The Coast Guard proposes to establish a safety zone on the navigable waters of the James River in the vicinity of the James River Reserve Fleet and Hog Island, Virginia for multiple periods of one hour in length each on all weekdays from August 6 until August 15, 2014. This safety zone is intended to restrict vessel movement in the specified area during the United States Navy's demonstrations involving unmanned and remote-operated crafts. This action is necessary to provide for the safety of life and property on the surrounding navigable waters during the events due to the high speed maneuvering of the vessels and the experimental nature of the control technology.

The Coast Guard is temporarily changing the enforcement date of a safety zone for one recurring fireworks display in the Fifth Coast Guard District. This regulation applies to only one recurring fireworks event held in the waters of Metedeconk River in Brick Township, NJ. Instead of the usual enforcement periodsJuly 4, every Thursday in August, and the first Thursday in Septemberin 2014 enforcement will take place on July 3, July 17, and August 14. The safety zone is necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic in a portion of Metedeconk River near Brick Township, NJ, during the event.

In compliance with the National Environmental Policy Act of 1969, the Federal Emergency Management Agency (FEMA) is proposing to prepare a programmatic environmental assessment (PEA) to evaluate the potential beneficial and adverse impacts from eligible wildfire mitigation activities funded under the Hazard Mitigation Grant Program (HMGP) and Pre-Disaster Mitigation (PDM) Program. This PEA will evaluate the environmental impacts of continuing to fund eligible activities under these programs (Proposed Action). FEMA anticipates that this programmatic approach will result in better decision-making, and will improve the timeliness and efficiency of environmental reviews. The identification of specific activities that would not require additional environmental review, along with project-specific reviews informed by or ``tiered to'' the PEA, will improve efficiency by helping to streamline the process of environmental review. FEMA provides this notice to advise other Federal and State agencies, Territories, Indian Tribal Governments, local governments, private non-profit and other non-governmental organizations, and the public of our intent to prepare a PEA, to provide information on the nature of the analysis, and to invite public input on the scope of issues, proposed alternatives, potential effects and measures to lessen those effects that may be considered. The Coast Guard will enforce the 2014 San Diego Symphony Summer Pops fireworks display safety zone on Saturday and Sunday evenings from June 28, 2014 thru August 31, 2014, as well as on Friday August 29, 2014. The brief fireworks displays are scheduled to occur between 9 p.m. to 10 p.m., to coincide with the end of the concert. This reoccurring annual summer firework display event occurs on the navigable waters of San Diego Bay in San Diego, California. This action is necessary to provide for safety of the marine event crew, spectators, safety vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering into, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port, or his designated representative.
Changes to the Inland Navigation Rules

The Coast Guard is amending the inland navigation rules and their annexes to align the regulations with amendments made by the International Maritime Organization to the Convention on the International Regulations for Preventing Collisions at Sea, to which the United States is a signatory, and to incorporate recommendations made by the Navigation Safety Advisory Council. These changes harmonize domestic and international law by reducing and alleviating equipment requirements on vessels, addressing technological advancements, such as wing-in-ground craft, and increasing public awareness of the inland navigation rules. These changes also make references to applicable requirements easier to locate by using the same format in domestic regulations as is used in the international convention.

The Coast Guard is establishing a safety zone on the Atlantic Ocean near Ocean City, NJ, from 9:10 p.m. to 10:20 p.m. on July 16, 2014 with a rain date scheduled for July 17, 2014. The safety zone will restrict vessel traffic in the North Atlantic Ocean within a 500 yard radius of a fireworks barge located at position 39-16.22 N, 074-33.54 W. This safety zone is necessary to protect the surrounding public and vessels from the hazards associated with a fireworks display. This regulation is necessary to provide for the safety of life on the navigable waters of the North Atlantic Ocean. This safety zone is intended to restrict vessel traffic movement to ensure the safety of the surrounding public and vessels.

This safety zone is necessary to protect the public and vessels in the surrounding area from the hazards associated with a fireworks display.
