Safety Zone; Alaska, South Central, Cook Inlet, Kamishak Bay
The Coast Guard is establishing a temporary safety zone near Augustine Island, located in Kamishak Bay in Cook Inlet, Alaska. The zone is needed to protect marine traffic from hazards associated with recent eruptions of the Augustine Volcano. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Commander, Seventeenth Coast Guard District; the Coast Guard Captain of the Port, Western Alaska; or their on-scene representative. The intended effect of the proposed safety zone is to mitigate damage to vessels from hazards associated with the Augustine Volcano.
Collection of Information Under Review by Office of Management and Budget (OMB): 1625-0095, 1625-0099, 1625-0101, and 1625-0102
In compliance with the Paperwork Reduction Act of 1995, this request for comments announces that the Coast Guard has forwarded four Information Collection Requests (ICRs), abstracted below, to the Office of Information and Regulatory Affairs (OIRA) of the Office of Management and Budget (OMB) for review and comment. The ICRs are as follows: (1) 1625-0095, Oil and Hazardous Material Pollution Prevention and Safety Records, Equivalents/Alternatives and Exemptions; (2) 1625- 0099, Requirements for the Use of Liquefied Petroleum Gas and Compressed Natural Gas as Cooking Fuel on Passenger Vessels; (3) 1625-0101, Periodic Gauging and Engineering Analyses for Certain Tank Vessels Over 30 Years Old; and (4) 1625-0102, National Response Resource Inventory. The ICRs describe information we seek to collect from the public. Review and comment by OIRA ensures that we impose only paperwork burdens commensurate with our performance of duties.
Drawbridge Operation Regulations; Atlantic Intracoastal Waterway, Broward County, FL
On August 16, 2005, the Coast Guard proposed to change the regulations governing the operation of 10 drawbridges, and establish operating regulations for 2 drawbridges, all of which cross the Atlantic Intracoastal Waterway in Broward County, FL. The proposed rule would require all of these drawbridges to open twice an hour. The proposed schedule is based on a request from Broward County officials, a test the Coast Guard conducted from December, 2004, until February, 2005, and comments received from the public based on the test. The proposed schedule meets the reasonable needs of navigation while accommodating increased vehicular traffic throughout the county. Due to the active hurricane season and lack of public comments to the previous Notice of Proposed Rulemaking we are reissuing the previous Notice of Proposed Rulemaking.
Announcement of Public Meeting Regarding the Proposed Drawbridge Schedule Change for the Anna Maria and Cortez Drawbridges, Anna Maria, FL
The Coast Guard will hold a public meeting at the Holmes Beach City Hall, 5801 Marina Drive, Holmes Beach, Florida 34217 to allow interested parties the opportunity to provide comments regarding whether the Anna Maria and Cortez Drawbridge schedules should be changed.
Drawbridge Operation Regulations; Atlantic Intracoastal Waterway (AICW), Cape Fear River, and Northeast Cape Fear River, NC
The Coast Guard is changing the drawbridge operation regulations of three North Carolina Department of Transportation (NCDOT) bridges: The S.R. 74 Bridge, across the AICW mile 283.1 at Wrightsville Beach; the Cape Fear River Memorial Bridge, mile 26.8, at Wilmington; and the Isabel S. Holmes (US 117) Bridge, at mile 1.0, across Northeast Cape Fear River at Wilmington, North Carolina. This rule will allow the bridges to remain in the closed position at particular dates and times to accommodate road races, marathons and triathlons. Vessels that can pass under the bridges without a bridge opening may do so at all times.

Agency Information Collection Activities: Submission for OMB Review; Comment Request
The Federal Emergency Management Agency (FEMA) has submitted the following information collection to the Office of Management and Budget (OMB) for review and clearance in accordance with the requirements of the Paperwork Reduction Act of 1995. The submission describes the nature of the information collection, the categories of respondents, the estimated burden (i.e., the time, effort and resources used by respondents to respond) and cost, and includes the actual data collection instruments FEMA will use. Title: National Fire Department Census. OMB Number: 1660-0070. Abstract: Many data products and reports exist that contain fragmented or estimated information about fire department demographics, and capabilities, but there is no single reference source today that aggregates this data to provide a complete and accurate profile of fire departments in the United States. The U.S. Fire Administration (USFA) \1\ receives many requests for information related to fire departments, including total number of departments, number of stations per department, population protected, apparatus and equipment status. The USFA is working to identify all fire departments in the United States to develop and populate a national database that will include information related to demographics, capabilities and activities. The database will be used by USFA to guide programmatic decisions, provide the Fire Service and the public with information about fire departments, to produce mailing lists for USFA publications and other materials. In the first year of this effort, information was collected from 16,000 fire departments. Since the first year of the collection, an additional 8,000 departments have registered with the census for a total of 24,000 fire departments. This leaves an estimated 9,000 departments still to respond. Additionally, fire departments already registered with the census will be contacted once every five years to provide updates or changes to their census data so that USFA can keep the database as current as possible. Fire departments are able to complete the census form on-line through the USFA Web site, or by filling out a paper census form and faxing the completed form, or sending it in a return envelope.

Drawbridge Operation Regulations; Jamaica Bay and Connecting Waterways, NY
The Coast Guard proposes to temporarily change the drawbridge operating regulations governing the operation of the New York City Highway Bridge (Belt Parkway), at mile 0.8, across Mill Basin. This notice of proposed rulemaking would allow the bridge owner to open only one of the two moveable spans for the passage of vessel traffic from March 1, 2006 through September 7, 2006. This proposed rule is necessary to facilitate bridge deck replacement.
Security Zone; Superbowl XL, Detroit River, Detroit, MI
The Coast Guard is establishing a temporary security zone on the Detroit River, Detroit, Michigan. This zone is intended to restrict vessels from a portion of the Detroit River in order to ensure the safety of up to 450,000 people expected to attend Super Bowl XL at Ford Field as well as related events at Cobo Hall, Hart Plaza and the Renaissance Center in downtown Detroit.
Security Zone; Pearl Harbor and Adjacent Waters, Honolulu, HI
This temporary rule establishes a 500-yard moving security zone around the U.S. Forces vessel SBX-1 during transit and float-off operations in the waters adjacent to Pearl Harbor, HI. The SBX-1 will transit aboard the M/V BLUE MARLIN and will be floated-off and escorted into Pearl Harbor. This security zone is necessary to protect the SBX-1 from hazards associated with other vessels or persons approaching too close during the transit, float-off, and escort operations. Entry of persons or vessels into this temporary security zone is prohibited unless authorized by the Captain of the Port (COTP).
Suspension of Community Eligibility
This rule identifies communities, where the sale of flood insurance has been authorized under the National Flood Insurance Program (NFIP), that are scheduled for suspension on the effective dates listed within this rule because of noncompliance with the floodplain management requirements of the program. If FEMA receives documentation that the community has adopted the required floodplain management measures prior to the effective suspension date given in this rule, the suspension will not occur and a notice of this will be provided by publication in the Federal Register on a subsequent date.
Ballast Water Management for Vessels Entering the Great Lakes That Declare No Ballast Onboard; Environmental Assessment and Finding of No Significant Impact
The Coast Guard announces the availability of the Final Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) that evaluated the potential environmental impacts resulting from the implementation of the policy on ballast water management for vessels entering the Great Lakes declaring no ballast onboard (NOBOB). The purpose of this policy is to prevent the introductions of aquatic nonindigenous species (NIS) into the Great Lakes.

In compliance with the Paperwork Reduction Act of 1995, the U.S. Coast Guard intends to seek the approval of OMB for the renewal of four Information Collection Requests (ICRs). Safety Zone; Chicago Sanitary and Ship Canal, Romeoville, IL
The Coast Guard is establishing a temporary safety zone on the Chicago Sanitary and Ship Canal on the Illinois Waterway near Romeoville, Illinois. This safety zone is necessary to close the Chicago Sanitary and Ship Canal during safety testing of the permanent electrical dispersal barrier. This safety zone intended to restrict vessels from a portion of the Canal in Romeoville, IL, at various times over a 45 day period.
Chemical Transportation Advisory Committee
The Chemical Transportation Advisory Committee (CTAC) Subcommittees on Outreach and Hazardous Cargo Transportation Security (HCTS) will meet to discuss various issues relating to CTAC and the marine transportation of hazardous materials in bulk. The CTAC Working Groups on Barge Emissions and the International Convention for the Prevention of Pollution from Ships, 1973 (MARPOL) Annex II will also meet to discuss environmental issues and future changes to regulations. These meetings will be open to the public.

The Coast Guard is establishing a temporary safety zone on the Columbia River, in the vicinity of Hayden Island at North Portland Harbor. The Captain of the Port, Portland, Oregon is taking this action to safeguard individuals and vessels from safety hazards associated with dredging operations. Entry into this safety zone is prohibited unless authorized by the Captain of the Port.
Privacy Impact Assessment
The Department of Homeland Security intends to modify the United States Visitor and Immigrant Status Indicator Technology Program to conduct the second phase of a live test of the technology required to read biometrically enabled travel documents that comply with international standards. As a result, US-VISIT is revising its Privacy Impact Assessment to discuss the impact of Phase II of the live test on privacy. This revised Privacy Impact Assessment is available on the Web site of the Privacy Office of the Department of Homeland Security, https://www.dhs.gov/privacy, and on the US-VISIT Web site, https:// www.dhs.gov/usvisit. It is also available by written request to US- VISIT.
Notification of the Imposition of Conditions of Entry for Certain Vessels Arriving to the United States
The Coast Guard announces that effective anti-terrorism measures are not in place in certain ports of Equatorial Guinea and that it will impose conditions of entry on vessels arriving from that country. The Coast Guard also announces that conditions of entry are being removed from vessels arriving from ports in the Democratic Republic of Congo.
Temporary Authorization To Extend Certificates of Inspection and Certificates of Compliance
The Coast Guard announces that Congress authorized (through H.R. 4508), the Secretary of Homeland Security to extend temporarily the duration or the validity of Certificates of Inspection and Certificates of Compliance that are issued under chapter 33 or 37, respectively, of title 46, U.S. Code. These certificates may be extended for up to three (3) months for any vessel inspected by the Coast Guard in Alabama, Mississippi, or Louisiana.
Automated Commercial Environment (ACE): National Customs Automation Program Test of Automated Truck Manifest for Truck Carrier Accounts; Deployment Schedule
The Bureau of Customs and Border Protection, in conjunction with the Department of Transportation, Federal Motor Carrier Safety Administration, is currently conducting a National Customs Automation Program (NCAP) test concerning the transmission of automated truck manifest data. This document announces the next two groups, or clusters, of ports to be deployed for this test.
Drawbridge Operation Regulations; Elizabeth River, Eastern Branch, VA
The Commander, Fifth Coast Guard District, has approved a temporary deviation from the regulations governing the operation of the Berkley Bridge, at mile 0.4, across the Eastern Branch of the Elizabeth River in Norfolk, Virginia. To facilitate electrical repairs, this deviation allows the drawbridge to remain closed-to-navigation from 7 a.m. on February 7, 2006, to 7 a.m. on February 8, 2006 and from 7 a.m. on February 14, 2006, to 7 a.m. on February 15, 2006.

Regulated Navigation Area: Savannah River, Savannah, GA
The Coast Guard proposes to amend the Regulated Navigation Areas for Savannah River, Georgia. Two new berths have been created at the Liquefied Natural Gas (LNG) facility on the Savannah River and the current regulation only addresses facility and vessel requirements when an LNG vessel is underway, or is moored parallel to the navigational channel outside of the slip. The current regulation is no longer adequate and the proposed changes address the addition of the new berths and requirements for three different mooring situations.

Automated Commercial Environment (ACE): National Customs Automation Program Test of Periodic Monthly Payment Statement Process
This document announces a modification in the Bureau of Customs and Border Protection's (CBP) National Customs Automation Program (NCAP) test concerning periodic monthly deposit of estimated duties and fees. CBP will no longer require Automated Clearing House (ACH) credit participants to initiate payment earlier than the 15th working day of the month as was required by a Federal Register notice published on August 8, 2005. CBP, however, must receive the settlement for the credit by the 15th working day in order to have the periodic monthly statement marked paid and treated as a timely payment.
Safety Zone; Vermilion River, Vermilion, OH. VYC Fleet Parade.
The Coast Guard proposes establishing a temporary safety zone for the VYC Fleet Parade on the Vermilion River between the mouth of the river and the Conrail Railroad Bridge, to extend the entire width of the river. This safety zone is needed to protect persons and vessels from the potential safety hazards associated with the Fleet Parade. Entry into this zone is prohibited to all vessels unless authorized by the Captain of the Port, Buffalo or a designated representative.
Anchorage Regulations; Port of New York and Vicinity
The Coast Guard proposes to establish a Special Anchorage Area in Haverstraw Bay on the Hudson River adjacent to Haverstraw, NY. This proposed action is necessary to facilitate safe navigation in that area and provide safe and secure anchorages for vessels not more than 20 meters in length. This action is intended to increase the safety of life and property on the Hudson River, improve the safety of anchored vessels, and provide for the overall safe and efficient flow of recreational vessel traffic and commerce.

The Federal Emergency Management Agency, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on a proposed new information collection. Security of Aircraft and Safety of Passengers Transiting Denpesar, Bali, Indonesia
This document informs the public that the Department of Homeland Security (DHS) has determined that Bandara Ngurah Rai International Airport, Denespar, Bali, Indonesia, does not maintain and carry out effective security measures. Pursuant to this determination, the Department of Homeland Security is directing all U.S. and foreign air carriers (and their agents) providing service between the U.S. and Bandara Ngurah Rai International Airport to provide notice of this determination to any passenger purchasing a ticket for transportation between the United States and Bandara Ngurah Rai International Airport. DHS also is requiring that U.S. airports post a notice of the determination, in accordance with statutory requirements.
National Bio and Agro-Defense Facility (NBAF); Notice of Request for Expression of Interest for Potential Sites for the NBAF
The U.S. Department of Homeland Security (DHS) is exploring potential sites for a proposed new national research and development (R&D) asset, the National Bio and Agro-Defense Facility (NBAF), which is in the planning phase. The proposed facility size is approximately 500,000 ft\2\ and its site will require a minimum of 30 acres. DHS is requesting Expressions of Interest from Federal agencies, State and Local governments, industry, academia, interested parties and organizations for potential locations that would accommodate the construction and operation of the NBAF. A consortium could be an appropriate respondent. DHS will ultimately compile a short list of sites for analysis as reasonable alternatives to be considered in a National Environmental Policy Act (NEPA) Environmental Impact Statement (EIS), which will assess the environmental impacts of constructing and operating the NBAF facility at the various alternative sites. DHS currently expects to publish a Notice of Intent (NOI) to prepare an EIS in the fall of 2006, at which time the public will have the opportunity to comment on the scope of the analysis.
Privacy Act of 1974; Systems of Records
The Bureau of Customs and Border Protection proposes to revise its system of records for collecting carrier, broker and importer/ exporter account information to both update the system and to add as a category of records the customs declarations that postal mailers are required to complete for international mail transactions.
Extension of Import Restrictions Imposed on Archaeological Material Originating in Italy and Representing the Pre-Classical, Classical, and Imperial Roman Periods
This document amends the Bureau of Customs and Border Protection (CBP) regulations to indicate the extension of the import restrictions that were imposed by Treasury Decision 01-06 on certain archaeological material originating in Italy and representing the pre- Classical, Classical, and Imperial Roman periods of its cultural heritage, ranging in date from approximately the 9th century B.C. through approximately the 4th century A.D. that were imposed by Treasury Decision (T.D.) 01-06. The Assistant Secretary for Educational and Cultural Affairs, United States Department of State, has determined that conditions continue to warrant the imposition of import restrictions. Accordingly, the restrictions will remain in effect for an additional 5 years, and the CBP regulations are being amended to reflect this extension. These restrictions are being extended pursuant to determinations of the United States Department of State made under the terms of the Convention on Cultural Property Implementation Act in accordance with the United Nations Educational, Scientific and Cultural Organization (UNESCO) Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property. T.D. 01-06 contains the Designated List of archaeological material originating in Italy and representing the pre- Classical, Classical, and Imperial Roman periods of its cultural heritage, ranging in date from approximately the 9th century B.C. through approximately the 4th century A.D.
Safety Zone; Cooper River, Hog Island Channel, Grace Memorial and Silas Pearman Bridges, Charleston, SC
The Coast Guard is establishing a temporary safety zone on the navigable waters of Hog Island Reach on the Cooper River, for the demolition and recovery operations of the Grace Memorial and Silas Pearman Bridges. This rule prohibits entry, anchoring, mooring, or transiting within the temporary safety zone without the permission of the Captain of the Port Charleston or his designated representative. This regulation is necessary to protect life and property on the navigable waters of the Cooper River from the danger associated with the demolition and recovery operations of these bridges.
