Comments are requested on proposed flood hazard determinations, which may include additions or modifications of any Base Flood Elevation (BFE), base flood depth, Special Flood Hazard Area (SFHA) boundary or zone designation, or regulatory floodway on the Flood Insurance Rate Maps (FIRMs), and where applicable, in the supporting Flood Insurance Study (FIS) reports for the communities listed in the table below. The purpose of this notice is to seek general information and comment regarding the preliminary FIRM, and where applicable, the FIS report that the Federal Emergency Management Agency (FEMA) has provided to the affected communities. The FIRM and FIS report are the basis of the floodplain management measures that the community is required either to adopt or to show evidence of having in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP). In addition, the FIRM and FIS report, once effective, will be used by insurance agents and others to calculate appropriate flood insurance premium rates for new buildings and the contents of those buildings.

The Critical Infrastructure Partnership Advisory Council (CIPAC) Plenary Meeting will be held on Tuesday, November 5, 2013, at the Washington DC Convention Center located at 801 Mount Vernon Place NW., Washington, DC 20001. The meeting will be open to the public.

The Coast Guard will enforce the temporary safety zone for motion picture filming in Calumet Harbor, Chicago, IL from 9 p.m. until 6 a.m., from September 15 through September 29, 2013. This action is necessary and intended to ensure safety of life on navigable waters during nighttime filming of a motion picture in Calumet Harbor. During the aforementioned period, the Coast Guard will enforce restrictions upon, and control movement of, vessels in a specified safety zone. During the enforcement period, no person or vessel may enter the safety zone without permission of the Captain of the Port, Lake Michigan.

The Coast Guard is establishing a temporary safety zone on the waters of the Atlantic Ocean in Islamorada, Florida, during the 2013 Annual Islamorada Swim for Alligator Lighthouse on September 21, 2013. The safety zone is necessary to provide for the safety of life on navigable waters during the event. Persons and vessels are prohibited from entering, transiting through, anchoring in, or remaining within the safety zone unless authorized by the Captain of the Port Key West or a designated representative.

The Coast Guard proposes to establish a permanent safety zone within the waters of the Raritan River upstream of the Perth Amboy Railroad Bridge. This proposed safety zone is necessary to provide for the protection of the maritime public and safety of navigation during removal of underwater explosive hazards in the Raritan River. This action is intended to protect the public from the dangers posed by underwater explosives by restricting unauthorized persons and vessels from traveling through or conducting underwater activities within a portion of the Raritan River while military munitions are rendered safe, detonated, and/or removed from the area. Entry into this zone (as well as a broad array of other actions) would be prohibited within the safety zone unless authorized by the Captain of the Port New York or the designated on-scene representative.

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to establish a new Department of Homeland Security system of records titled, ``Department of Homeland Security/ U.S. Customs and Border Protection019 Air and Marine Operations Surveillance System (AMOSS) System of Records.'' This system of records allows the Department of Homeland Security/U.S. Customs and Border Protection to collect and maintain records on publicly available aircraft and airport data provided by the Federal Aviation Administration (FAA), requests from law enforcement about suspects, tips from the public, and recordings of event and operations data in a watch log or event tracking log. Additionally, the Department of Homeland Security is issuing a Notice of Proposed Rulemaking to exempt this system of records from certain provisions of the Privacy Act, elsewhere in the Federal Register. This newly established system will be included in the Department of Homeland Security's inventory of record systems. Dates And Comments: Submit comments on or before October 18, 2013. This new system will be effective October 18, 2013.

This document announces that CBP will convene only one Symposium this year, the East Coast Trade Symposium, which will be held in Washington, DC, on Thursday, October 24 and Friday, October 25, 2013. The East Coast Trade Symposium will feature panel discussions involving agency personnel, members of the trade community and other government agencies, on the agency's role in international trade initiatives and programs. This year marks our thirteenth year convening the Trade Symposium. Members of the international trade and transportation communities and other interested parties are encouraged to attend.

The Department of Homeland Security Science and Technology Directorate (DHS S&T), located in Washington, DC, and the Transportation Security Administration/Office of Law Enforcement Federal Air Marshal Service (TSA/OLE-FAMS), specifically the Canine Training and Evaluation Section at Lackland Air Force Base in San Antonio, TX, are seeking industry collaborators to aid in continuing the use of selective breeding and data gathering to determine the most significant genetic and behavioral characteristics of explosive detection canines. The role of the industry collaborator(s) in this CRADA will be to continue breeding a colony of 8 Labrador Retrievers based on approved selective criteria, gather data based on existing Government established protocols, and to partner with other institutions to scientifically advance the selective breeding of purpose bred explosives detection canines based on existing data supplemented by the continued gathering of data associated with the observation and measurement of canine health and performance. DHS S&T and TSA/OLE-FAMS are seeking CRADA collaborators that own or have access to the technological components for, have the technological expertise in, and have proven track records of success in the fields of: High quality husbandry for the breeding of canines; understanding, collection and analysis of quantitative behavior trait measurement; application of quantitative techniques to improve genetic lines (Inbreeding Coefficients, Estimated Breeding Values, Linkage Analysis, Selection Indexes, etc); knowledge of advanced techniques (prenatal imprinting, olfactory imprinting, maternal oriented social learning, litter oriented social learning, early environmental conditioning, self search-self reward) to ensure proper canine development and its potential epigenetic impact, and experience in preparing dogs for consignment evaluations by TSA/OLE-FAMS, and other DHS stakeholder community operational canine program evaluators. The proposed term of the CRADA can be up to thirty-six (36) months.

The Coast Guard is establishing a special local regulation on the waters of Biscayne Bay, east of Bayfront Park, in Miami, Florida, during the Red Bull Flugtag. The Red Bull Flugtag is scheduled to take place on September 21, 2013. The event consists of approximately 100 participants launching 30 self-propelled flying objects from a 30 foot ramp to the water below. Approximately 100 spectator vessels are anticipated to be at the event. The special local regulation is necessary to provide for the safety of the participants, participant vessels, spectators, and the general public on the navigable waters of the United States during the event. The special local regulation will establish an event area, where non-participant persons and vessels are prohibited from entering, transiting, anchoring, or remaining within.

The Federal Emergency Management Agency, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on a revision of a currently approved information collection. In accordance with the Paperwork Reduction Act of 1995, this notice seeks comments concerning information collected for the Public Assistance (PA) program eligibility determinations, grants management, and compliance with Federal laws and regulations.

The Coast Guard will enforce safety zones in the Captain of the Port New York Zone on the specified dates and times. This action is necessary to ensure the safety of vessels and spectators from hazards associated with fireworks displays. During the enforcement period, no person or vessel may enter the safety zones without permission of the Captain of the Port (COTP).

This final rule amends the U.S. Customs and Border Protection (CBP) regulations to reflect an extension of import restrictions on certain archaeological material from Cambodia from the Bronze Age through the Khmer era. The restrictions, which were originally imposed by CBP Dec. 03-28, and last extended and amended by CBP Dec. 08-40, are due to expire on September 19, 2013, unless extended. The Assistant Secretary for Educational and Cultural Affairs, United States Department of State, has determined that factors for entering into the agreement continue to warrant the imposition of import restrictions. Accordingly, the restrictions will remain in effect for an additional five years, and the CBP regulations are being amended to indicate this further extension through September 19, 2018. These restrictions are being extended pursuant to determinations of the United States Department of State made under the terms of the Convention on Cultural Property Implementation Act in accordance with the United Nations Educational, Scientific and Cultural Organization (UNESCO) Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property. CBP Dec. 08-40 contains the Designated List of archaeological material from Cambodia to which the restrictions apply.

The Coast Guard is canceling the temporary deviation from the regulations published on June 11, 2013, (78 FR 34893) governing the operation of the Atlantic Beach Bridge, mile 0.4, across Reynolds Channel, at Lawrence, New York. The owner of the bridge, Nassau County Bridge Authority, requested six, five hour closure periods, scheduled to occur during the effective period of the above temporary deviation. As a result of the bridge owner's recent request we must cancel the existing temporary deviation and issue a new temporary deviation to include the bridge closures.

The Coast Guard amends the drawbridge operation regulations that govern the operation of the highway bridge across the Hudson River, mile 152.7, between Troy and Green Island, New York. The owner of the bridge, New York State Department of Transportation, requested that a twenty four hour advance notice be given for bridge openings. In addition, we removed the regulations for the 112th Street Bridge, mile 155.4, between Troy and Cohoes which has been converted to a fixed bridge. It is expected that this change to the regulations will provide relief to the bridge owner from crewing the bridge while continuing to meet the reasonable needs of navigation as well as remove obsolete regulations from the Code of Federal Regulations.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the Burlington Northern Santa Fe Railroad Bridge across the Illinois Waterway, mile 88.8, at Beardstown, Illinois. The deviation is necessary to install new conley rail components which can only be done when the bridge is in the closed-to- navigation position. The deviation allows the bridge to remain in the closed-to-navigation position during two 12-hour periods.

As part of its continuing effort to reduce paperwork and respondent burden, CBP invites the general public and other Federal agencies to comment on an information collection requirement concerning Prior Disclosure. This request for comment is being made pursuant to the Paperwork Reduction Act of 1995 (Pub. L. 104-13).

The Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS) will be submitting the following information collection request to the Office of Management and Budget (OMB) for review and clearance in accordance with the Paperwork Reduction Act of 1995. The information collection notice was previously published in the Federal Register on March 22, 2013, at 78 FR17701, allowing for a 60-day public comment period. USCIS received comments in connection with the 60-day notice.

U.S. Customs and Border Protection (CBP) of the Department of Homeland Security will be submitting the following information collection request to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act: Distribution of Continued Dumping and Subsidy Offset to Affected Domestic Producers (ADPs). This is a proposed extension of an information collection that was previously approved. CBP is proposing that this information collection be extended with a change to the burden hours. This document is published to obtain comments from the public and affected agencies. This information collection was previously published in the Federal Register (78 FR 36560) on June 18, 2013, allowing for a 60-day comment period. This notice allows for an additional 30 days for public comments. This process is conducted in accordance with 5 CFR 1320.10.

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to update and reissue a current Department of Homeland Security system of records titled, ``Department of Homeland Security/Transportation Security AdministrationDHS/TSA-019 Secure Flight Records System of Records.'' This system of records allows the Department of Homeland Security/Transportation Security Administration to collect and maintain records on aviation passengers and certain non- travelers to screen such individuals, before they access airport sterile areas or board aircraft, in order to identify and prevent a threat to aviation security or the lives of passengers and others. TSA is reissuing this system of records to update the categories of records to include whether a passenger will receive expedited, standard, or enhanced screening. The primary impact of this change will be the identification of additional passengers who are eligible for expedited screening at participating airport security checkpoints. This updated system will be included in the Department of Homeland Security's inventory of system of records.

The Secretary of Homeland Security has determined that the re- establishment of the Chemical Transportation Advisory Committee (CTAC) is necessary and in the public interest in connection with the performance of duties of the U.S. Coast Guard. The Commander, Fifth Coast Guard District, has issued a temporary deviation from the operating schedule that governs the Route 30/Absecon Boulevard Bridge across Beach Thorofare, NJICW mile 67.2, and the US40-322 (Albany Avenue) across Inside Thorofare, NJICW mile 70.0, both at Atlantic City, NJ. The deviation is necessary to ensure the safety of the heavy volumes of vehicular and pedestrian traffic that would be transiting over the bridges for the Miss America Pageant Parade. This deviation allows the drawbridges to remain closed to navigation to accommodate a crowd of 200,000 to 300,000 following the conclusion of the Miss America Pageant Parade.

The Coast Guard is establishing temporary safety zones in the navigable waters of Suisun Bay in support of the Military Ocean Terminal Concord (MOTCO) electromagnetic scan and ordnance recovery operations. These safety zones are established to ensure the safety of the ordnance identification and recovery teams and mariners transiting the area. Unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zones without permission of the Captain of the Port or their designated representative.
