In accordance with Section 743 of Division C of the Consolidated Appropriations Act of 2010 (Pub. L. 111-117), the Department of Homeland Security (DHS) is publishing this notice to advise the public of the availability of the FY 2014 Service Contract inventory. This inventory provides information on service contract actions over $25,000 that were awarded in FY 2014. The information is organized by function to show how contracted resources are distributed throughout the agency. DHS developed the inventory following the guidance issued on November 5, 2010 and December 19, 2011 by Office of Management and Budget's Office of Federal Procurement Policy (OFPP). This guidance is available at https://www.whitehouse.gov/omb/ procurement-service-contract-inventories. Additionally, beginning with the FY 2014 inventory, agency inventories must include information collected from contractors on the amount invoiced and the direct labor hours expended on covered service contracts. The new requirement was published in the Federal Register on December 31, 2013 and is available at https://www.federalregister.gov/articles/2013/12/31/2013-3114 8/ federal-acquisition-regulation-service-contracts-reporting- requirements. The Coast Guard is changing the operating schedule that governs the U.S. 101 highway drawbridge also known as Bullard's Drawbridge, near Bandon, Oregon. The change will allow the drawbridge to permanently remain in the closed-to-navigation position, no longer opening for vessel traffic. While there is vessel traffic on this waterway, no one has requested a drawbridge opening since 1998. Oregon Department of Transportation (ODOT) owns the bridge and requested to update the operating schedule accordingly.

The Coast Guard is issuing a final rule that revises the list of special local regulations and safety zones established for recurring marine events and fireworks displays that take place within the Fifth Coast Guard District area of responsibility. Under this rule, the list of recurring marine events requiring special local regulations or safety zones is updated with revisions, additional events, and removal of events that no longer take place in the Fifth Coast Guard District. When these regulations are enforced, certain restrictions are placed on marine traffic in specified areas. This rulemaking project promotes efficiency by eliminating the need to produce a separate rule for each individual recurring event, and serves to provide notice of the known recurring events requiring a special local regulation or safety zone throughout the year.

The proposed rule would not affect the license to operate of any existing deepwater port, nor would it result in the licensing of any new deepwater port. Cooperative Research and Development Agreement: Unmanned Aircraft System Demonstration for Support of Coast Guard Missions in the Arctic

The Coast Guard announces its intent to enter into a Cooperative Research and Development Agreement (CRADA) with Conoco Phillips Company (COP) to evaluate unmanned aircraft system (UAS) capabilities, benefits, risks and technical limitations of operating UAS from land and/or off a Coast Guard Cutter in a maritime environment. The Coast Guard will conduct flight testing and evaluation of UASs under a wide variety of simulated but realistic and relevant real-world maritime operational scenarios, such as ice operations, marine environmental monitoring, marine safety, search and rescue, and potentially other Coast Guard mission sets. While the Coast Guard is currently considering partnering with COP, the agency solicits public comment on the possible nature of and participation of other parties in the proposed CRADA. In addition, the Coast Guard also invites other potential non-Federal participants, who have the interest and capability to bring similar contributions to this type of research, to consider submitting proposals for consideration for similar CRADAs.

The deviation is necessary to allow the Bandits Race to Home 5K Marathon to cross the bridge. This deviation allows the bridge to be maintained in the closed-to-navigation position for two hours.

The Coast Guard is temporarily modifying the operating schedule that governs the Simpson Avenue Bridge on the Hoquiam River, mile 0.5, at Hoquiam, Washington. This temporary final rule is necessary to accommodate Washington State Department of Transportation's (WSDOT) extensive maintenance and restoration efforts on this bridge. WSDOT will only open one leaf of the double leaf bascule bridge when at least two hours of notice is given.
