Agency Information Collection Activities: Passenger List/Crew List (CBP Form I-418)
As part of its continuing effort to reduce paperwork and respondent burden, CBP invites the general public and other Federal agencies to comment on an information collection requirement concerning the Passenger List/Crew List (CBP Form I-418). This request for comment is being made pursuant to the Paperwork Reduction Act of 1995 (Pub. L. 104-13; 44 U.S.C. 3505(c)(2)).
Agency Information Collection Activities: Application To Replace Permanent Resident Card, Form I-90, Revision of a Currently Approved Collection
The Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS) invites the general public and other Federal agencies to comment on this proposed revision of a currently approved collection. In accordance with the Paperwork Reduction Act (PRA) of 1995, the information collection notice is published in the Federal Register to obtain comments regarding the nature of the information collection, the categories of respondents, the estimated burden (i.e. the time, effort, and resources used by the respondents to respond), the estimated cost to the respondent, and the actual information collection instruments.
Proposal To Replace the Existing Movable I-5 Bridge Across the Columbia River With a Fixed Multi-use Bridge Which Will Accommodate Vehicular, Light Rail, Pedestrian and Bicycle Traffic and Will Be Called the Columbia River Crossing; Application Availability
The Coast Guard, under its General Bridge Act of 1946 permit authority, announces the availability of a bridge permit application submitted by Columbia River Crossing (CRC). CRC's proposed project includes a new fixed bridge that will cross the Columbia River adjacent to the existing Interstate 5 bridge connecting Portland, Oregon and Vancouver, Washington. This new fixed bridge will provide 116 feet of vertical clearance above Columbia River Datum to accommodate waterway users. In addition to vehicular, bicycle, and pedestrian traffic, the proposed bridge will carry a light rail line that will extend Portland's light rail service into Vancouver, Washington. Through this notice, the Coast Guard is soliciting your input on the potential impacts to navigation as a result of the proposed project in order to determine whether the proposal meets the reasonable needs of navigation.
Special Local Regulation, 50 Aniversario Balneario de Boqueron, Bahia de Boqueron; Boqueron, PR
The Coast Guard is establishing a special local regulation on the waters of Bahia de Boqueron in Boqueron, PR during the 50 Aniversario Balneario de Boqueron, a high speed boat race. The event is scheduled to take place on Sunday, May 5, 2013. Approximately 40 high- speed power boats will be participating in the races. It is anticipated that 5 spectator crafts will be present during the races. The special local regulation is necessary for the safety of race participants, participant vessels, spectators, and the general public during the event. The special local regulation will establish the following three areas: a high speed boat race area, where all persons and vessels, except those persons and vessels participating in the high-speed boat races, are prohibited from entering, transiting through, anchoring in, or remaining within; a buffer zone around the race area, where all persons and vessels, except those persons and vessels enforcing the buffer zone or authorized participants transiting to their authorized the race area, are prohibited from entering, transiting through, anchoring in, or remaining within; and a spectator area, where all vessels are prohibited from anchoring and from traveling in excess of wake speed, unless authorized by the Captain of the Port San Juan or a designated representative.

Safety Zones; Annual Events in the Captain of the Port Detroit Zone
The Coast Guard proposes to amend the list of safety zones for annual events in the Captain of the Port Detroit Zone. This proposed rule is intended to amend the rules that restrict vessels from portions of water areas during events that pose a hazard to public safety. Specifically, this rule proposes to add seven new safety zones and revise the locations of fifteen safety zones. The permanent safety zones established by this proposed rule are necessary to protect spectators, participants, and vessels from the hazards associated with fireworks displays, and other events.
Drawbridge Operation Regulation; York River, between Yorktown and Gloucester Point, VA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the draw of the US 17/George P. Coleman Memorial Swing Bridge across the York River, at mile 7.0, between Gloucester Point and Yorktown, VA. The deviation is necessary to facilitate electrical work on the George P. Coleman Memorial Swing Bridge. This deviation allows the drawbridge to remain in the closed to navigation position during the deviation period.

This notice amends the notice of a major disaster declaration for the State of Maine (FEMA-4108-DR), dated March 25, 2013, and related determinations.
Drawbridge Operation Regulation; Lake Washington Ship Canal, Seattle, WA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Montlake Bridge across the Lake Washington Ship Canal, mile 5.2, at Seattle, WA, and the University Bridge across the Lake Washington Ship Canal, mile 4.3, at Seattle, WA. This deviation is necessary to accommodate the ``Beat the Bridge'' foot race. This deviation allows the bridges to remain in the closed position to allow safe movement of event participants.
Notice of Issuance of Final Determination Concerning Generation II Military Energizer Flashlights
This document provides notice that U.S. Customs and Border Protection (``CBP'') has issued a final determination concerning the country of origin of the Generation II military Energizer flashlight, with light-emitting diodes. Based upon the facts presented, CBP has concluded in the final determination that China is the country of origin of the Generation II military Energizer flashlight, for purposes of U.S. Government procurement.
Extension of Agency Information Collection Activity Under OMB Review: Pipeline Corporate Security Review
This notice announces that the Transportation Security Administration (TSA) has forwarded the Information Collection Request (ICR), Office of Management and Budget (OMB) control number 1652-0056, abstracted below to OMB for review and approval of an extension of the currently approved collection under the Paperwork Reduction Act (PRA). The ICR describes the nature of the information collection and its expected burden. TSA published a Federal Register notice, with a 60-day comment period soliciting comments, of the following collection of information on February 26, 2013, 78 FR 13075. The collection encompasses interviews and site visits with pipeline operators regarding company security planning and implementation.
Waterway Suitability Assessment for Expansion of Liquefied Gas Terminals; Nederland, TX
In accordance with Coast Guard regulations, Sunoco Partners Marketing and Terminals has submitted a Letter of Intent and a Waterway Suitability Assessment to the Coast Guard Captain of the Port, Port Arthur regarding the company's proposed expansion of its Liquefied Hazardous Gas (LHG) facility in Nederland, Texas, and increased LHG marine traffic in the associated waterway. The Coast Guard is notifying the public of this action to solicit public comments on the proposed increase in LHG marine traffic in Nederland, Texas.
Inland Waterways Navigation Regulations; Correction
The Coast Guard is correcting a notice of proposed rulemaking that appeared in the Federal Register of April 26, 2013 (78 FR 24697). The document contained an incorrect RIN number. The corrected RIN number is RIN 1625-AC04.
Suspension of Community Eligibility
This rule identifies communities where the sale of flood insurance has been authorized under the National Flood Insurance Program (NFIP) that are scheduled for suspension on the effective dates listed within this rule because of noncompliance with the floodplain management requirements of the program. If the Federal Emergency Management Agency (FEMA) receives documentation that the community has adopted the required floodplain management measures prior to the effective suspension date given in this rule, the suspension will not occur and a notice of this will be provided by publication in the Federal Register on a subsequent date. Also, information identifying the current participation status of a community can be obtained from FEMA's Community Status Book (CSB). The CSB is available at https:// www.fema.gov/fema/csb.shtm.

Safety Zone, Figure Eight Causeway Channel; Figure Eight Island, NC
The Coast Guard is establishing a safety zone on the navigable waters of Figure Eight Causeway Channel, Figure Eight Island, NC in support of the fireworks display for a private wedding. This action is necessary to protect the life and property of the maritime public and spectators from the hazards posed by aerial fireworks displays. Entry into or movement within this safety zone during the enforcement period is prohibited without approval of the Captain of the Port.
Special Local Regulation; Wy-Hi Rowing Regatta, Trenton Channel; Detroit River, Wyandotte, MI
The Coast Guard is establishing a temporary special local regulation on the Trenton Channel of the Detroit River, Wyandotte, Michigan. This action is necessary and intended to ensure safety of life on the navigable waters immediately prior to, during, and immediately after the Wy-Hi Rowing Regatta. This special local regulation will establish restrictions upon, and control movement of, vessels in a portion of the Trenton Channel. During the enforcement period, no person or vessel may enter the regulated area without permission of the Captain of the Port.
Special Local Regulations; Third Annual Space Coast Super Boat Grand Prix, Atlantic Ocean; Cocoa Beach, FL
The Coast Guard is establishing a special local regulation on the waters of the Atlantic Ocean east of Cocoa Beach, Florida during the Space Coast Super Boat Grand Prix, a series of high-speed boat races. The event is scheduled to take place on Saturday and Sunday, May 18-19, 2013, and approximately 30 high-speed race boats are anticipated to participate in the races, and approximately 200 spectator vessels are expected to attend the event. This special local regulation is necessary to provide for the safety of life on navigable waters of the United States during the races.

Safety Zone; Tall Ship Safety Zones; War of 1812 Bicentennial Commemoration, Great Lakes
The Coast Guard proposes to establish a temporary safety zone around each tall ship participating in the Tall Ships Challenge Great Lakes 2013 and the War of 1812 Bicentennial Commemoration. These safety zones will ensure the safety of participating tall ships, spectator vessels, and commercial traffic throughout the Great Lakes.
Safety Zones; National Cherry Festival Air Show and Fireworks Display; West Grand Traverse Bay, Traverse City, MI
The Coast Guard proposes to establish safety zones in the Captain of the Port Sault Sainte Marie Zone. These proposed safety zones are intended to restrict vessels from certain portions of water areas within Sector Sault Sainte Marie Captain of the Port zone. These temporary safety zones are necessary to protect spectators and vessels from the hazards associated with fireworks displays and aircraft involved in an air show.
