The Coast Guard will enforce the safety zones for annual fireworks events in the Captain of the Port Detroit zone from 9 p.m. on June 23, 2010 through 11 p.m. on September 6, 2010. This action is necessary and intended to ensure safety of life on the navigable waters immediately prior to, during, and immediately after fireworks events. Enforcement of the safety zones will establish restrictions upon, and control movement of, vessels in a specified area immediately prior to, during, and immediately after fireworks events. During the enforcement periods, no person or vessel may enter the safety zone without permission of the Captain of the Port.

The Coast Guard is establishing a temporary safety zone on Marquette Harbor, Lake Superior, Marquette, MI. This zone is intended to restrict vessels from a portion of Marquette Harbor during the Marquette 4th of July Fireworks display. This temporary safety zone is necessary to protect spectators and vessels from the hazards associated with a firework display.

The Coast Guard is establishing a 700-foot radius safety zone on the navigable waters of Buggs Island Lake in Clarksville, VA in support of the Fireworks for the Virginia Lake Festival event. This action is intended to restrict vessel traffic movement to protect mariners and spectators from the hazards associated with aerial fireworks displays.

The Coast Guard is establishing a temporary safety zone on Lake Michigan near Michigan City, Indiana. This zone is intended to restrict vessels from a portion of Lake Michigan due to a high speed boat racing event. This temporary safety zone is necessary to protect the surrounding public and their vessels from the hazards associated with a high speed boat racing event.

The Coast Guard is establishing a temporary safety zone on the waters of Lake Michigan within Chicago Harbor, Chicago, Illinois. This zone is intended to restrict vessels from a portion of Chicago Harbor due to a fireworks display. This temporary safety zone is necessary to protect the surrounding public and vessels from the hazards associated with a fireworks display.

This document corrects the preamble to a proposed rule published in the Federal Register on June 17, 2010, entitled ``Bulk Solid Hazardous Materials: Harmonization With the International Maritime Solid Bulk Cargoes (IMSBC) Code.'' This correction provides correct information with regard to the preliminary environmental analysis checklist.

The Coast Guard is establishing a permanent Special Local Regulation on the navigable waters of Long Island Sound between Port Jefferson, NY and Captain's Cove Seaport, Bridgeport, CT due to the annual Swim Across the Sound event. This special local regulation is necessary to provide for the safety of life by protecting swimmers and their safety craft from the hazards imposed by marine traffic. Entry into this zone is prohibited unless authorized by the Captain of the Port Long Island Sound, New Haven, CT.

This notice amends the notice of a major disaster declaration for the State of Oklahoma (FEMA-1917-DR), dated May 24, 2010, and related determinations.

The Coast Guard is establishing a temporary safety zone on the Chesapeake Bay in the vicinity of Ocean View Beach Park, Norfolk, VA in support of the Shore Thing & Independence Day Fireworks event. This action is intended to restrict vessel traffic movement on the Chesapeake Bay to protect mariners from the hazards associated with fireworks displays.

The Department of Homeland Security is publishing for public comment proposed guidance to recipients of Federal financial assistance regarding Title VI's prohibition against national origin discrimination affecting persons with limited English proficient persons. This proposed guidance is issued pursuant to Executive Order 13166 and is consistent with government-wide guidance previously issued by the Department of Justice.

The Coast Guard is establishing a 420-foot radius safety zone on the navigable waters of the Pagan River in Smithfield, VA in support of the Fourth of July Fireworks event. This action is intended to restrict vessel traffic movement to protect mariners and spectators from the hazards associated with aerial fireworks displays.

The Coast Guard will enforce the Navy Pier Southeast Safety Zone in Chicago Harbor for annual fireworks events during nine separate periods between 8:45 p.m. on July 4, 2010 to 10 p.m. on July 31, 2010. This action is necessary and intended to ensure public safety during fireworks events. This rule will establish restrictions upon, and control movement of, vessels within the safety zone immediately prior to, during, and immediately after fireworks events. During the enforcement period, no person or vessel may enter the safety zone without permission of the Captain of the Port, Sector Lake Michigan.

This zone is intended to restrict vessels from a portion of Lake Huron during the Mackinac Island 4th of July Fireworks display on July 4, 2010. This temporary safety zone is necessary to protect spectators and vessels from the hazards associated with fireworks displays.

The Coast Guard will enforce the Milwaukee Harbor safety zone during eight separate periods between 10 p.m. on July 15, 2010 through 10 p.m. on July 25, 2010. This action is necessary and intended to ensure safety of life on the navigable waters immediately prior to, during, and immediately after fireworks events. This rule will establish restrictions upon, and control movement of, vessels in a specified area immediately prior to, during, and immediately after fireworks events. During the enforcement period, no person or vessel may enter the safety zones without permission of the Captain of the Port, Sector Lake Michigan.

This notice amends the notice of a major disaster declaration for the State of Nebraska (FEMA-1902-DR), dated April 21, 2010, and related determinations.

The Coast Guard proposes to harmonize its regulations with International Maritime Organization (IMO) amendments to Chapter VI and Chapter VII to the International Convention for the Safety of Life at Sea, 1974, as amended, (SOLAS) that make the International Maritime Solid Bulk Cargoes (IMSBC) Code mandatory. The amendments require that all vessels subject to SOLAS and carrying bulk solid cargoes other than grain must comply with the IMSBC Code. The Coast Guard proposes to amend its regulations governing the carriage of solid hazardous materials in bulk to allow use of the IMSBC Code as an equivalent form of compliance for all domestic and foreign vessels operating in U.S. navigable waters. Proposed changes to the Coast Guard regulations will also expand the list of solid hazardous materials authorized for bulk transportation by vessel and include special handling procedures based on the IMSBC Code and existing special permits. These proposed changes would reduce the need for the current special permits for the carriage of certain solid hazardous materials in bulk.

The Coast Guard is establishing a temporary safety zone in West Bay, on Lake Superior, Grand Marais, MI. This safety zone is intended to restrict vessel traffic from a portion of West Bay during the Grand Marais Splash-In Sea Plane Competition.

The Coast Guard is establishing a temporary safety zone on the waters of the Columbia River near Hermiston, Oregon for the installation of new power lines across the river. The safety zone is necessary to help ensure the safety of the workers as well as the maritime public and will do so by prohibiting all persons and vessels from entering or remaining in the safety zone unless authorized by the Captain of the Port or his designated representative.

The Department of Homeland Security (DHS) announces its adoption of three standards for the Voluntary Private Sector Accreditation and Certification Preparedness Program (``PS-Prep'' Program). This Notice identifies the three standards and discusses generally the public comments which were received in response to the DHS's proposal to adopt these standards.

The Coast Guard is establishing a temporary safety zone on the Delaware River in New Hope, PA. The safety zone will restrict vessel traffic on the Delaware River from operating within 400 yards of a fireworks barge located at 40[deg]21'49'' N./074[deg]56'54'' W. The safety zone will protect life and property while preventing vessel traffic from navigating on the Delaware River near the Bridge Street Bridge and for 800 feet downriver of the bridge in New Hope, PA.

The Coast Guard proposes establishing a temporary safety zone on Lake Erie, Catawba Island, Ohio. This temporary safety zone is intended to restrict vessels from portions of Lake Erie during the Tracey/Thompson Wedding Fireworks. This temporary safety zone is necessary to protect spectators and vessels from the hazards associated with fireworks displays.

The Coast Guard is establishing a temporary safety zone on the waters of Commencement Bay in Tacoma, Washington during the Tacoma Freedom Fair Air Show. The safety zone is necessary to help ensure the safety of the maritime public during the air show on July 4, 2010 and will do so by prohibiting any person or vessel from entering or remaining in the safety zone unless authorized by the Captain of the Port, Puget Sound or Designated Representative.

The Federal Emergency Management Agency (FEMA) is accepting comments on Recovery Policy RP9524.10, Direct Disaster-Related Damage to Eligible Facilities. The purpose of this policy is to clarify the definition of damage that is eligible for repair pursuant to FEMA's Public Assistance regulations regarding the restoration of damaged facilities.

The Department of Homeland Security invites the general public to comment on data collection forms for the Protected Repository for the Defense of Infrastructure Against Cyber Threats (PREDICT) initiative. PREDICT is an initiative to facilitate the accessibility of computer and network operational data for use in cybersecurity defensive research and development. Specifically, PREDICT provides developers and evaluators with regularly updated network operations data sources relevant to cybersecurity defense technology development. The data sets are intended to provide developers with timely and detailed insight into cyberattack phenomena occurring across the Internet and in some cases will reveal the effects of these attacks on networks that are owned or managed by the data producers. A key motivation of PREDICT is to make these data sources more widely available to technology developers and evaluators, who today often determine the efficacy of their technical solutions on anecdotal evidence or small-scale test experiments, rather than on more comprehensive real-world data. The PREDICT Web site https:// www.predict.org/ contains an overview and general information as background, along with the data repository. As specified on the Web site, access to the PREDICT data repository is available to eligible research groups upon approval of their applications. In addition to helping to determine whether a group is eligible to access the repository, the forms will also manage the interactions between the PREDICT portal administrators and the research groups accessing the PREDICT portal.
