Safety Zone; Fireworks Display, Potomac River, Charles County, MD
The Coast Guard is establishing a safety zone upon specified waters of the Potomac River. All persons and vessels are prohibited from transiting the zone, except as authorized by the Coast Guard Captain of the Port Baltimore. This action is necessary to provide for the safety of life on navigable waters during a fireworks display launched from a discharge barge located near Dumfries, Virginia. This safety zone is intended to protect the maritime public in a portion of the Potomac River.
Special Local Regulations for Marine Events; Port Huron to Mackinac Island Sail Race
The Coast Guard will enforce a special local regulation for the annual Port Huron to Mackinac Island Sail Race. This action is necessary to safely control vessel movements in the vicinity of the race starting point and provide for the safety of the general boating public and commercial shipping. During this period, no person or vessel may enter the regulated area without the permission of the Coast Guard Patrol Commander (PATCOM).
Office of the Citizenship and Immigration Service Ombudsman; Agency Information Collection Activities: CIS Ombudsman Case Problem Submission Worksheet, DHS Form 7001 and Virtual Ombudsman System
The Department of Homeland Security, Office of the Citizenship and Immigration Service Ombudsman, DHS will submit the following information collection request (ICR) to the Office of Management and Budget (OMB) for review and clearance in accordance with the Paperwork Reduction Act of 1995 (Pub. L. 104-13, 44 U.S.C. Chapter 35). DHS previously published this information collection request (ICR) in the Federal Register on April 29, 2010, 75 FR 22609 for a 60-day public comment period. No comments were received by DHS. The purpose of this notice is to allow additional 30-days for public comments.
National Protection and Programs Directorate; Infrastructure Protection Data Call Survey; Correction
On December 22, 2009, the Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Office of Infrastructure Protection (IP), Infrastructure Information Collection Division (IICD) published a 60-day comment period notice in the Federal Register at 74 FR 68070-68071 seeking comments for an information collection entitled, ``IP Data Call.'' This is a correction notice to correct the title of the published 60-day notice to read, ``IP Data Call Survey.'' There are no further updates. This correction notice is issued as required by the Paperwork Reduction Act of 1995.
Special Local Regulations; Sabine River, Orange, TX
The Coast Guard proposes to establish a temporary Special Local Regulation in the Port Arthur Captain of the Port Zone on the Sabine River, Orange, Texas. This Special Local Regulation is intended to restrict vessels from portions of the Sabine River during the Thunder on the Sabine boat races. This Special Local Regulation is necessary to protect spectators and vessels from the hazards associated with powerboat races.
Homeland Security Acquisition Regulation; Lead System Integrators [HSAR Case 2009-003]
The Department of Homeland Security (DHS) is issuing an interim rule amending the Homeland Security Acquisition Regulation (HSAR) to implement section 6405 of the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007. This section of the Act and these implementing regulations restrict contractors from acting as lead system integrators in the acquisition of DHS major systems if they have direct financial interests in the development or construction of any individual system or element of any system of systems they integrate subject to stated exceptions.
Safety Zones: Annual Events Requiring Safety Zones in the Captain of the Port Buffalo Zone
The Coast Guard will enforce the safety zones for annual fireworks displays in the Captain of the Port Buffalo Zone from July 2, 2010 through July 31, 2010. This action is necessary to protect the safety of life and property on navigable waters during these events. During the enforcement period, no person or vessel may enter the safety zones without the permission of the Captain of the Port Buffalo.

The Federal Emergency Management Agency, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on a proposed revision of a currently approved information collection. In accordance with the Paperwork Reduction Act of 1995, this Notice seeks comments concerning which is necessary for assessment and improvement of the delivery of disaster assistance. Extension of the Initial Registration Period for Haitians Under the Temporary Protected Status Program
On January 21, 2010, the Secretary of the Department of Homeland Security designated Haiti under the Temporary Protected Status (TPS) program for a period of 18 months. DHS established a 180-day registration period (from January 21, 2010, through July 20, 2010). This notice extends the registration period through January 18, 2011. This extension is necessary to provide applicants more time to register for TPS.

The Coast Guard is establishing a regulated navigation area (RNA) from Port Coeymans, New York on the Hudson River to Jersey City, New Jersey on Upper New York Bay, and from Jersey City to the Willis Avenue Bridge site on the Harlem River, New York, including all waters of the East River between these two locations. This action is necessary to provide for the safety of life on the navigable waters during the load out and transit of the Willis Avenue Bridge replacement span.
Agency Information Collection Activities: Regulations Relating to Recordation and Enforcement of Trademarks and Copyrights
U.S. Customs and Border Protection (CBP) of the Department of Homeland Security will be submitting the following information collection request to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act: Regulations Relating to Recordation and Enforcement of Trademarks and Copyrights (Part 133 of the Customs Regulations). This is a proposed extension of an information collection that was previously approved. CBP is proposing that this information collection be extended with no change to the burden hours. This document is published to obtain comments from the public and affected agencies. This proposed information collection was previously published in the Federal Register (75 FR 24731) on May 5, 2010, allowing for a 60-day comment period. One comment was received. This notice allows for an additional 30 days for public comments. This process is conducted in accordance with 5 CFR 1320.10.

Regulated Navigation Area; Gulf Intracoastal Waterway, Inner Harbor Navigation Canal, Harvey Canal, Algiers Canal, New Orleans, LA; Correction
In the Federal Register published on June 8, 2010, the Coast Guard placed the Interim Rule for the Regulated Navigation Area; Gulf Intracoastal Waterway, Inner Harbor Navigation Canal, Harvey Canal, Algiers Canal, New Orleans, LA into the Code of Federal Regulations. That publication contained an error in the DATES section, stating an incorrect May 21, 2010 effective date. This error does not impact the Interim Rule's correct May 24, 2010 effective date because the rule is to be enforced only 24 hours in advance of, and during the duration of specified predicted weather conditions. In fact, the conditions to enforce this rule between the published effective date and the correct effective date did not occur. But, this error may cause confusion among members of the public.

Environmental Impact Statement; Fort Hamer Bridge, Manatee County, FL
The U.S. Coast Guard announces its intent to prepare an EIS for a proposed new bridge (Fort Hamer Bridge) crossing over the Manatee River in Manatee County, Florida. The proposed location for the Fort Hamer Bridge is in northeast Manatee County adjacent to Fort Hamer Park and will connect Fort Hamer Road and Upper Manatee River Road. We request your comments on environmental concerns related to a new bridge over the Manatee River in Manatee County, Florida. This includes suggesting analyses, methodologies and possible sources of data or information related to a new bridge. The Coast Guard will hold a public scoping meeting for citizens to provide oral and written comments relating to the proposed Fort Hamer Bridge and the preparation of an EIS. This meeting will be open to the public.
