Comments are requested on proposed flood hazard determinations, which may include additions or modifications of any Base Flood Elevation (BFE), base flood depth, Special Flood Hazard Area (SFHA) boundary or zone designation, or regulatory floodway on the Flood Insurance Rate Maps (FIRMs), and where applicable, in the supporting Flood Insurance Study (FIS) reports for the communities listed in the table below. The purpose of this notice is to seek general information and comment regarding the preliminary FIRM, and where applicable, the FIS report that the Federal Emergency Management Agency (FEMA) has provided to the affected communities. The FIRM and FIS report are the basis of the floodplain management measures that the community is required either to adopt or to show evidence of having in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP). In addition, the FIRM and FIS report, once effective, will be used by insurance agents and others to calculate appropriate flood insurance premium rates for new buildings and the contents of those buildings.

In addition, the FIRM and FIS report are used by insurance agents and others to calculate appropriate flood insurance premium rates for buildings and the contents of those buildings.

This notice amends the notice of a major disaster declaration for the State of Arkansas (FEMA-4160-DR), dated January 6, 2014, and related determinations.

FEMA gives notice that the statewide per capita indicator for recommending cost share adjustments for major disasters declared on or after January 1, 2014, through December 31, 2014, is $135.

New or modified Base (1% annual-chance) Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area (SFHA) boundaries or zone designations, and/or the regulatory floodway (hereinafter referred to as flood hazard determinations) as shown on the indicated Letter of Map Revision (LOMR) for each of the communities listed in the table below are finalized. Each LOMR revises the Flood Insurance Rate Maps (FIRMs), and in some cases the Flood Insurance Study (FIS) reports, currently in effect for the listed communities. The flood hazard determinations modified by each LOMR will be used to calculate flood insurance premium rates for new buildings and their contents.

In accordance with Section 743 of Division C of the Consolidated Appropriations Act of 2010 (Pub. L. 111-117), the Department of Homeland Security (DHS) is publishing this notice to advise the public of the availability of the FY 2013 Service Contract inventory. This inventory provides information on service contract actions over $25,000 that were made in FY 2013. The information is organized by function to show how contracted resources are distributed throughout the agency. The inventory has been developed in accordance with guidance issued on November 5, 2010 and December 19, 2011 available at https://www.whitehouse.gov/omb/procurement-service- contract-inventories by the Office of Management and Budget's Office of Federal Procurement Policy (OFPP). The guidance for preparing and analyzing FY 2013 inventories is unchanged from OFFP's November 5, 2010 and December 19, 2011 guidance for preparing the inventories. In compliance with the Paperwork Reduction Act of 1995 the U.S. Coast Guard is forwarding Information Collection Requests (ICRs), abstracted below, to the Office of Management and Budget (OMB), Office of Information and Regulatory Affairs (OIRA), requesting approval of a revision to the following collection of information: 1625-0025, Carriage of Bulk Solids Requiring Special Handling46 CFR Part 148. Review and comments by OIRA ensure we only impose paperwork burdens commensurate with our performance of duties.

The Merchant Marine Personnel Advisory Committee (MERPAC) will meet on March 11, 2014 and March 12, 2014 in Dania Beach, FL, to discuss various issues related to the training and fitness of merchant marine personnel. This meeting will be open to the public.

U.S. Customs and Border Protection (CBP) of the Department of Homeland Security will be submitting the following information collection request to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act: Importer ID Input Record (CBP Form 5106). This is a proposed extension of an information collection that was previously approved. CBP is proposing that this information collection be extended with no change to the burden hours. This document is published to obtain comments from the public and affected agencies. This proposed information collection was previously published in the Federal Register (78 FR 67383) on November 12, 2013, allowing for a 60-day comment period. This notice allows for an additional 30 days for public comments. This process is conducted in accordance with 5 CFR 1320.10.

The President's National Security Telecommunications Advisory Committee (NSTAC) will meet via teleconference on Wednesday, February 19, 2014. The meeting will be open to the public.

The Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS) will be submitting the following information collection request to the Office of Management and Budget (OMB) for review and clearance in accordance with the Paperwork Reduction Act of 1995. The information collection notice was previously published in the Federal Register on September 20, 2013, at 78 FR 57869, allowing for a 60-day public comment period. USCIS received comments from one commenter in connection with the 60-day notice.

This rule identifies communities where the sale of flood insurance has been authorized under the National Flood Insurance Program (NFIP) that are scheduled for suspension on the effective dates listed within this rule because of noncompliance with the floodplain management requirements of the program. If the Federal Emergency Management Agency (FEMA) receives documentation that the community has adopted the required floodplain management measures prior to the effective suspension date given in this rule, the suspension will not occur and a notice of this will be provided by publication in the Federal Register on a subsequent date. As part of its continuing effort to reduce paperwork and respondent burden, CBP invites the general public and other Federal agencies to comment on an information collection requirement concerning: Cost Submission. This request for comment is being made pursuant to the Paperwork Reduction Act of 1995 (Pub. L. 104-13; 44 U.S.C. 3507).

On December 2, 2013, the Coast Guard issued a temporary deviation, lasting approximately 10 weeks, from the operating schedule that governs the Illinois Central Railroad Drawbridge across the Upper Mississippi River, mile 579.9, at Dubuque, Iowa. This temporary deviation allows the bridge to open on signal if at least 24 hours advance notice is given. It is necessary to allow the bridge owner time to perform preventive maintenance that is essential to the continued safe operation of the drawbridge. Maintenance is scheduled in the winter and when there is less impact on navigation; instead of scheduling work in the summer, when river traffic increases. We are modifying that temporary deviation to allow for two three-day periods during the deviation when the bridge will remain in the closed-to- navigation position.

The Coast Guard is establishing a temporary security zone encompassing certain waters of the Potomac River and Anacostia River. This action is necessary to safeguard persons and property, and prevent terrorist acts or incidents. This rule prohibits vessels and people from entering the security zone and requires vessels and persons in the security zone to depart the security zone, unless specifically exempt under the provisions in this rule or granted specific permission from the Coast Guard Captain of the Port Baltimore.

This notice amends the notice of an emergency declaration for the State of West Virginia (FEMA-3366-EM), dated January 10, 2014, and related determinations.

The Coast Guard announces the availability of, and seeks comments on, the application for recertification submitted by the Prince William Sound Regional Citizen's Advisory Council (PWSRCAC) for March 1, 2014, through February 28, 2015. This advisory group monitors the activities of terminal facilities and crude oil tankers under the Prince William Sound program established by the statute. The current certification for PWSRCAC will expire February 28, 2014.

The Coast Guard proposes to establish a temporary safety zone on the navigable waters of the Upper New York Bay in the vicinity of Ellis Island, New York for a fireworks display. This temporary safety zone is necessary to protect spectators and vessels from the hazards associated with fireworks displays. This rulemaking is intended to restrict all vessels from a portion of The Upper New York Bay before, during, and immediately after the fireworks event.

The National Offshore Safety Advisory Committee (NOSAC) will meet via teleconference to receive Task Statements and form Subcommittees on (1) Marine Casualty Reporting on the Outer Continental Shelf (OCS) and (2) Recommendations for Offshore Supply Vessel Purpose and Offshore Workers. This meeting will be open to the public.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the Third Street Drawbridge across China Basin, mile 0.0 at San Francisco, CA. The deviation is necessary to allow the public to cross the bridge to participate in events of the San Francisco Boat Show at AT&T Park and neighboring sites. This deviation allows the bridge to remain in the closed-to-navigation position during the deviation period.
