Safety Zones; Fireworks Events in Captain of the Port New York Zone
The Coast Guard will enforce various safety zones within the Captain of the Port New York Zone on the specified dates and times. This action is necessary to ensure the safety of vessels and spectators from hazards associated with fireworks displays. During the enforcement period, no person or vessel may enter the safety zones without permission of the Captain of the Port (COTP).
Safety Zone; Black River Kayak-a-thon; Black River, Lorain, OH
The Coast Guard is establishing a temporary safety zone on Black River, Lorain, OH. This safety zone is intended to restrict vessels from a portion of the Black River during the Black River Kayak- a-thon. This temporary safety zone is necessary to protect participants and mariners from the navigational hazards associated with a paddle sport regatta.
Regattas and Marine Parades; Great Lakes Annual Marine Events
The Coast Guard will enforce various special local regulations for annual regattas and marine parades in the Captain of the Port Detroit zone from 9 a.m. on June 26, 2015 through 7 p.m. on August 23, 2015. Enforcement of these regulations is necessary and intended to ensure safety of life on the navigable waters immediately prior to, during, and immediately after these regattas or marine parades. During the aforementioned period, the Coast Guard will enforce restrictions upon, and control movement of, vessels in a specified area immediately prior to, during, and immediately after regattas or marine parades.
Special Local Regulations, Recurring Marine Events in Captain of the Port Long Island Sound Zone
The Coast Guard proposes to add, delete, and modify special local regulations for annual marine events in the Sector Long Island Sound Captain of the Port (COTP) Zone. When enforced, these regulated areas would restrict vessels from portions of water areas during certain annually recurring events. The proposed special local regulations are intended to expedite public notification and ensure the protection of the maritime public and event participants from the hazards associated with certain maritime events. Comments and related material must be received by the Coast Guard on or before July 23, 2015. Requests for public meetings must be received by the Coast Guard on or before July 14, 2015. Suspension of Community Eligibility
This rule identifies communities where the sale of flood insurance has been authorized under the National Flood Insurance Program (NFIP) that are scheduled for suspension on the effective dates listed within this rule because of noncompliance with the floodplain management requirements of the program. If the Federal Emergency Management Agency (FEMA) receives documentation that the community has adopted the required floodplain management measures prior to the effective suspension date given in this rule, the suspension will not occur and a notice of this will be provided by publication in the Federal Register on a subsequent date. Also, information identifying the current participation status of a community can be obtained from FEMA's Community Status Book (CSB). The CSB is available at https:// www.fema.gov/fema/csb.shtm.
