Fiscal Year (FY) 2023 Notice of Supplemental Funding Opportunity
This notice is to inform the public that the Substance Abuse and Mental Health Services Administration (SAMHSA) is supporting a supplement in scope of the original award for the one grant recipient, the Community Anti-Drug Coalitions of America (CADCA), funded in FY 2019 under the National Anti-Drug Coalitions Training and Workforce Development award, Notice of Funding Opportunity (NOFO) SP-19-002. The recipient may receive up to $175,000 and the project period will be extended by 12 months until November 30, 2024. The supplemental funding to CADCA will be used to continue the Voices of Youth Training Initiative. The Voices of Youth Training Initiative has shown positive results, and the continuation of the program will support finalizing the sustainability and scalability beyond the supplements. The supplement will continue to connect the Future Health Professionals (HOSA) national student organization with CADCA to support youth-led strategic planning for the prevention field and develop leadership skills for the future workforce. This supplement will also allow CADCA to provide HOSA students an opportunity to both learn about and provide valuable input into strategic initiatives for prevention.

This notice is to inform the public that the Substance Abuse and Mental Health Services Administration (SAMHSA) has modified the FY 2022 State Opioid Response (SOR) NOFO (TI-22-005). The modifications include adding a new appendix with the FY 2023 allocations based on increased funding and amending the funding limitations/restrictions to increase the administrative costs (i.e., indirect costs) in FY 2023. The grant recipient may receive up to $2,817,614. The recipient's project period will be extended by 12 months until August 30, 2025. The supplemental funding will be used to develop the new National Strategy for Suicide Prevention, which sets the direction of the field to prioritize suicide prevention activities. This is being requested by the White House Domestic Policy Council.

This notice is to inform the public that the Substance Abuse and Mental Health Services Administration (SAMHSA) is supporting an administrative supplement of up to $900,000 for one grant recipient funded in FY 2019 under the National Center of Excellence for Infant and Early Childhood Mental Health Consultation, Notice of Funding Opportunity (NOFO) SM-19-010, with a project end date of April 29, 2024. The supplemental funding is to support Project LAUNCH and Infant and Early Childhood Mental Health grant recipients by: provide training and technical assistance via individual/grantee-level technical assistance, ECHO style learning communities, peer-to-peer learning, expert presentations, and development of resources on advancing best practices; assist grant recipients in working with state-level systems and leaders to integrate innovations into ongoing initiatives, policies, and sustainable funding streams: assist grant recipients with the development of new early childhood efforts (e.g., statewide mental health consultation systems, infant mental health associations, offices of early childhood mental health); support grant recipients with sharing best practices and advances in infant and early childhood mental health with the early childhood field through webinars, presentations at conferences, and/or development of materials about specific grant programs that can be shared with local, tribal, and state stakeholders; and, conduct a virtual grantee meeting or policy academy to engage all grant recipients in peer learning and technical assistance.

This notice is to inform the public that the Substance Abuse and Mental Health Services Administration (SAMHSA) is supporting administrative supplements in scope of the parent award for the 11 eligible grant recipients funded in FY 2018 under the Mental Health Technology Transfer Centers (MHTTCs) Cooperative Agreements, Notice of Funding Opportunity (NOFO) SM-18-005. The MHTTC National Coordinating Center may receive up to $900,000 and the 10 MHTTC Regional Centers may receive up to $1,045,454 each. These recipients have a project end date of September 29, 2023. The supplemental funding will extend the project period by one-year and will continue training and technical assistance for providers who are serving patients with substance use disorder by improving their capacity and understanding of evidence-based practices, especially practices that are effective in combating substance misuse, including the opioid crisis.

The Substance Abuse and Mental Health Services Administration (SAMHSA) within the Department of Health and Human Services (HHS), is soliciting nominations from qualified organizations to be considered for non-voting liaison representative positions on a subcommittee of the Advisory Committee for Women's Services (ACWS) focused on maternal mental health. The ACWS subcommittee will consist of 5 non-voting liaison representatives who are nominated by their organizations to serve as the representatives of their organizations and selected by the ACWS DFO. The ACWS's role is to advise the Associate Administrator for Women's Services (AAWS) on appropriate activities to be undertaken by the agencies of the Administration with respect to women's substance use and mental health services, including services which require a multidisciplinary approach. These may include discussion on the development of policies and programs regarding women's issues; plans to standardize and enhance the collection of data on women's health, and other emerging issues concerning women's substance use and mental health services. In particular, this subcommittee will focus on maternal mental health issues (which includes substance use) including prevention, screening, diagnosis, treatment, equity and community-based interventions.

(DBA Vibrant Emotional Health). This grant was funded in FY 2021 under the Cooperative Agreement for National Suicide Prevention Lifeline and Disaster Distress Helpline Cooperative Agreement, Notice of Funding Opportunity (NOFO), SM 21-005, with a project end date of September 2026. The supplemental funding will be used to maintain 988 operations and services, both at local levels and across all backup, chat, text, LGBTQ+ youth, Spanish language, and videophone based services.
