This notice amends the notice of an emergency declaration for the State of Washington (FEMA-3370-EM), dated March 24, 2014, and related determinations.

This is a notice of the Presidential declaration of a major disaster for the State of Florida (FEMA-4177-DR), dated May 6, 2014, and related determinations.

The Coast Guard proposes to establish safety zone on the Charleston Harbor in Charleston, South Carolina during the International Outboard Grand Prix (IOGP) 9-11 Patriot Festival, a series of high-speed boat races. The event is scheduled to take place on Friday September 12 through Sunday September 14, 2014. Approximately 25 high-speed race boats are anticipated to participate in the races. This safety zone is necessary to provide for the safety of life and property on navigable waters of the United States during the event. This safety zone would temporarily restrict vessel traffic in a portion of Charleston Harbor. Persons and vessels that are not participating in the races would be prohibited from entering, transiting through, anchoring in, or remaining within the restricted area unless authorized by the Captain of the Port Charleston or a designated representative.

The Coast Guard will enforce the safety zone for the City of Pittsburg Fourth of July Fireworks display, in the Captain of the Port, San Francisco area of responsibility on July 4, 2014, from 9:30 p.m. to 10 p.m. This action is necessary to protect life and property of the maritime public from the hazards associated with the fireworks display. During the enforcement period, unauthorized persons or vessels are prohibited from entering into, transiting through, or anchoring in the safety zone, unless authorized by the Patrol Commander (PATCOM).

The Coast Guard will enforce the safety zone for the Fourth of July Fireworks display in the City of Martinez in the Captain of the Port, San Francisco area of responsibility on July 4, 2014, from 9:30 p.m. to 10 p.m. This action is necessary to protect life and property of the maritime public from the hazards associated with the fireworks display. During the enforcement period, unauthorized persons or vessels are prohibited from entering into, transiting through, or anchoring in the safety zone, unless authorized by the Patrol Commander (PATCOM).

The Coast Guard will enforce the safety zone for the City of Richmond Fourth of July Fireworks display in the Captain of the Port, San Francisco area of responsibility on July 3, 2014, from 9:15 p.m. to 9:45 p.m. This action is necessary to protect life and property of the maritime public from the hazards associated with the fireworks display. During the enforcement period, unauthorized persons or vessels are prohibited from entering into, transiting through, or anchoring in the safety zone, unless authorized by the Patrol Commander (PATCOM).

The Coast Guard will enforce the Portland Rose Festival Security Zone from 11:00 a.m. on June 4, 2014 until 11:00 a.m. on June 9, 2014. This action is necessary to ensure the security of vessels participating in the 2014 Portland Rose Festival on the Willamette River during the Portland Rose festival. During the enforcement period, no person or vessel may enter or remain in the security zone without permission from the Sector Columbia River Captain of the Port.

The Coast Guard is establishing a temporary safety zone in the navigable waters near Santa Cruz Wharf in Santa Cruz, CA in support of the Santa Cruz Wharf 100th Anniversary Fireworks Display on October 4, 2014. This safety zone is established to ensure the safety of mariners and spectators from the dangers associated with the pyrotechnics. The safety zone will temporarily restrict vessel movement within the designated area on October 4, 2014 from 9 p.m. until 9:30 p.m.

This document adopts as a final rule interim amendments to the U.S. Customs and Border Protection (CBP) regulations which were published in the Federal Register on October 23, 2013, as CBP Dec. 13- 17, to implement the preferential tariff treatment and other customs- related provisions of the United States-Panama Trade Promotion Agreement.

The Coast Guard will enforce the Coronado Glorietta Bay Fourth of July Fireworks safety zone on July 4, 2014. This recurring annual marine event occurs on the navigable waters of San Diego Bay in San Diego, California. This action is necessary to provide for the safety of the participants, crew, spectators, safety vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering into, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port, or his designated representative.

The Coast Guard is establishing a temporary special local regulation on the navigable waters of the Atlantic Ocean, Sloop Channel through East Bay and Zach's Bay near Jones Beach State Park in Wantagh, NY for the Jones Beach Air Show. This action is necessary to provide for the safety of life of event participants, spectators, and other waterway users during this event. The special local regulation will facilitate public notification of the event and provide protective measures for the maritime public and event participants from the hazards associated with the Jones Beach Air Show. Entering into, transiting through, remaining, or anchoring within these regulated areas would be prohibited unless authorized by the captain of the Port (COTP) Sector Long Island Sound.

U.S. Customs and Border Protection (CBP) of the Department of Homeland Security will be submitting the following information collection request to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act: Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery. CBP is proposing that this information collection be extended with no change to the burden hours. This document is published to obtain comments from the public and affected agencies.

The Coast Guard will enforce the events taking place throughout the Sector Northern New England Captain of the Port (COTP) Zone. This action is necessary to protect marine traffic and spectators from the hazards associated with powerboat races, regattas, boat parades, rowing and paddling boat races, swim events, and fireworks displays. During the enforcement period, no person or vessel may enter the Special Local Regulation area or Safety Zone without permission of the COTP.

The Homeland Security Advisory Council (HSAC) will meet in person and by phone June 5, 2014. Members of the public may participate in person or by listen-only conference call. The meeting will be partially closed to the public.

The Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD, Office of Cybersecurity and Communications (CS&C), Office of Emergency Communications (OEC), will submit the following information collection request (ICR) to the Office of Management and Budget (OMB) for review and clearance in accordance with the Paperwork Reduction Act of 1995 (Pub. L. 104-13, 44 U.S.C. Chapter 35). NPPD is soliciting comments concerning New Information Collection Request, General Meeting Registration and Evaluation. DHS previously published this ICR in the Federal Register on March 17, 2011, at 76 FR 52, for a 60-day public comment period. DHS received no comments. The purpose of this notice is to allow an additional 30 days for public comments.

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to consolidate, update, and reissue the current Department of Homeland Security/Federal Emergency Management Agency system of records titled, ``Department of Homeland Security/ Federal Emergency Management Agency003 National Flood Insurance Program Files System of Records'' with the systems of records titled, ``Department of Homeland Security/Federal Emergency Management Agency/ Mitigation/Mitigation1 National Flood Insurance Program Claims Appeals Process,'' and ``Department of Homeland Security/Federal Emergency Management Agency007 National Flood Insurance Program Marketing Files.'' This consolidated and updated system of records enables the Department of Homeland Security/Federal Emergency Management Agency to administer all aspects of the National Flood Insurance Program. The Department has consolidated and updated these systems of records to more accurately reflect how the Department of Homeland Security/Federal Emergency Management Agency collects, maintains, and shares information pertaining to the National Flood Insurance Program. The Department of Homeland Security/Federal Emergency Management Agency has consolidated categories of individuals, categories of records, authority for maintenance, routine uses, retrievability, retention and disposal, and record sources to accurately reflect the entirety of the National Flood Insurance Program, and to reflect the Biggert-Waters Act. Also, the Department of Homeland Security/Federal Emergency Management Agency is updating the consolidated system of records notice to include: (1) Category of individuals; (2) category of records; and (3) routine uses. Additionally, this notice includes non- substantive changes to simplify the formatting and text of the previously published notices. This consolidated and updated system will be included in the Department's inventory of record systems.

The Merchant Marine Personnel Advisory Committee (MERPAC) will meet, via teleconference, to discuss Task Statement 80, concerning crew training requirements onboard vessels subject to the International Code of Safety for ships using gases or low flashpoint fuels (IGF Code). This meeting will be open to the public.

The Coast Guard will enforce a segment of the Safety Zone; Brandon Road Lock and Dam to Lake Michigan including Des Plaines River, Chicago Sanitary and Ship Canal, Chicago River, Calumet-Saganashkee Channel on all waters of the Chicago Sanitary and Ship Canal from Mile Marker 296.1 to Mile Marker 296.7 at specified times from May 19 to July 1, 2014. This action is necessary to protect the waterway, waterway users, and vessels from the hazards associated with the U.S. Army Corps of Engineers' installation of a new permanent fish barrier. During the enforcement periods listed below, entry into, transiting, mooring, laying-up or anchoring within the enforced area of this safety zone by any person or vessel is prohibited unless authorized by the Captain of the Port, Lake Michigan, or his designated representative.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the Montlake Bridge across the Lake Washington Ship Canal, mile 5.2, at Seattle, WA, and the University Bridge across the Lake Washington Ship Canal, mile 4.3, at Seattle, WA. This deviation is necessary to accommodate the ``Beat the Bridge'' foot race. This deviation allows the bridges to remain in the closed position to allow for the safe movement of event participants.

The Coast Guard is proposing a change to the enforcement period of a security zone regulation within the Baltimore COTP Zone. This regulation applies to a recurring event that takes place on the William P. Lane Jr. Memorial Bridges, across the Chesapeake Bay, between Sandy Point and Kent Island, MD. This action is necessary to protect persons and property, and prevent terrorist acts or incidents on navigable waters during the event. This rule prohibits vessels and people from entering the security zone and requires vessels and persons in the security zone to depart the security zone, unless specifically exempt under the provisions in this rule or granted specific permission from the Coast Guard Captain of the Port Baltimore.

Notice is hereby given, pursuant to CBP regulations, that SGS North America, Inc., has been accredited to test petroleum, petroleum products, organic chemicals and vegetable oils for customs purposes for the next three years as of October 29, 2013.

The Coast Guard will enforce the safety zone for the Crescent City Fourth of July Fireworks display in the Captain of the Port, San Francisco area of responsibility during the dates and times noted below. This action is necessary to protect life and property of the maritime public from the hazards associated with the fireworks display. During the enforcement period, unauthorized persons or vessels are prohibited from entering into, transiting through, or anchoring in the safety zone, unless authorized by the Patrol Commander (PATCOM).

In compliance with the Paperwork Reduction Act of 1995 the U.S. Coast Guard is forwarding Information Collection Requests (ICRs), abstracted below, to the Office of Management and Budget (OMB), Office of Information and Regulatory Affairs (OIRA), requesting approval of a Revision to the following collections of information: 1625-0017, Various International Agreement Safety Certificates and Documents. Review and comments by OIRA ensure we only impose paperwork burdens commensurate with our performance of duties.

Flood hazard determinations, which may include additions or modifications of Base Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area (SFHA) boundaries or zone designations, or regulatory floodways on the Flood Insurance Rate Maps (FIRMs) and where applicable, in the supporting Flood Insurance Study (FIS) reports have been made final for the communities listed in the table below. The FIRM and FIS report are the basis of the floodplain management measures that a community is required either to adopt or to show evidence of having in effect in order to qualify or remain qualified for participation in the Federal Emergency Management Agency's (FEMA's) National Flood Insurance Program (NFIP). In addition, the FIRM and FIS report are used by insurance agents and others to calculate appropriate flood insurance premium rates for buildings and the contents of those buildings.
