The Substance Abuse and Mental Health Services Administration (SAMHSA) announces that it will hold a public listening session on Wednesday, June 11, 2014, to solicit information concerning the Confidentiality of Alcohol and Drug Abuse Patient Records Regulations, 42 CFR Part 2. This session will be held in Rockville, MD, to obtain direct input from stakeholders on updating the regulations. The scheduled listening session provides an opportunity for SAMHSA to seek public input on potential changes to the regulations.

This notice is to inform the public that the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to award $520,000 (total costs) per year for the remaining two years of the APAIT Health Center grant. The original grant was awarded to APAIT Health Center in FY 2013 in response to the Request for Applications (RFA) TI-13-011: Substance Abuse Treatment for Racial/Ethnic Minority Women at High Risk for HIV/AIDS (TCE:HIV Minority Women). Additional information on this program can be found in the original funding announcement, TI-13-011, https://www.samhsa.gov/grants/2013/ti-13- 011.aspx. APAIT Health Center relinquished their grant in November 2013 and Special Service for Groups, Inc. took over APAIT's operations and activities in the same geographic area as APAIT Health Center. SSG submitted an application in response to SAMHSA's Request for Applications (RFA) TI-14-011, in which SSG provided documentation of their capabilities to maintain a comprehensive, integrated, trauma-informed, women-centered outpatient substance abuse treatment system of care. SSG and their partnering provider organizations meet the needs of the population of focus, as stated in the original application. Special Service for Groups, Inc. must continue to use awarded funds to provide a comprehensive, integrated, trauma-informed, women-centered outpatient substance abuse treatment service system of care as described in the 2013 RFA. SSG will use awarded funds to conduct the required activities as stated in the original application. Funding Opportunity Title: TI-14-011. The Department of Health and Human Services (HHS) notifies federal agencies of the laboratories and Instrumented Initial Testing Facilities (IITF) currently certified to meet the standards of the Mandatory Guidelines for Federal Workplace Drug Testing Programs (Mandatory Guidelines). The Mandatory Guidelines were first published in the Federal Register on April 11, 1988 (53 FR 11970), and subsequently revised in the Federal Register on June 9, 1994 (59 FR 29908); September 30, 1997 (62 FR 51118); April 13, 2004 (69 FR 19644); November 25, 2008 (73 FR 71858); December 10, 2008 (73 FR 75122); and on April 30, 2010 (75 FR 22809). A notice listing all currently HHS-certified laboratories and IITFs is published in the Federal Register during the first week of each month. If any laboratory or IITF certification is suspended or revoked, the laboratory or IITF will be omitted from subsequent lists until such time as it is restored to full certification under the Mandatory Guidelines. If any laboratory or IITF has withdrawn from the HHS National Laboratory Certification Program (NLCP) during the past month, it will be listed at the end and will be omitted from the monthly listing thereafter.
