The Federal Emergency Management Agency (FEMA) is accepting comments on Recovery Policy Stafford Act Section 705, Disaster Grant Closeout Procedures.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the Tower Drawbridge across the Sacramento River, mile 59.0 at Sacramento, CA. The deviation is necessary to allow the community to participate in the 5K Walk to Defeat ALS. This deviation allows the bridge to remain in the closed- to-navigation position during the deviation period.

Comments are requested on proposed flood hazard determinations, which may include additions or modifications of any Base Flood Elevation (BFE), base flood depth, Special Flood Hazard Area (SFHA) boundary or zone designation, or regulatory floodway on the Flood Insurance Rate Maps (FIRMs), and where applicable, in the supporting Flood Insurance Study (FIS) reports for the communities listed in the table below. The purpose of this notice is to seek general information and comment regarding the preliminary FIRM, and where applicable, the FIS report that the Federal Emergency Management Agency (FEMA) has provided to the affected communities. The FIRM and FIS report are the basis of the floodplain management measures that the community is required either to adopt or to show evidence of having in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP). In addition, the FIRM and FIS report, once effective, will be used by insurance agents and others to calculate appropriate flood insurance premium rates for new buildings and the contents of those buildings.

This notice lists communities where the addition or modification of Base Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area (SFHA) boundaries or zone designations, or the regulatory floodway (hereinafter referred to as flood hazard determinations), as shown on the Flood Insurance Rate Maps (FIRMs), and where applicable, in the supporting Flood Insurance Study (FIS) reports, prepared by the Federal Emergency Management Agency (FEMA) for each community, is appropriate because of new scientific or technical data. The FIRM, and where applicable, portions of the FIS report, have been revised to reflect these flood hazard determinations through issuance of a Letter of Map Revision (LOMR), in accordance with Title 44, Part 65 of the Code of Federal Regulations (44 CFR part 65). The LOMR will be used by insurance agents and others to calculate appropriate flood insurance premium rates for new buildings and the contents of those buildings. For rating purposes, the currently effective community number is shown in the table below and must be used for all new policies and renewals.

Notice is hereby given, pursuant to CBP regulations, that Camin Cargo Control, Inc., has been approved to gauge and accredited to test petroleum and certain petroleum products for customs purposes for the next three years as of August 27, 2014.

The Department of Homeland Security (DHS) is once again seeking nominations and expressions of interest for membership on the Project 25 Compliance Assessment Program Advisory Panel (P25 CAP AP). DHS is providing the public with additional time to submit nominations because it wants to ensure that it has a broad and qualified pool of candidates to select from for the benefit of the program and its stakeholders. DHS previously made this request through the Federal Register (Docket No. DHS-2015-0041). DHS understands that the previous notice may have provided insufficient time for some to obtain the necessary components for a qualifying nomination package. The activities of the P25 CAP AP are expected to commence in fall 2015. P25 is a standard which enables interoperability among digital two- way land mobile radio communications products created by and for public safety professionals. P25 CAP is a formal, independent process, created by DHS and operated in collaboration with the National Institute of Standards and Technology (NIST), for ensuring that communications equipment that is declared by the supplier to be P25 compliant, in fact, is tested against the standards with publicly published results. The P25 CAP AP would provide a resource by which DHS could gain insight into the collective interest of organizations that procure P25- compliant equipment and a resource in DHS's continuing to establish the policies of the P25 CAP along with assisting the DHS Office for Interoperability and Compatibility (OIC) in the administration of the Program.

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to update and reissue a current Department of Homeland Security system of records titled ``Department of Homeland Security/ALL-008 Accounts Receivable System of Records.'' This system allows the Department of Homeland Security to collect and maintain payment records. As a result of a biennial review of this system, the Department of Homeland Security is updating this system of records notice to reflect an updated category of records, an additional system location, an updated routine use, and an updated retention schedule. Additionally, this notice includes non-substantive changes to simplify the formatting and text of the previously published notice.

The Department of Homeland Security (DHS) gives notice of the availability of the ``National Bio and Agro-Defense Facility Think and Do Challenge'' ideation prize competition and rules. The DHS Science and Technology Directorate (DHS S&T) Research and Development Partnerships (RDP) Group Office of National Labs (ONL) is seeking individuals and entities with unique ideas and concepts to jump start the development of an innovation ecosystem focused on Bio/Agro Security. Innovation ecosystems typically consist of the people, institutions, policies and resources that promote the translation of new ideas into products, processes and services. This innovation ecosystem will support one of DHS's major infrastructure investments: The National Bio and Agro-Defense Facility (NBAF). This prize competition seeks novel approaches to build one or more pieces of the innovation ecosystem. The novel approach will result in enhancement to innovation, collaboration, training, and talent, therefore enhancing the NBAF mission. Cash prize(s) awarded from this competition are intended to fund a portion of the operating budget for the idea(s) and associated business plan(s) that provides the best solution to build one or more pieces of an innovation ecosystem that aligns to the needs of the NBAF mission. The total cash prize payout for this competition is up to $100,000 (USD) with at least one cash prize of $15,000 (USD) and no award will be less than $15,000 (USD). The Coast Guard has extended and modified a temporary deviation from the operating schedule that governs the Hood Canal Floating Drawbridge across Hood Canal (Admiralty Inlet), mile 5.0, near Port Gamble, WA. The temporary deviation is now effective until 7 p.m. on October 19, 2015 and allows the bridge to open the draw span half- way, 300 feet; as opposed to all the way, which is 600 feet, with at least one hour's notice and only at or near slack tide.

The purpose of this notice is to inform the public that the Coast Guard has recertified the Cook Inlet Regional Citizen's Advisory Council (CIRCAC) as an alternative voluntary advisory group for Cook Inlet, Alaska. This certification allows the CIRCAC to monitor the activities of terminal facilities and crude oil tankers under the Cook Inlet Program established by statute.

The Coast Guard is temporarily changing the enforcement periods of special local regulations for a recurring marine event in the Fifth Coast Guard District. These regulations apply to the Ocean City Maryland Offshore Grand Prix, a recurring marine event, which will take place this year on October 3-4, 2015. Special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic in a portion of the North Atlantic Ocean near Ocean City, MD, during the event.

Based upon the facts presented, CBP has concluded that the country of origin of the analytical-grade acetonitrile is the country of origin of the crude acetonitrile for purposes of U.S. Government procurement.

This document provides notice that U.S. Customs and Border Protection (``CBP'') has issued a final determination concerning the country of origin of certain solar modules manufactured by Hanwha USA. Based upon the facts presented, CBP has concluded that the country of origin of the solar modules is Malaysia when Malaysian solar cells are used or Korea when Korean solar cells are used for purposes of U.S. Government procurement.

The Department of Homeland Security (DHS), U.S. Citizenship and Immigration (USCIS) invites the general public and other Federal agencies to comment upon this proposed extension of a currently approved collection of information. In accordance with the Paperwork Reduction Act (PRA) of 1995, the information collection notice is published in the Federal Register to obtain comments regarding the nature of the information collection, the categories of respondents, the estimated burden (i.e. the time, effort, and resources used by the respondents to respond), the estimated cost to the respondent, and the actual information collection instruments.

The Coast Guard is establishing security zones in the waters of the Delaware River and Schuylkill River in Philadelphia, PA. These zones are intended to restrict vessels from portions of the Delaware River and Schuylkill River during the 2015 Papal visit on September 26, 2015, and September 27, 2015. During the enforcement period, no unauthorized vessels or people will be permitted to enter or move within the security zones without permission from the Captain of the Port or his designated representative. This security zone is necessary to provide security for Pope Francis.
