm.

On December 19, 2014, all Federal award-making agencies, including the Department of Homeland Security (DHS) and its component, the Federal Emergency Management Agency (FEMA), published a joint interim final rule implementing the Office of Management and Budget (OMB)'s Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. DHS and FEMA now adopt, with one change, the interim final rule as final. The change restores language in the FEMA State and Tribal mitigation planning regulations that was inadvertently removed by the interim final rule.

The Department of Homeland Security (DHS) is once again seeking nominations and expressions of interest for membership on the Project 25 Compliance Assessment Program Advisory Panel (P25 CAP AP). DHS is providing the public with additional time to submit nominations because it wants to ensure that it has a broad and qualified pool of candidates to select from for the benefit of the program and its stakeholders. DHS previously made this request through the Federal Register (Docket No. DHS-2015-0041). DHS understands that the previous notice may have provided insufficient time for some to obtain the necessary components for a qualifying nomination package. The activities of the P25 CAP AP are expected to commence in fall 2015. P25 is a standard which enables interoperability among digital two- way land mobile radio communications products created by and for public safety professionals. P25 CAP is a formal, independent process, created by DHS and operated in collaboration with the National Institute of Standards and Technology (NIST), for ensuring that communications equipment that is declared by the supplier to be P25 compliant, in fact, is tested against the standards with publicly published results. The P25 CAP AP would provide a resource by which DHS could gain insight into the collective interest of organizations that procure P25- compliant equipment and a resource in DHS's continuing to establish the policies of the P25 CAP along with assisting the DHS Office for Interoperability and Compatibility (OIC) in the administration of the Program.

The DHS Science and Technology Directorate (DHS S&T) Research and Development Partnerships (RDP) Group Office of National Labs (ONL) is seeking individuals and entities with unique ideas and concepts to jump start the development of an innovation ecosystem focused on Bio/Agro Security. Innovation ecosystems typically consist of the people, institutions, policies and resources that promote the translation of new ideas into products, processes and services. This innovation ecosystem will support one of DHS's major infrastructure investments: The National Bio and Agro-Defense Facility (NBAF). This prize competition seeks novel approaches to build one or more pieces of the innovation ecosystem. The novel approach will result in enhancement to innovation, collaboration, training, and talent, therefore enhancing the NBAF mission. Cash prize(s) awarded from this competition are intended to fund a portion of the operating budget for the idea(s) and associated business plan(s) that provides the best solution to build one or more pieces of an innovation ecosystem that aligns to the needs of the NBAF mission. On August 19, 2015, FEMA published in the Federal Register a final flood hazard determination notice that contained an erroneous table. This notice provides corrections to that table, to be used in lieu of the information published at 80 FR 50316. The table provided here represents the final flood hazard determinations and communities affected for Norman County, Minnesota, and Incorporated Areas. Flood hazard determinations, which may include additions or modifications of Base Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area (SFHA) boundaries or zone designations, or regulatory floodways on the Flood Insurance Rate Maps (FIRMs) and where applicable, in the supporting Flood Insurance Study (FIS) reports have been made final for the communities listed in the table below. The FIRM and FIS report are the basis of the floodplain management measures that a community is required either to adopt or to show evidence of having in effect in order to qualify or remain qualified for participation in the Federal Emergency Management Agency's (FEMA's) National Flood Insurance Program (NFIP). In addition, the FIRM and FIS report are used by insurance agents and others to calculate appropriate flood insurance premium rates for buildings and the contents of those buildings.
