The Coast Guard is establishing a temporary safety zone on Lake Michigan in Winnetka, IL. This safety zone is intended to restrict vessels from a portion of Lake Michigan due to a barge-based fireworks display. This temporary safety zone is necessary to protect the surrounding public and vessels from the hazards associated with the fireworks display.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the Metro North WALK Bridge across the Norwalk River, mile 0.1, at Norwalk, Connecticut. The deviation is necessary to facilitate necessary maintenance and repairs to the electrical and mechanical operating systems at the bridge. This temporary deviation authorizes the bridge to open after an eight-hour advance notice is given under a revised operating schedule.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the Route 4 Highway Drawbridge across Old River, mile 14.8, between Victoria Island and Byron Tract, CA. The deviation is necessary to allow the bridge owner to paint mechanical components of the bridge. This deviation allows the bridge to remain in the closed-to-navigation position during the deviation period.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the Smith Point Bridge across Narrow Bay, mile 6.1, between Smith Point and Fire Island, New York. The deviation is necessary to facilitate the 5K Run for Literacy. This deviation allows the bridge to remain closed for one hour to facilitate public safety during a public event.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the Grassy Sound Channel Bridge (Ocean Drive), mile 1.0, at Middle Township, NJ. The deviation is necessary to accommodate the ``Tri the Wildwoods Triathlon and 5k'' event. This temporary deviation allows the bridge draw span to remain in the closed to navigation position for 4 hours during the event.

This document provides notice that U.S. Customs and Border Protection (``CBP'') has issued a final determination concerning the country of origin of certain carbon dioxide sampling line products known as ``FilterLine'' and ``CapnoLine.'' Based upon the facts presented, CBP has concluded that Israel is the country of origin for purposes of U.S. Government procurement.

The Coast Guard is establishing a temporary safety zone on the Monongahela River mile 0.0 to mile 0.22. This safety zone is needed to protect vessels transiting the area and event spectators from the hazards associated with a barge-based fireworks display. Entry into this zone is prohibited unless specifically authorized by the Captain of the Port Pittsburgh or a designated representative.

The Coast Guard has issued a temporary deviation from the regulation governing the operation of the SR 175 Bridge across Lewis Channel and Black Narrows, mile 3.5, at Chincoteague, VA. This deviation will be a test to change the drawbridge operation schedule to determine whether a permanent change to the schedule is needed. This deviation will require the bridge to open on demand at all times.

The Coast Guard is establishing a temporary safety zone on the waters of Green Bay near in Menominee, Michigan. This safety zone is intended to restrict vessels from a portion of Green Bay due to two fireworks displays. This temporary safety zone is necessary to protect the surrounding public and vessels from the hazards associated with the fireworks displays.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the US 40-322 (Albany Avenue) Bridge across Inside Thorofare, NJICW mile 70.0, at Atlantic City, NJ. The deviation is necessary to facilitate the 4th Annual Atlantic City Triathlon. The deviation allows the bridge to remain in the closed position to vessels requesting a bridge opening to ensure the participants' safety and that there are no delays.

This notice lists communities where the addition or modification of Base Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area (SFHA) boundaries or zone designations, or the regulatory floodway (hereinafter referred to as flood hazard determinations), as shown on the Flood Insurance Rate Maps (FIRMs), and where applicable, in the supporting Flood Insurance Study (FIS) reports, prepared by the Federal Emergency Management Agency (FEMA) for each community, is appropriate because of new scientific or technical data. The FIRM, and where applicable, portions of the FIS report, have been revised to reflect these flood hazard determinations through issuance of a Letter of Map Revision (LOMR), in accordance with Title 44, Part 65 of the Code of Federal Regulations (44 CFR part 65). The LOMR will be used by insurance agents and others to calculate appropriate flood insurance premium rates for new buildings and the contents of those buildings. For rating purposes, the currently effective community number is shown in the table below and must be used for all new policies and renewals.

U.S. Customs and Border Protection (CBP) of the Department of Homeland Security will be submitting the following information collection request to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act: Record of Vessel Foreign Repair or Equipment Purchase (CBP Form 226). This is a proposed extension of an information collection that was previously approved. CBP is proposing that this information collection be extended with no change to the burden hours or to the information collected. This document is published to obtain comments from the public and affected agencies.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the University Bridge, mile 4.3, across Lake Washington Ship Canal at Seattle, WA. The deviation is necessary to allow King County Metro Transit to perform essential maintenance on the University Bridge. This deviation allows the bridges to remain in the closed position and need not open to marine traffic.

The Coast Guard will enforce a Special Local Regulation for the ``Music City Triathlon'' on the Cumberland River mile marker 190.0 to mile marker 192.0 from 6:00 a.m. until 9:30 a.m. on July 27, 2014. This action is necessary for the safeguard of participants and spectators, including all crews, vessels, and persons on navigable waters during the ``Music City Triathlon.'' During the enforcement period, entry into, transiting or anchoring in the Regulated Area is prohibited to all vessels not registered with the sponsor as participants or official patrol vessels, unless specifically authorized by the Captain of the Port (COTP) Ohio Valley or a designated representative.

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to update and reissue a current system of records titled, ``Department of Homeland Security/Federal Emergency Management Agency012 Suspicious Activity Reporting System of Records.'' This system of records allows the Department of Homeland Security/Federal Emergency Management Agency to collect and maintain records on individuals who report suspicious activities, individuals reported as being involved in suspicious activities, and individuals charged with the analysis and appropriate handling of suspicious activity reports. As a result of the biennial review, the Federal Emergency Management Agency has made non-substantive changes to simplify the formatting and text of the previously published notice. This updated system will be included in the Department of Homeland Security's inventory of record systems.

The Coast Guard proposes to establish a temporary safety zone on the waters of Biscayne Bay located west of Key Biscayne and south of Rickenbacker Causeway in Miami, Florida during the Miami Paddle Challenge, a series of paddle boat races. The Miami Paddle Challenge is scheduled to take place on September 13, 2014. The temporary safety zone is necessary to provide for the safety of race participants, participant vessels, spectators, and the general public during the event. The safety zone will establish a regulated area that will encompass the event area. Non-participant persons and vessels will be prohibited from entering, transiting through, anchoring in, or remaining within the safety zone unless authorized by the Captain of the Port Miami or a designated representative.

The Coast Guard is establishing a temporary safety zone on the navigable waters of the Colorado River in Bullhead City, AZ in support of the 2014 Bullhead City River Regatta. This temporary safety zone is necessary to provide for the safety of the participants, crew, spectators, sponsor vessels, and other users of the waterway. Persons and vessels are prohibited from entering into, transiting through, or anchoring within this safety zone unless authorized by the Captain of the Port, or his designated representative.

This notice amends the notice of a major disaster declaration for the State of Indiana (FEMA-4173-DR), dated April 22, 2014, and related determinations.

On May 13, 2014, the Federal Emergency Management Agency (FEMA) published in the Federal Register a notice that contained an erroneous table. Specifically, this notice provides a correction to Letter of Map Revision (LOMR) case number 13-06-3803P for the City of Denton, Denton County, Texas, to be used in lieu of the information published at 79 FR 27332.
