This is a notice of the Presidential declaration of an emergency for the State of Nevada (FEMA-3204-EM), dated February 23, 2005, and related determinations.

This notice amends the notice of a major disaster for the Territory of American Samoa (FEMA-1582-DR), dated February 18, 2005, and related determinations.

This notice amends the notice of a major disaster for the Commonwealth of the Northern Mariana Islands (FEMA-1541-DR), dated August 26, 2004, and related determinations.

Recent legislation directs TSA to issue guidance for the use of biometric technology in connection with access control systems in the nation's airports by March 31, 2005. The legislation requires TSA to consult with representatives of industry and the National Institute of Standards and Technology (NIST) in developing the guidance. TSA believes it is important to give all stakeholders and other interested parties an opportunity to learn about the biometric guidance and to comment on the initial draft. Therefore, TSA is scheduling a public meeting to discuss the guidance. The public meeting will be held on March 11, 2005, at 9:30 a.m.

As part of its continuing effort to reduce paperwork and respondent burden, Bureau of Customs and Border Protection (CBP) invites the general public and other Federal agencies to comment on an information collection requirement concerning Establishment of a Bonded Warehouse (Bonded Warehouse Regulations). This request for comment is being made pursuant to the Paperwork Reduction Act of 1995 (Pub. L. 104-13; 44 U.S.C. 3505(c)(2)).

The Bureau of Customs and Border Protection (CBP) of the Department of Homeland Security has submitted the following information collection request to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act of 1995: NAFTA Duty Deferral. This is a proposed extension of an information collection that was previously approved. CBP is proposing that this information collection be extended with no change to the burden hours. This document is published to obtain comments from the public and affected agencies. This proposed information collection was previously published in the Federal Register (69 FR 76954) on December 23, 2004, allowing for a 60-day comment period. This notice allows for an additional 30 days for public comments. This process is conducted in accordance with 5 CFR 1320.10.

The Coast Guard proposes to change the regulation governing the operation of the State Highway 188 vertical lift span bridge, across Bayou La Batre, mile 2.3, at Bayou La Batre, Alabama. The proposed rule would allow the draw of the bridge to remain closed to navigation at specific vehicular peak rush hour time periods due to an increase in commuter traffic, Monday through Friday. This rule will allow for better coordination and facilitate movement of both vehicular and marine traffic at the bridge site.

The Coast Guard gives notice of the assessment, by consent order, of a Class II administrative penalty against Union Oil Company of California (UNOCAL) for an unlawful oil discharge at UNOCAL's King Salmon oil production platform, in Cook Inlet, Alaska. The consent order was issued without prior public hearing. Interested persons may petition the Coast Guard to set aside the consent order and provide a hearing.
