The Commander, Eighth Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the KCS vertical lift span bridge across the Neches River, mile 19.5, at Beaumont, Texas. The deviation is necessary to replace four haul cables on the bridge. This deviation allows the bridge to remain closed to navigation for 72 consecutive hours.

The Commander, Eighth Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the Elgin, Joliet, and Eastern Railroad Drawbridge across the Illinois Waterway, mile 270.6, near Morris, Illinois. The deviation is necessary to allow removal of the existing lift span and installation of the replacement lift span. This deviation allows the bridge to be maintained in the closed-to-navigation position for eighty-four hours.

During the enforcement period, all vessels will be required to transit through the area at a no wake speed and at a safe distance from the work being conducted.
Cooperative Research and Development Agreement: Butanol Fuel Blend Usage With Marine Outboard Engines

The Coast Guard is announcing its intent to enter into a Cooperative Research and Development Agreement (CRADA) to identify and investigate the use of butanol fuel blends within marine outboard engines, with the overarching goal of reducing the engines' Greenhouse Gas (GHG) emissions. While the Coast Guard is currently considering partnering with Honda R&D Americas, Inc, we are soliciting public comment on the nature of and participation of other parties in the proposed CRADA. In addition, the Coast Guard also invites other potential participants to submit proposals for consideration in similar CRADAs.

Regulated Navigation Area; Columbus Day Weekend, Biscayne Bay, Miami, FL

The Coast Guard proposes to establish a permanent regulated navigation area (RNA) on Biscayne Bay in Miami, Florida. The RNA would be enforced annually on the Saturday and Sunday of the second week in October (Columbus Day weekend). It would include all waters within one nautical mile of the center of the Intracoastal Waterway between Featherbed Bank and the Rickenbacker Causeway Bridge. All vessels within the RNA would be: Required to transit the regulated navigation area at no more than 15 knots; subject to control by the Coast Guard; and required to follow the instructions of all law enforcement vessels in the area. This RNA is necessary to ensure the safe transit of vessels and to protect the marine environment.
